HomeMy WebLinkAbout1995 09-19 PRMMINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF . HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION SEPTEMBER 19, 1995 CITY HALL CALL TO ORDER Chairperson Sorenson called the meeting to order at 6:30 p.m. ROLL CALL Chairperson Sorenson, Commissioners Peterson, Lasman, Russell, Schendel, Mead and Shinnick were present. Also in attendance were Public Services Coordinator Jim Glasoe and Director of Recreation Arnie Mavis. APPROVAL OF MINUTES - June 13, 1995 Chair Sorenson noted that the parks tour taken by the Commission should have been included in the minutes. There was a motion by Commissioner Peterson, seconded by Commissioner Russell to approve the minutes as amended. The motion passed. ADOPT-A-PARK CLEAN UP Commissioner Mead reported that he had received a letter thanking the commission for their • involvement in this program and informing them that as a small thank you, each commission member is invited to an open house of the City's Maintenance Facility on October 5th from 4 - 7 p.m. All adopt-a-park volunteers attending the open house will receive a ticket for a free meal. Commissioner Mead also set the last clean up date for September 30th at 10:00 a.m. The group will meet at Marlin Park. BROOKLYN SWIM CLUB Commissioner Russell indicated that the Brooklyn Swim Club rents the Community Center for one weekend each year. He reported that the rental fee charged them has not been increased during the past many years. He also reported that he had done a quick analysis of average revenues during the winter months and had come up with an average of $750.00 per day on the weekends. The swim club currently is charged $500.00 for the weekend. After some discussion, a motion was made by Commissioner Russell, seconded by Commissioner Peterson to raise the rental rate to $1000.00 for the weekend starting this year, and that the swim club be informed of this fact along with the Commission's rationale. The motion passed. CITY MANGER INTERVIEW QUESTIONS Chair Sorenson read a letter from Interim City Manager Cam Andre asking the Commission for potential interview questions for the upcoming city manager interviews. Chair Sorenson, noting that the deadline had already passed asked commissioner's to instead offer qualities . they would like the city manager to possess. After some discussion, the Commission indicated the ideal city manager should possess the following attributes. The person should be proactive and progressive when dealing with the staff and citizens. Also, the person should have strong appreciation for parks and a willingness to provide the necessary resources to keep them maintained. Lastly, they felt the new manager should also possess a desire to acquire and develop new park and open space areas. The Commissioners directed Public Services Coordinator Glasoe to convey these thoughts to Mr. Andre. TWIN LAKES TASK FORCE Chair Sorenson and Recreation Director Mavis reported that a meeting was held by the task force to consider adopting the water use guidelines currently in effect in Robbinsdale. They indicated that the public at the meeting was 3-1 against adopting the guidelines. A second meeting to consider the guidelines will be held in October. TREE BOARD UPDATE Public Services Coordinator Glasoe indicated that the City Council had not addressed the tree board issue since the June meeting. JOSLYN SITE UPDATE Public Services Coordinator Glasoe reported that a large amount of fill had been brought into the site to begin the "capping" portion of the land remediation. He indicated that there had been no recent contact from Joslyn Corporation regarding the sale of the property. The Commission asked that staff inform the new city manager of the Commission's interest in • acquiring this property when he/she is hired. ADOPT-A-RIVER Public Services Coordinator Glasoe passed out information received from Commissioner Shendel regarding a DNR sponsored program called "Adopt -a -River". He indicated that this program could be incorporated into our existing adopt-park, trail, street program. He also expressed concern as to the amount of lake shore, riverbank or creek bank that exists on private property and the potential liability of volunteers so close to water. Commissioners will think about what areas might be appropriate for adoption, and this item will be placed on the October agenda. FIREHOUSE PARK Commissioner Russell reported that the "Invite Program" operated out of the park is allowed to swim free at the community center. He felt that this is not fair because other parks are not given free admission. This item will be placed on the November agenda. WILLOW LANE - Basketball Hoops This item will be investigated by staff and reported at the October meeting. ORCHARD LANE PARK - Storm Drainage Pond This item will be investigated by staff and reported at the October meeting. • • SET MEETING DATE The next meeting will be October 17, 1995, at 6:30 p.m. in Conference Room A of City Hall. MEETING ADJOURNED Commissioner Russell made a motion, seconded by Commissioner Schinnick to adjourn the meeting at 8:29 p.m. The motion passed.
