HomeMy WebLinkAbout1990 04-17 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION 9 FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 17, 1990 CITY HALL CALL TO ORDER Chairman Sorenson called the meeting to order at 7:34 p.m. ROLL CALL Chairman Sorenson, Commissioners Mead, Pollock, and Shinnick. Also present were City Council Liaison Jerry Pedlar, City Manager Jerry Splinter, Director of Recreation Arnie Mavis, and Recording Secretary Geralyn Barone. Commissioners Peterson, Russell, and Skeels were excused from this evening's meeting. APPROVAL OF MINUTES - MARCH 20, 1990 There was a motion by commissioner Shinnick and seconded by Commissioner Mead to approve the minutes of the March 20, 1990, park and recreation commission meeting as submitted. The motion passed. 1990 CITY ANNUAL PLANNING PROCESS The city manager reviewed the sta priorities regarding crime/drugs, economic development/redevelopment, changes, and public facilities. He planning process which-will involve which all commissioners are invited. tus of 1989 Brooklyn Center housing, budget/finances, communications, demographic described the 1990 strategic a meeting on May 3, 1990, to OTHER BUSINESS The director of recreation expressed concern about the financial contribution by the City to the Harmonettes and the Brooklyn Community Band. He said out of twenty members of the Harmonettes, six are Brooklyn Center residents at a cost to the City of $290 per member. He noted Brooklyn Center, Brooklyn Park, and the Harmonettes each contribute one-third of the budget to the organization. He said of approximately fifty members of the Brooklyn Community Band, only 14 are Brooklyn Center residents at a cost to the City of $143 per person. The director of recreation asked whether or not the City should continue to support these organizations or whether the money should be spent elsewhere. Commissioner Shinnick asked how the Brooklyn Community Band is doing, because the Lions Club donated money to it a few years ago. The director of recreation said it is a very good group. Commissioner Shinnick asked about the background of the Harmonettes, and the director of recreation said this is a female vocal group which originally had quite a few Brooklyn Center residents as members. Commissioner Pollock pointed out that these two groups will be performing at the Earle Brown 4/17/90 -1- Heritage Center opening. The city manager asked the commission to think about the questions raised by the director of recreation but not to make any decisions about them this evening. Chairman Sorenson noted that at one time, the City paid loot of the costs of these groups, and now only pays approximately one-third of the costs. He asked about contributing a flat dollar amount, and the director of recreation said the City cannot make donations. The director of recreation said the golf course opened on March 27, 1990. The city manager noted that Golf Course Manager Kurt Johnson has done a superb job with the golf course. Councilmember Pedlar said the golf course manager is a tremendous public relations arm for the City. Commissioner Mead said Rob Heggerness is super as a mainstay on the course's maintenance. Chairman Sorenson said the City needs to develop a smoking policy for the clubhouse, not just for patrons but also for employees. He asked if it is possible to better ventilate the clubhouse, and the city manager said he will look into this. COMMISSION PLAN OF ACTION Chairman Sorenson suggested the "in progress" items be listed separately from the priority listing. He requested that a list be developed with "standing issues, projects" to periodically review and add to the priority list. The city manager noted that he had another meeting with parks personnel and felt things were being accomplished. There was some discussion on the work that is due to be done on 69th Avenue North and future projects for this roadway. Chairman Sorenson said a bridge on the pedestrian crossing on 69th Avenue North is a long-term priority and should be added to the priority list. He said an immediate priority is to install pedestrian crossing signals. Commissioner Mead asked what the status is for implementation of the trail system. The city manager said as construction projects come up in the City, trail improvements from the master plan are included as part of each improvement project. Commissioner Mead suggested that next fall the commission receive an update on the status of the trail system. The director of recreation suggested this could be a part of the informational meeting in the fall. ADJOURNMENT There was a motion by Commissioner Shinnick and seconded by Commissioner Pollock to adjourn the meeting. The motion passed.
