REGULAR SESSION
MARCH 20, 1990

CALL TO ORDER
Chairman Sorenson called the meeting to order at 7:30 p.m.
ROLL CALL
Chairman Sorenson, Commissioners Mead, Shinnick, Peterson,
Russell, and Skeels. Also present were City Council Liaison
Jerry Pedlar, Director of Recreation Arnie Mavis, Recycling
Coordinator Tom Bublitz, and Recording Secretary Geralyn Barone.
Commissioner Pollock was excused from this evening's meeting.
APPROVAL OF MINUTES - FEBRUARY 20, 1990
There was a motion by Commissioner Russell and seconded by
Commissioner Peterson.to approve the minutes of the February 20,
1990, park and recreation commission meeting as submitted. The
motion passed.
EARTH DAY
Bublitz said the 20th anniversary of Earth Day will be celebrated
on April 22, 1990. The cities of Brooklyn Center, Crystal, New
Hope, Maple Grove, Robbinsdale, Fridley, Golden Valley, Brooklyn
Park, and Columbia Heights have scheduled some joint activities
which include a phone book drop off at Brookdale Center. The
phone books will be made into roofing shingles. Bublitz said the
cities need volunteers on April 22 to help palletize the phone
books. The director of recreation said there may be some
community service workers who might be able to help.
Commissioner Russell asked if any other recyclables can be
dropped off at Brookdale on Earth Day, and Bublitz said only
information will be available on recycling. He noted on April 2,
1990, the City will begin a pilot project for recycling plastics.
Chairman Sorenson asked if there is anything the park and
recreation commission can do for Earth Day, and Bublitz said
nothing readily comes to mind.
The commission discussed recycling and composting, and
Commissioner Mead expressed concern that the City parks will
become dumping grounds. He asked what is in City ordinances
regarding the prohibition of dumping garbage in city parks, and
the director of recreation said it is illegal although it is
difficult to catch the perpetrators. Councilmember Pedlar said
one Earth Day activity may be to clean up Palmer Lake, and the
director of recreation acknowledged that this is a real problem,
but said the City would need an overhead crane to pull all of the
junk out of Palmer Lake.

REPORT ON COMMISSION RECOMMENDATION TO CITY COUNCIL REGARDING,
LIGHT FOR LITTLE LEAGUE FIELD AREA
The recording secretary noted the city council approved the
installation of a light for the path near the Little League
field. The director of recreation said he is checking on the
price of the light and will see to it that this is done.
OTHER BUSINESS
The director of recreation reviewed a problem at one of the
tennis courts where the coating came off the court.
Chairman Sorenson asked about the status of broadcasting public
meetings, and the recording secretary noted that improvements
have and will continue to be made on the city council chambers
which are not currently media ready.
The director of recreation noted that Commissioner Mead had
inquired about the possibility of planting a tree farm in
Brooklyn Center. He said it would be cheaper to buy the trees
because of the expenses involved in maintenance of a tree farm.
Councilmember Pedlar said a tree farm is a great idea, but the
man hours to maintain the farm would be high.
Chairman Sorenson asked about the effect of watering the golf
course in relation to the watering bans that have been in effect
in the City in past years. The director of recreation said if
nothing else, the greens would always be watered. However, he
noted this could change in the future. There was discussion of
the City's water supply. Chairman Sorenson asked what the City
plans to do about the water supply, and Councilmember Pedlar said
he could obtain information regarding the City's program,
especially with regard to City wells.
The director of recreation said City staff met with
representatives from Joslyn who are somewhat receptive to the use
of the Joslyn site as park land. He noted the decontamination
process is approximately one year ahead of schedule. City staff
will meeting with Joslyn representatives again this fall to get a
progress report on the decontamination process. The director of
recreation said the City heard from the Pollution Control Agency
(PCA), who said the proposed use of the land for parks sounds
like a good idea with a few restrictions. The commission
suggested a meeting be scheduled with residents in September to
discuss the concept plan for the Joslyn site and the trail
system.
The recording secretary said the city manager will attend the
next park and recreation commission meeting to review the City's
annual planning process.
RECESS
The Brooklyn Center park and recreation commission recessed at
8:32 p.m. and reconvened at 8:44 p.m.

STATUS REPORT ON COMMISSION PLAN OF ACTION, CITY PRIORITIES
The commission proceeded to review the items designated as
pending on the 1989 Brooklyn Center park and recreation
commission recommended plan of"action list. The priorities were
designated as either immediate, short-term, or long-term. At the
next commission meeting, any additions to the list will be made
and classified as one of the three priorities.
ADJOURNMENT
There was a motion by Commissioner Peterson and seconded by
Commissioner Russell to adjourn the meeting. The motion passed.
The Brooklyn Center park and recreation commission adjourned at
9:37 p.m.
