HomeMy WebLinkAbout1990 02-20 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION 0 FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 20, 1990 CITY HALL CALL TO ORDER Chairman Sorenson called the meeting to order at 7:31 p.m. ROLL CALL Chairman Sorenson, Commissioners Pollock, Russell, Shinnick, Mead, and Peterson. Also present were City Council Liaison Jerry Pedlar, Director of Recreation Arnie Mavis, and Recording Secretary Geralyn Barone. Commissioner Skeels was excused from this evening's meeting. APPROVAL OF MINUTES - JANUARY 16, 1990 There was a motion by Commissioner Russell and seconded by Commissioner Pollock to approve the minutes of the January 16, 1990, park and recreation commission meeting as submitted. The motion passed. EARTH DAY The recording secretary noted the scheduled guest, Tom Bublitz, is planning to attend the March commission meeting to discuss this. She noted that Earth Day is set for April 22, 1990, and plans include a phone book recycling drop off at Brookdale Center on that day. Commissioner Mead asked what is celebrated on Earth Day, and the director of recreation said the day is to honor the earth. Commissioner Pollock suggested that trees should be planted, and Councilmember Pedlar pointed out that reforestation has been discussed by the city council. He added the effect of the trauma on trees caused by the weather over the last two years has been discussed by the city council. The director of recreation noted there is some funding in the budget for reforestation. Commissioner Mead asked if Brooklyn Center has a tree farm, and the director of recreation said it does not, although there used to be one near Evergreen Park. Commissioner Mead suggested it may be cheaper for the City to grow its own trees. The director of recreation noted that it may require a great deal of labor to maintain, and Commissioner Mead suggested that in the long term, the City should look at this. OTHER BUSINESS The director of recreation distributed the December 31, 1989, Profit and Loss Statement for Centerbrook Golf Course which the commission proceeded to review. The commissioners had a number of questions about information in this statement and requested clarification on a number. of items. Later in the meeting, the 2/20/90 -1- director of recreation presented a comparison of 1986 projections to actual experience for Centerbrook Golf Course, which provided answers to many of the questions the commissioners had. Chairman Sorenson questioned some of the information published in the local newspaper regarding the Joslyn site. In particular, the article projected a 1991-1992 estimated project timeline, and Chairman Sorenson said he thought the time involved would be longer term than this. Councilmember Pedlar said he did not recall any discussion by the city council on the timeframes suggested in the newspaper. The director of recreation noted the City received a letter from the Minnesota Pollution Control Agency, and the land may be useable as a recreation site. Commissioner Sorenson asked if there is anything the commission wishes to do to set the record straight, and after brief discussion, the commission agreed that no further action would be necessary at this time. Commissioner Russell said he has heard favorable reactions to the proposal. Chairman Sorenson requested the priorities established by the city council for 1990 be placed as a discussion item on the March park and recreation commission agenda. STATUS REPORT ON COMMISSION PLAN OF ACTION The director of recreation reviewed a number of items funded in the 1990 budget. Many of these items appear in the commission's plan of action. Commissioner Shinnick noted there is a dark spot on the path approaching the Little League field which is closest to the golf course. The director of recreation said funds are not allocated in the 1990 budget to pay for any additional lighting. After some discussion, there was a motion by Commissioner Shinnick and seconded by Commissioner Pollock to recommend to the city council that a security light be placed on the path to the Little League field near the golf course. The motion passed. Chairman Sorenson asked commissioners to review the plan of action and to assign a timetable to those items designated as pending or not planned. He suggested that items be classified as those to be done in the next year, those to be completed in two to three years, and those to be done in a longer range time period. Councilmember Pedlar suggested that if an item affects safety or security of residents, it should be a high priority. Councilmember Pedlar said he met with someone from Hennepin County to discuss what the county is doing with regard to parks. There was some discussion on the county's regional park and the status of it. RECESS The Brooklyn Center park and recreation commission recessed at 8:30 p.m. and reconvened at 8:35 p.m. Councilmember Pedlar left the 2/20/90 -2- 0 meeting at this time. Commissioner Pollock noted that she will not be in attendance at the March commission meeting. STATUS REPORT ON COMMISSION PLAN OF ACTION (CONTINUED) Commissioner Peterson asked what type of senior center is being planned, and the recording secretary said this is pending because no details have been developed as of yet. Commissioner Shinnick asked why it is not feasible to construct a concession stand in Central Park, and the director of recreation said it is very expensive to install the plumbing. Commissioner Mead noted the pedestrian walk buttons at the intersection of Shingle Creek Parkway and 58th Avenue North operate whenever they are pushed. The commission proceeded to discuss various items on the plan of action list, including lighting, garbage containers, and trash in Palmer Lake. Chairman Sorenson noted for the next commission meeting, the commissioners will have the city council's priority list. At the next meeting, the commission will review goals for the 1991 budget and for future budget years. The director of recreation said he will bring his program supervisors to the May commission meeting to discuss summer activities in the recreation department. OTHER BUSINESS (CONTINUED), Commissioner Peterson asked how the situation between the Little League and the City is working out, and Commissioners Shinnick and Russell said it is working out well. Commissioner Peterson noted the tremendous cooperation between the City of Brooklyn Center and the Little League. Commissioner Shinnick said the situation worked out well for both the City and the Little League. Commissioner Shinnick noted there are 362 kids in Little League. ADJOURNMENT There was a motion by Commissioner Peterson and seconded by Commissioner Mead to adjourn the meeting. The motion passed.
