MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION
COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
NOVEMBER 16, 1982

CALL TO ORDER
The Brooklyn Center Park and Recreation Commission met in regular session and
was called to order by Chairman Sorenson at 7:35 p.m.
ROLL CALL
Chairman Sorenson, Commissioners Albright, Bradford, and Bloomstrand. Also
present were Director of Parks and Recreation Gene Hagel and Administrative
Assistant Tom Bublitz.
Chairman Sorenson noted that Commissioner Streitz and Kiefer were absent from
the meeting this evening. Councilmember Hawes was also not in attendance.
APPROVAL OF MINUTES - AUGUST 24, 1982 and SEPTEMBER 21, 1982
- The Director of Parks and Recreation noted a correction on page 3 of the
September 21, 1982 minutes. He explained the dollar amount for the Bellvue
Park restoration should be $17,000 not $27,000.
There was a motion by Commissioner Albright and seconded by Commissioner
Bloomstrand to approve the minutes of the September 21, 1982 meeting as amended.
Voting in favor: Chairman Sorenson, Commissioners Albright, Bradford, and
Bloomstrand. Voting against: none. The motion passed.
Chairman Sorenson noted that the approval of the August 24, 1982 minutes would
be deferred until the next meeting.
SURVEY OF.COMMUNITY EDUCATION RECREATION AND LEISURE PROGRAMS
The Director of Parks and Recreation explained that the City of Brooklyn Center.
contains four (4) school districts each of which has a Community Education
program. In an effort to survey and determine what types of programs each
Community Education department offers in each district, he suggested that the
Commission might consider this as a project. He explained that the project is
being proposed by the City staff and is an effort to determine where there may
be some gaps in the programs and how the City's programs might fit into the
entire scheme of activities.' As a second part of the survey he suggested that
a survey of facilities such as gymnasiums and other recreation facilities.be
conducted in conjunction with the program survey. As a third component of the
survey he explained that the Commission might also look at the Community Center
programs and facilities currently offered by the City*.
Administrative Assistant Bublitz stated that in addition to the school district .
Community Education programs the Commission could also look at other recreation
providers such as the YMCA. He added that the survey is intended to provide a
picture of what currently exists in the City in terms of recreation and leisure
activities and to assist in planning for future programs and facilities.

Commissioner Albright stated that she is somewhat familiar with the Community
Education programs and that _the project.sounds like a good project. She added
that she would also like to see the Community Education departments involved
in the survey. Commissioner Albright stated.that she believed a format should
be developed and that perhaps the Community Education departments could also
be-approached with what they would like to know from the survey.
Chairman Sorenson inquired of Commission members what they thought of the
project. Commissioners Bloomstrand and Bradford agreed with Commissioner.
Albright that the project should-be undertaken by the Commission. Chairman
Sorenson suggested that the item be put on the next Commission meeting agenda.
STAFF REPORTS
The Director of Parks and Recreation noted that, at the last Commission meeting
the Commission requested information on the per capita cost figures.for Park
and Recreation budgets in other cities. He noted that in doing the survey he
subtracted capital outlay and revenue from the dollar amounts to arrive at a
more comparable figure. He proceeded to review the various per capita costs
of recreation in various cities and reviewed the following dollar amounts for
Commission members:
Brooklyn Center $21.00 per capita
Brooklyn Park $17.00 per capita
Crystal $20.00 per capita
Golden Valley $24.00 per capita
Fridley $18.00 per capita
Maple Grove $30.00 per capita
He explained that the actual budget figures for each of the cities is quite a
close but that the per capita costs do have more variation.
A. PALMER LAKE - the Director of Parks and Recreation reviewed the
Palmer Lake improvement plans which included wood.chip trails,
observation points, siltation basins, black top paths, and a
parking lot off 69th Avenue North. He explained the project is
planned for completion in June of 1983.
B. CENTRAL PARK LANDSCAPING - the Director of Parks and Recreation
reviewed the plantings proposed for Central Park and explained
that an additional segment of the trailway and an additional
bridge is proposed for Central Park. He explained the plantings
will be in by spring of 1983.
Commissioner Albright suggested that the City place signs on
63rd Avenue North to help people find the Arboretum. She explained
the Arboretum is in a somewhat isolated location and she believed
signing would help.
C. LIONS PARK TENNIS COURTS - the Director of.Parks and Recreation
explained that the soil correction work for the Lions Park
tennis courts has been contracted for and that construction on
the courts will begin when the soil has settled properly.

D. FREEWAY PARK SHELTER BUILDING - the Director of•Parks and
Recreation explained that $9,000 has been budgeted for the
construction of an open shelter in Freeway Park.
E. TRAILWAYS - the Director of Parks and Recreation reviewed the
progress on the construction of trailways- in the City including
Central Park and the wood chip trail, to be constructed near
53rd Avenue North, to link up to the main trailway. He also
noted that construction on the pedestrian bridge over Highway
100 at Brookdale received approval as a Federal Aid Urban
project and that construction will begin next year.
F. 1983 PARK AND RECREATION BUDGET - the Director. of Parks and
Recreation explained that the 1983 Park and Recreation budget
was approved with the deletion of some capital items for the
Community Center. He added that renovation of the Kylawn Park
shelter building was approved and that the renovation of the
Bellvue shelter was not approved but that a new roof was
approved for the shelter.
The Director of Parks and Recreation explained that a screening
of satelites proposed for 1983 will be reduced in scale from
what was originally proposed and that 4 of the satelites will
be screened as an experiment.
RESIGNATION OF COMMISSIONER DAWN KIEFER
Chairman Sorenson noted that Commissioner Kiefer has informed him that she
will be retiring from the Commission this year.
CANCELLATION OF DECEMBER MEETING
Chairman Sorenson noted that, since the December Park and Recreation Commission
meeting falls so close to Christmas he suggested cancelling the December meeting.
Commissioner Denissen arrived at 8:40 p.m.
Commissioner Denissen explained that she has been involved in a project with
the Chamber of Commerce concerning a Community Partnership Task Force. She
-explained that the project is attempting to identify community organizations
and community needs. She explained it is a task force exploring public/private
partnerships.
Commissioner Denissen then asked if there would be any course beyond beginning
tumbling which could be offered at Earle Brown school. -She explained that the
beginning course is offered in the fall and that the advanced program is
offered at Northiew. She recommended doing a sequence of courses at Earle
Brown school. The Director of Parks and Recreation explained that he is not
knowledgable enough in the particular program to answer why there is not an
advanced course offered at Earle Brown school but that he would have one of
his staff members contact Commissioner Denissen.

There was a motion by Commissioner Bloomstrand and seconded by Commissioner

Bradford to adjourn the meeting. Voting in favor: Chairman Sorenson,
Commissioners Albright, Bradford, Denissen, and Bloomstrand. Voting against:
none. The motion passed. The Brooklyn Center Park and Recreation Commission
adjourned at 9_:00 p.m.
