REGULAR SESSION
OCTOBER 16, 1990

CALL TO ORDER
Chairman Sorenson called the meeting to order at 7:27 p.m.
ROLL CALL
Chairman Sorenson, Commissioners Russell, Shinnick, Mead, and
Pollock. Also present were City Council Liaison Jerry Pedlar,
Director of Recreation Arnie Mavis, Golf Course Manager Kurt
Johnson, and Recording Secretary Geralyn Barone.
Commissioners Skeels and Peterson were excused from this evening's
meeting.
APPROVAL OF MINUTES - Mav 15. 1990
There was a motion by. Commissioner Russell and seconded by
Commissioner Shinnick to approve the minutes of the May 15, 1990,
park and recreation commission meeting as submitted. The motion
passed.
SHINGLE CREEK AND PALMER LAKE CLEANUP
Chairman Sorenson recognized Brooklyn Center resident Kay Lasman,
who said she became interested in the cleanup of Shingle Creek and
Palmer Lake after she saw an article in the newspaper last spring
regarding Brooklyn Park's efforts to clean up this area in its
city. She noted there is quite a bit of debris in the area and
suggested the City enlist the help of Brooklyn Center residents to
clean it. The director of recreation said there is a problem
entering the Palmer Lake area because of the marshy land, and a
crane would probably be needed to access it. He said the idea
brought forth by Ms. Lasman is a good one. Ms. Lasman suggested
Brooklyn Center enlist the interest of its residents at the same
time its neighbors to the north are doing so. Commissioner
Pollock said she feels the City should involve the Boy Scouts,
Girl Scouts, and neighborhood watch groups in the cleanup effort.
The director of recreation noted the Adopt-A-Highway Project has
become quite popular. He suggested the commissioners recommend a
day in the spring when the area from Palmer Lake to Central Park
can be cleaned up and invite every civic group to participate in
the effort. Ms. Lasman asked if the City could do it at the same
time as Brooklyn Park, and Commissioner Mead suggested that
publicity be coordinated in the newspaper if this is to be done.
Commissioner Pollock noted a neighborhood watch newsletter is
distributed quarterly, and this might be a source for advertising
the clean-up day.

said the City would have to purchase a snow-trail plow and hire
rangers to check for licenses that are required by state law.
Commissioner Mead suggested the golf course just is not big enough
to handle skiers. The director of recreation noted that if the
gates are left open at the golf course during the winter months,
there is concern about the possible occurrence of vandalism.
OTHER BUSINESS
Commissioner Pollock asked if there will be the same number of
outdoor hockey rinks this winter, and the director of recreation
said there will be.
Commissioner Shinnick noted there is a problem with older kids
using the little league field near Lion's Park, and he suggested
posting a sign prohibiting children over a certain age from using
the park. The director of recreation said he will investigate the
possibility of having a sign posted.
Commissioner Shinnick said there are not many children using the
Lion's Park skating rink. He said he has been approached by
residents living near Belleview Park who are interested in getting
a skating rink at this park. However, Commissioner Shinnick said
he just does not feel there would be enough usage to justify the
rink. The director of recreation noted there are maintenance
costs to open another rink. There was some discussion by the
commission regarding hockey rinks. The director of recreation
noted that EDA Assistant Coordinator Tom Bublitz is working on an
ice arena feasibility study. Commissioner Shinnick said he will
tell the residents around Belleview Park to submit a petition to
the commission if they are really interested in having a skating
rink this winter.
The recording secretary noted a request had been made at the last
commission meeting for the posting of a sign near the Belleview
Park walkway access off of Bryant Avenue North. Commissioner
Russell said signs have been posted that prohibit parking within
30 feet of the walkway access.
Chairman Sorenson asked about his request for posting signs at the
Palmer Lake observation area that would identify overflow parking
lots at East and West Palmer Lake Parks. The recording secretary
said the request was denied because the City is looking at the
possibility of expanding the existing parking lot at the
observation area.
The director of recreation said the first Sunday in December will
be Holly Sunday at the community center. Through the cooperation
of the Lion's Club and the park and recreation department, there
will be a beach party, sleigh or hayrides (depending upon the
weather), carolers, performance by the Teddy Bear Band,
refreshments, and the lighting of a festival tree.

Commissioner Pollock asked if the City has considered including a
shop area if a senior center is built. The director of recreation
said this idea has been brought up in the past and would be
considered if the center is built.
Commissioner Mead asked if the commissioners could review the
community survey that was conducted by Decision Resources Ltd. in
1989. The director of recreation suggested the City Manager could
attend the next commission meeting to review it.
Chairman Sorenson said at its next meeting, the commission should
discuss what to do with the Joslyn site, including how this issue
can be presented and how the concerns about it can be addressed.
Councilmember Pedlar said he has received several comments on this
issue, and there is a great deal of concern about allowing
children to play in a contaminated area. Commissioner Russell
said people would have to be educated on the safety of using the
property.
Chairman Sorenson asked that the commission's plan of action be
included on the next agenda for review.
ADJOURNMENT
There was a motion by Commissioner Shinnick and seconded by
Commissioner Pollock to adjourn the meeting. The motion passed.
The Brooklyn Center park and recreation commission adjourned at
9:12 p.m.
