COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
CALL TO ORDER
The Brooklyn Center Park and Recreation Commission met in regular session and
was called to order by Chairman Sorenson at 7:36 p.m.
ROLL CALL
Chairman Sorenson, Commissioners Streitz, Albright, Denissen and Skeels. Also
present were Councilmember Bill Hawes, Director of Parks and Recreation Gene
Hagel and Administrative Assistant Tom Bublitz.
Chairman Sorenson noted that Commissioner Bloomstrand would be absent from this
evenings meeting and was excused. He also noted that Commissioner Bradford
was absent from this evenings meeting and that he is resigning from the Park
and Recreation Commission.
APPROVAL OF MINUTES - MARCH 15, 1983
There was a motion by Commissioner Streitz and seconded by Commissioner Albright
to approve the minutes of the March 15, 1983 meeting as submitted. Voting in
favor: Chairman Sorenson, Commissioners Streitz, Albright, Denissen and Skeels.
Voting against: none.-- The motion passed.
COMMUNITY CENTER FACILITIES/NEEDS SURVEY
The Director of Parks and Recreation reviewed the results of the Brooklyn Center
Community Center opinion survey conducted at the Community Center. He noted
that 819 surveys had been completed and returned and were tabulated by various
groups including age groups and groupings by sex. He explained that he believed
the survey could be used for planning purposes but also pointed out that the
survey was not conducted in a scientific manner but could be used for general
information and planning purposes.
Commissioner Albright inquired whether the new Brooklyn Park recreation facility
would negatively impact Brooklyn Center's Community Center membership. The
Director of Parks and Recreation replied that he believed the construction of
the facility in Brooklyn Park would not adversely effect Brooklyn Center's
facility since Brooklyn Park will not have a pool. He added that the facility
in Brooklyn Park will include classrooms, exercise equipment and ice skating.
He added that some thought has been given to having a joint membership between
the two facilities.
The Director of Parks and Recreation proceeded to review the results of the
Community Center Facilities Survey and noted that in general the respondents
to the survey seemed satisfied with the facilities. With regard to the question
on the survey dealing with what facilities people would like to see added, the
addition of a whirlpool was most popular, second was exercise equipment, third
was handball courts and the fourth most popular response was a gymnasium. He
also reviewed the comments received on the questionnaires from the respondents
and the Commission proceeded to review the various comments received from persons
responding to the questionnaire. The comments covered a variety of topics
including the use of the wading pool, exercise equipment and sauna.

Chairman Sorenson inquired whether the staff had any recommendations from the
survey. The Director of Parks and Recreation stated that he would not have
any specific recommendations but would welcome the Commission's comments and
recommendations. °
Commissioner Albright suggested continuing the use of such a survey in the future
to aid in program planning and to also use a survey in conjunction with classes
so that instructors could get feedback from the people taking classes. She
also suggested the possibility of having one day a month in the Community Center
as ladies day and one as mens day. Commissioner Streitz commented that, generally
people using the exercise equipment are on a set exercise routine and missing
even one day could present problems. The Commission continued to discuss the
survey and related items. There were no specific motions or recommmendations
made by the Commission.

COMMUNITY EDUCATION SURVEY
Commissioner Denissen explained that the original categories developed by the
staff did not seem to apply to the Community Education programs as she and commissioner
Albright reviewed them. Therefore she pointed out she and Commissioner Albright
developed different categories to group the Community Education programs. She
explained that virtually all the Commuity Education programs are passive type
programs and therefore the passive activities were broken down into four subcategor
including arts and crafts, homemaking, general interest and personal and family
activities. She noted that. the only apparent gap in the Community Education
programming is in the area of active type programs and since Community Education
is not oriented towards these types of activities the. Park and Recreation departments
program this general category.
Commissioner Albright noted that there is also an apparent gap in children's
programs in Commuity Education programming but that the Park and Recreation
departments also fill this "gap.
Commissioner Streitz left the meeting at 8:50 p.m.
Commissioner Albright noted that the tabulations were also broken down by school
district and that programs were reviewed by schools. She added that she found
very few classes that were distinguished by sex and that this did not appear
to be a highly significant category. She also noted that district #281 designated
ages for certain classes but that district #279 did not.
Commissioner Albright proceeded to review the categories developed in the Community
Education survey format. She then procedded to summarize the courses offered
by each of th school districts.
There was a general concensus among Commission members that further discussion
of this item be deferred until the next Commission meeting. Chairman Sorenson
stated that the staff would organize and present the tabulations done by
Commissioners Denissen and Albright and that this information would be presented
at the next meeting-

PARK CONSTRUCTION
The Director of Parks and Recreation reviewed for Commission members the progress
of the spring construction in City parks including Palmer Lake and the work
on the tennis courts in Lions Park.
