MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN
AND THE STATE OF MINNESOTA
REGULAR SESSION
MARCH 16, 1993

CALL TO ORDER
Chairperson Sorenson called the meeting of the parks and
recreation commission to order at 7:33 p.m.
ROLL CALL
Present for the meeting were Chairperson Sorenson, Commissioners
Russell, Shinnick, Rickart and Peterson. Commissioners Mead and
Pollock were excused from this meeting. Also in attendance were
Councilperson Mann and Director of Recreation Mavis.

APPROVAL OF MINUTES, FEBRUARY 16, 1993
Chairperson Sorenson asked for a motion to approve the minutes of
February 16, 1993. A motion was made by Commissioner Shinnick and
seconded by Commissioner Rickart to approve the minutes. The

The Director of Recreation mentioned the next meeting about storm
water ponding in Orchard Lane Park would be held March 24 at 7
p.m. at the Community Center. Councilperson Mann felt the people
at meetings she had attended were more in favor of ponds instead
of pipes because of the lower cost.
TOWN MEETING
There was a general discussion about the town meetings that the
Police Department had conducted. Councilperson Mann said the main
fears were with youth groups just hanging around and not enough
lighting on the streets in Brooklyn Center. Commissioner Shinnick
mentioned Minneapolis was lighting up their streets.
At one meeting Chairperson Sorenson said the question asked was,
"What do you like about Brooklyn Center?" Several people mentioned
the parks. Commissioner Shinnick said he felt Brooklyn Center was
not as bad as some people think it is. Chairperson Sorenson said
he moved to Brooklyn Center because there was a good school system;
it was affordable, and, there were nice parks and nearby shopping
centers. He also said he continued to live in Brooklyn Center
because he liked the community.
Councilperson Mann asked why non-residents don't pay more for parks
and recreation activities. Director of Recreation Mavis said the
issue has been discussed by the Parks and Recreation Commission in
the past, and they believed the system was just fine. The Director
of Recreation went on to say that the participants in adults sports
pay a non-resident fee, and this was easy to control. He went on
to say it could be a real problem trying to collect a non-resident
fee when signing up for classes or collecting money for pool
admission. He mentioned that 700 of people using the Community
Center were non-residents.
Joint Meeting of the Council and Commissions.
Chairperson Sorenson said he thought the joint meeting of council
and the commissions was a good idea, and there was a good turnout.
He felt there were several improvements that could be made with the
main one being that speakers observed the time limit. He also felt
there should have been more time for informal discussions. Several
commissioners said they agreed with the chairperson. A motion was
made by Commissioner Peterson to recommend to the city council that
this meeting be held next year. The motion was seconded by
Commissioner Russell. The motion passed.
Twin Lake Task Force
Director of Recreation Mavis reported the Twin Lake Task Force had
met at the Crystal Community Center to hear the latest on the Twin
Lake Trail System. He then handed out the report Westwood
Engineering had prepared for the meeting.

Chairperson Sorenson said that it was agreed upon at the meeting to
present this plan to the three city councils, and then work on
preparing to go for a grant in December.
Councilperson Mann said she thought most people living around the
lakes in Brooklyn Center were in favor of this project.
Commissioner Rickert asked when the Highway 100 project would be
worked on. Chairperson Sorenson replied, not until the year 2000.
There was a general agreement among the commissioners that they
would like to see this project happen.
Fishing Pier
The Director of Recreation reported on the meeting with the DNR
(Department of Natural Resources) and that, that organization will
be putting a fishing pier in on the Mississippi River in River
Ridge Park. He said this would happen sometime this summer.
The Director of Recreation went on to say the DNR might be willing
to put a fishing pier in at Twin Beach if the city provided a few
things. The main item that would be needed would be an expanded
parking lot. Commissioner Peterson asked about the quality of the
water and the fish in that area. Councilperson Mann said she
didn't think there was a problem, as people fish there now.
Commissioner Peterson made a motion that was seconded by
Commissioner Russell to recommend to city council that the city
look into placing a fishing pier at Twin Beach.
Recess
Commissioner Russell made a motion that was seconded by
Commissioner Peterson to recess. The motion passed and Park and
Recreation Commission recessed at 8:55 p.m. The Park and
Recreation Commission reconvened at 9:01 p.m.
Joslyn Property
Director of Recreation said not much had happened as far as the
Joslyn property was concerned, but if he heard anything, he would
be sure to let the commission know. A brief discussion followed
with the commission saying they were still very much interested in
this property for a park.
Chairperson Sorenson asked how much property in Brooklyn Center is
not on the tax roll. The Director of Recreation said he would
check and get back with an answer.
American Little League.
The Director of Recreation reported that the American Little League
was back negotiating with the city for the land in Garden City park
for a little league field. He also said he would have all the
details at the next meeting.

Set Next Meeting Date and Agenda
It was moved by Commissioner Russell and seconded by Commissioner
Shinnick to hold the next park and recreation commission meeting on
Tuesday April 20, 1993 starting a 7:30 p.m.
The following items would be included for that meeting: Evergreen
Project, Mississippi River Project, Set Park for Adopt A Park, and
Twin Lake Trail System.
Adjournment
Chairperson Sorenson asked if there was any other business to
discuss. After no comments were made, the chairperson asked for a
motion to adjourn. Commissioner Russell made a motion to adjourn
which was seconded by Commissioner Shinnick. The motion passed and
the parks and recreation commission meeting adjourned at 9:37 p.m.
