HomeMy WebLinkAbout1989 05-16 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION 0 FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION MAY 16, 1989 CITY HALL CALL TO ORDER Chairman Sorenson called the meeting to order at 7:42 p.m. ROLL CALL Chairman Sorenson, Commissioners Pollock, Skeels, and Mead. Also present were Director of Recreation Arnie Mavis and Recording Secretary Geralyn Barone. Chairman Sorenson noted Commissioners Propst and Peterson were absent and excused from this evening's meeting. Chairman Sorenson also noted commissioner Burnes was absent from this evening's meeting. APPROVAL OF MINUTES - APRIL 18. 1989 There was a motion by Commissioner Pollock and seconded by Commissioner Skeels to approve the minutes of the April 18, 1989, park and recreation commission meeting as submitted. The motion passed. ICE ARENA RECOMMENDATION STATUS REPORT The recording secretary noted the city council considered the park and recreation commission's recommendation regarding a feasibility study for an ice arena at its May 8, 1989, meeting. Concerns and questions raised by the council include the question of how much ice time is actually needed, what the financial status of existing arenas is, and the need for a market study of what is planned or needed in the area. Commissioner Pollock noted she is concerned about what is already planned in the area. There was some discussion of what is currently available. The director of recreation noted Mr. Noah Bridges appeared before the city council. He added the city council and city manager felt this request should be part of a larger study of facilities. Commissioner Mead asked what the next step is, and the director of recreation said there will be a study of some sort regarding this. TWIN LAKES AND PRESERVE STUDY - STATUS REPORT The commission reviewed the recently passed city council resolution and related minutes regarding the Twin Lakes and Preserve Study. The director of recreation said staff has met with representatives of Westwood Professional Services, Inc. He noted this firm has an attorney on staff who is in the process of studying the environmental impact questions regarding the site. • 5-16-89 -1- OTHER BUSINESS Commissioner Pollock asked if there has been any effort to clean up areas of Brooklyn Center as Brooklyn Park has done. The director of recreation said he is not sure. There was some discussion by the commission regarding the City's participation in Celebrate Minnesota 1990. RECESS The Brooklyn Center park and recreation commission recessed at 8 p.m. and reconvened at 8:05 p.m. COMMISSION PLAN OF ACTION The commission reviewed the summary of the rankings of the needs and issues related to Brooklyn Center parks and recreation. There was general discussion on specific items, and the commission agreed to add to the list the issue regarding the ice arena. The commission designated priorities as A, B, and C, with A as highest. There was a motion by Commissioner Skeels and seconded by commissioner Pollock to recommend the commission's priorities regarding the community needs and issues related to Brooklyn Center parks and recreation to the city manager. The priorities should be included in the June 1, 1989, community planning session. The motion passed. OTHER BUSINESS (CONTINUED) 0 The commission agreed to cancel the June, July, and August commission meetings and to reconvene on September 19, 1989. Chairman Sorenson requested the recording secretary to notify Commissioners Burnes and Propst to determine if they wish to continue serving on the commission. The director of recreation distributed a schedule of the Entertainment in the Park programs. He noted the City received programming money from the Rotary Club and Lions Club. He reviewed activities scheduled for Sunday in Central Park, set for June 25, 1989. He also reviewed activities scheduled for Earle Brown Days. He noted the Dudley Classic is scheduled for mid- June and has been a very popular event for the City. ADJOURNMENT There was a motion by Commissioner Mead and seconded by Commissioner Pollock to adjourn the meeting. The motion passed.
