MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION
FOR THE CITY'OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN
AND THE STATE OF MINNESOTA
REGULAR SESSION
SEPTEMBER 15, 1992
CITY HALL
CALL TO ORDER
Present for this meeting were, Chairperson Sorenson,
Commissioners Shinnick, Russell, Mead and Rickart. Commissioner
Pollock and Vice Chairperson Peterson were excused. Also present
were City Manager Gerald Splinter, Councilperson Jerry Pedlar and
Director of Recreation Arnie Mavis.
APPROVAL OF MINUTES MAY 19, 1992
Chairperson Sorenson asked for a motion to approve the minutes of
May 19, 1992. A motion was made by commissioner Russell and
seconded by Commissioner Mead to approve the minutes. The motion
carried.
ELECTION OF CHAIRPERSON
Director or Recreation Mavis talked about council action which
stated that the chairperson of an advisory commission was to be
elected by the member of that commission. Commissioner Mead made
a motion to close the nominations which was seconded by
Commissioner Rickart. The motion passed. Commissioner Sorenson
was elected to be the chairperson of the Parks & Recreation
Commission.
MISSISSIPPI RIVER PROJECT
City Manager Gerald Splinter talked about the Mississippi River
Project; where it is at and where it hopes to go. He mentioned
some of the city staff had met with a couple of the federal
government representatives and had a general discussion with them
about our plans for the Mississippi River. He talked about the
fact there may be some state monies available to make it possible
for the handicapped to get down to River Ridge Park. He also
mentioned the state was planning on putting a fishing pier in
this park. The city manager went on to say the commission should
look over the materials that were handed out about this project,
and then discuss it more at the next meeting.
CITY MANAGER'S REPORT
The city manager then reported on'several items in which the
commission would be interested. First, he talked about the trail
system that is proposed along the Mississippi River. He informed
the commission that money was finally appropriated to black top
the remaining section of the trail system in Minneapolis. He
also reported that the Brixius house was being demolished.

Commissioner Rickart asked what was happening with the Joslyn ,
site. The city manager responded that there was really nothing
new to report on this property. He also discussed the
possibility of moving the Evergreen Park and Grandview Park
hockey rinks. Councilperson Pedlar commented on the goose
situation in Central Park and that while the goose population is
down, there is still a problem with what they do on the trail
system. He said we have to keep on top of this problem.
WATER SLIDE REPORT
The Director of Recreation reported on how the water slide did
over the summer months. Overall, the slide had a good summer
with attendance up quite a bit over the previous summer.
PRIORITIZING PARK MAINTENANCE
Councilperson Pedlar talked about prioritizing park maintenance
and how important it was to take care of the parks. He went on
to say the Parks & Recreation Commission has to be very active in
this program and that we need to be sure our parks stay in
excellent shape.
GOLF COURSE REPORT
The Director of Recreation reported that the number of rounds at
Centerbrook Golf Course were down a little this year. Hopefully,
a good fall season would help to get the rounds up to last
year's.
HUMAN RIGHTS COMMISSION PRIORITIZING SYSTEM
It was the consensus of the committee to hold this item off to
the next meeting. The Director of Recreation mentioned that
Commissioner Rickart had turned in his report on this system.
Chairperson Sorenson asked if there was any other business to
discuss. After no comments were made, Chairperson Sorenson asked
for a motion to adjourn which was seconded by Commissioner
Russell. The motion passed. The Brooklyn Center Parks and
Recreation Commission adjourned at 9:56 p.m.
