COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
MAY 16, 1995
CITY HALL
CALL TO ORDER
Chairperson Sorenson called the meeting to order at 6:29 p.m.
ROLL CALL
Chairperson Sorenson, Commissioners Peterson, Lasman, Russell, Mead, Shinnick, and
Schendel were present. Also in attendance were City Manager Gerald Splinter, Council
Liaison Kristen Mann, Public Services Coordinator Jim Glasoe, City Forester Ole Nelson
and resident Tim McCourtney.
APPROVAL OF MINUTES - April 18, 1995
There was a motion by Commissioner Russell, seconded by Commissioner Peterson to
approve the minutes. The motion passed.
JOSLYN SITE ACQUISITION
• City Manager Splinter detailed the location, size and environmental issues related to the
Joslyn site. He indicated that the "land farming" process on the property will soon be
completed and the final grading plan established. He felt that the next three to six months
will be critical if the City wishes to acquire the property. He stated that a realistic value for
the property was in the $400,000 range. He further indicated that the Joslyn Corporation
had indicated that the City would have the first opportunity to purchase the parcel.
After some additional discussion, Commissioner Peterson made a motion, seconded by
Commissioner Russell to recommend that the City Council attempt to acquire the Joslyn
property for future park development. The motion passed.
ADOPT-A-PARK CLEAN UP REPORT
Commissioner Mead shared information on the "kick off' clean up day April 22. He
indicated 3 commissioners and Council Liaison Mann assisted in the clean up. The next
clean up day, scheduled for July will be set at the June meeting..
TREE BOARD (Discussion)
Public Services Coordinator Glasoe provided background for the discussion. He indicated
that Brooklyn Center had been designated a "Tree City" for the past four years.
Requirements to become a tree city include meeting expenditure requirements and having a
city forester. In addition, one of the recommendations for maintaining this status is to
• establish a citizen's tree board.
• City Forester Ole Nelson spoke on behalf of a citizens tree board, and asked that the
commission make a recommendation to the City Council.
Chair Sorenson noted that the Commission had recently made such a motion. Public
Services Coordinator Glasoe read the motion from October 1994. Commissioner Peterson
made a motion, seconded by Commissioner Lasman to reaffirm the previous motion and
forward it to the Council. The motion passed.
COUNCIL LIAISON REPORT
Council Liaison Mann reported that Council had completed preliminary evaluation of the
referendum survey questions have sent them back to Decision Resources for revision. She
indicated that the Council will be participating in a goal setting session Thursday, May 18.
She shared information on the Crystal Airport's open house. It will be Sunday, June 4, from
7 a. m to 4 p.m. She stated the Earle Brown Days dance is scheduled for June 23, and
volunteer help is still needed. Lastly, she indicated Fuddruckers will open soon in the old
T. Wrights building.
PARK WATCH-DISCUSSION
Public Services Coordinator Glasoe distributed park related police/damage reports for the last
two years. Chair Sorenson asked if the park watch information included in the joint
commission meeting could be added to an upcoming City Manager's newsletter.
• Public Services Coordinator Glasoe will ask Terri Swanson, Communications Coordinator if
the information could be included in the next newsletter.
PARK AND RIDE PARK NAME
Was tabled until the September meeting.
OTHER BUSINESS
Commissioner Peterson made a motion seconded by Commissioner Russell that no Parks and
Recreation Commission meeting be held in July or August. The motion passed.
SET MEETING DATE
The next meeting will be a tour of the parks, June 13, 1995, 4:30 - 6:30 p.m.
Commissioners will meet in the south parking lot of City Hall.
MEETING ADJOURNED
Commissioner Lasman made a motion, seconded by Commissioner Peterson to adjourn the
meeting at 8:47 p.m. The motion passed.
