HomeMy WebLinkAbout1992 12-15 PRMi • ' MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION DECEMBER 15, 1992 • is CALL TO ORDER Chairperson Sorenson called the meeting of the parks and recreation commission to order at 7:30 p.m. ROLL CALL Present for the meeting were Chairperson Sorenson, Commissioners Mead, Pollock, Russell and Peterson. Also present was Director of Recreation Mavis. In addition, the following were present: Jesse K. Thomas, Jim Riess, Ronald C. Murphy, Ernie Erickson, Mary Ronnebaum and Mary Weappa. Commissioner Shinnick and Rickart were excused from this meeting. APPROVAL OF MINUTES4. NOVEMBER 17, Chairperson Sorenson asked for a November 17, 1992. A motion was seconded by commissioner Pollock. 1992 motion to approve the minutes of made by commissioner Mead and The motion passed. SWIM MEET Mr. Riess, a representative of the Brooklyn Swim Club, gave a brief report about the swim meet and then asked if there were any questions. Director of Recreation Mavis mentioned that not only would the Brooklyn Center Community Center lose the water slide revenue that weekend, (May 22-23), but would have to cancel swim lessons for that Saturday. This would be a loss of at least $225. Total loss of revenue for the weekend would be between $1,500 and $2,000. A general discussion about the swim meet followed. Mr. Riess then handed out some informational sheets the swim club had prepared. He went on to say that the swim club feels that the Brooklyn Center Community Center does not subsidize the swim club because they pay an estimated $7,000 a year for the use of the pool for practice time. Commissioner Pollock asked if it was possible to open the pool after the meet was over. The answer was no, too many problems in doing this. Chairperson Sorenson asked if there was a problem in setting up on Friday night. Director of Recreation Mavis said no there wasn't. Chairperson Sorenson questioned whether or not the City should be loosing this revenue with the current budget problems. -1- 41 Commissioner Mead asked where swim club members come from; and do non-residents pay an extra fee like they do in adult athletics. He also asked if Brooklyn Park helped the swim club. Mr. Riess replied that Brooklyn Park gives the club the equivalent of $1,800 in services. Mr. Erickson stated that Brooklyn Park had increased their support a couple of years ago. He went on to give a brief history of the swim meet. Commissioner Pollock questioned where the money comes from to support the meet. Mr. Erickson replied, the swimmers paid an entry fee, and advertising was sold for a program. Commissioner Pollock asked how much the meet made. Mr. Riess replied it made between $3,000 and $4,000. He mentioned the number of swimmers had dropped because they have only five lanes to swim in due to the water slide. Swim meet rules only allow four hours of swimming at one time, so losing one lane does hurt the profit. Commissioner Russell asked if the club received money for the delivery of the city newsletter. The Director of Recreation answered, $6,600 for the year. Commissioner Pollock made a motion that was seconded by Commissioner Mead that the swim club could continue to have their meet, but the club would pay the community center a minimum of $800 or 20% of the net income; or whichever is larger. The motion passed. The Director of Recreation mentioned that it would be better for the community center if the meet could be held in early June. NEWSLETTER Ms. Ronnebaum, a representative of the BC Hockey Boosters, said that the BC Hockey Boosters were interested in delivering the city newsletter as a fund raiser. She went on to give a brief description of how the booster group operates. She also gave a brief report on the BC Hockey Assoc. and how it operates. Chairperson Sorenson asked the ages of the kids in the group. Ms. Weappa responded that there were 84 youths playing hockey between the ages of 8 - 14, but adults would help deliver the newsletter. The Director of Recreation stated it would be up to the parks and recreation commission to come up with a plan as to who is going to deliver the newsletter, and then pass this recommendation on to the city council. Mr. Riess said the goofups in the last delivery by the swim club were the result of one person not doing their job correctly. He went on to say he felt the swim club was very capable of delivering the newsletter and has enough members to handle the whole city. Chairperson Sorenson said he felt this item should. be put on the January agenda. Ms. Weappa said the BC Hockey Boosters really need to raise more money for the hockey association, and that delivering the newsletter would be a good way to do this. 0 _2_ P ' RECESS Commissioner Peterson made a motion to take a short recess. The motion was seconded by Commissioner Mead. The motion passed and the Brooklyn Center Parks and Recreation commission recessed at 8:30 p.m. and reconvened at 8:37 p.m. EVERGREEN PARR PROJECT Director of Recreation Mavis gave a short report on the Evergreen Park Project. Basically, this project would see the hockey rink moved so the baseball fence would not have to be moved every fall and spring. It is also proposed to light the baseball field because of the big demand for baseball fields. It was the consensus of the commission that this item be put on the January agenda, and that the director of recreation talk to the city manager about how fast they need to work on this project. JOINT MEETING WITH COMMUNITY CENTER The director of recreation reported there will be a joint meeting of the city council and all advisory commissions on Wednesday, February 10 in Constitution Hall in the Brooklyn Center Community Center. The commissioners will be hearing more about this meeting in the very near future. Commissioner Rickart arrived at the meeting at 9:05 p.m. HUMAN RIGHTS COMMISSION PRIORITIZATION SYSTEM 46 The commission worked on revising the Human Rights Commission Prioritization System so it would work for the parks and recreation commission. Chairperson Sorenson asked if the new plan could be typed up and brought to the next meeting. The director of recreation replied in the affirmative. NEW BUSINESS Director of Recreation, Mavis reported on the successful Christmas party held at the Humboldt Square Police Sub Station. Chairperson Sorenson though it would be a good idea if the parks and recreation department would video these types of events to show to the commission, and maybe even the city council. SET NEXT MEETING DATE AND AGENDA It was agreed there would be a meeting of the Brooklyn Center Parks and Recreation Commission on Tuesday, January 19, 1993 starting at 7:30 p.m. The following items would be included in this meeting: Election of Chairperson and Vice Chairperson, Delivery of Newsletter, Prioritization Plan and Shingle Creek Clean Up. ADJOURNMENT Chairperson Sorenson asked if there was any other business to discuss. After no comments were made, the chairperson asked for a motion to adjourn. Commissioner Russell made a motion to adjourn which was seconded by Commissioner Pollock. The Parks and Recreation Commissione meeting adjourned at 9:55 p.m. -3-
