MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN
AND THE STATE OF MINNESOTA
REGULAR SESSION
OCTOBER 20, 1992
CALL TO ORDER
Chairperson Sorenson called the meeting of the park and
recreation commission to order at 7:30 p.m.
ROLL CALL
Present for this meeting were Chairperson Sorenson, Commissioners
Shinnick, Russell, Mead, Rickart, Pollock and Peterson. Also
present was Director of Recreation, Mavis and Director of Public
Works, Knapp. In addition, the following members of the Water
Management Task Force were in attendance: Tim Teas, Bill Siems,
Kris Mann, Dan McGroarty plus Ismael Martinez from Bonestroo
Rosene Anderlik and Associates, Inc. (BRAA). Richard Sorenson, a
member of the Brooklyn Community Band, was also present.
APPROVAL OF MINUTES OCTOBER 20. 1992
Chairperson Sorenson asked for a motion to approve the minutes of
the Sept. 15, 1992 minutes. A motion was made by Commissioner
Shinnick and seconded by Commission Rickart to approve the
minutes with the following correction. On page 2 under Water
Slide Report, the second sentence would read as follows: over
all, the slide had a good summer with community center attendance
up quite a bit over the previous summer.
OTHER BUSINESS
Mr. Sorenson, a representative from the Brooklyn Community Band,
gave a brief history of the Brooklyn Community Band, especially
the past eight years. He mentioned where the band•has been
playing (nursing homes, shopping centers, various city functions,
etc.), and that the band has tried to collect a fee for playing.
This is somewhat successful, but does not bring in enough to
cover the one third the band pays toward covering the cost of
operating the band. This makes it necessary to charge the
members dues of $25 for a single person, and $40 for a family.
He mentioned the band does not get paid for playing at any
Brooklyn Center city function. At the present time, Mr. Sorenson
said it does not look like the band will be able to pay their one
third, and will be around $600 short. He said that the band
would like to see their share of the expenses reduced. The
Director of Recreation said that it was really late in the year
to be cutting anything out of the budget. A general discussion
followed with Chairman Sorenson mentioning that maybe we should
pay the band for playing at Entertainment in the Park. After
more discussion, John Russell made a motion to recommend to the

city council that the cost, ($124) of transporting the
instruments to any city functions not be charged to the band
account. The motion was seconded by Tom Shinnick. The motion
passed.
RECESS
The park and recreation commission recessed at 8 p.m. and
reconvined at 8:15 p.m.
USE OF PARKS FOR STORM WATER PONDING
Director of Public Works, Knapp gave a report on the use of parks
for storm water ponding. Chairman Sorenson asked what the water
management task force wanted from the park and recreation
commission. Director of Public Works, Knapp replied they would
like their reaction to the plan and then a recommendation to the
community center to go ahead with the plan. A general discussion
followed. Ismael Martinez of BRAA then went on to give a more
detailed report. Mr. Knapp then gave a slide show showing
various storm water ponds in Maple Grove. Mr. Knapp and Mr.
Martinez then went on to show some preliminary plans for storm
water ponding in Marlin and Orchard Lane Park plus the corner of
694 and Brooklyn Blvd. Again, a general discussion took place
with the Director of Public Works, Knapp reminding the park and
recreation commission that this is a long range plan, but the
recommendations of the commission is vital to the plan. Chairman
Sorenson suggested that the commissioners study the written
reports given to them and come to the next meeting ready to
discuss this project.
Chairman Sorenson asked if there was any other business to
discuss. After no comments were made, the chairperson asked for
a motion to adjourn. John Russell made a motion to adjourn which
was seconded by Art Mead. The motion passed. The park and
recreation commission meeting adjourne' at 10:08 p.m.
