MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION
COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY
OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
MAY 18, 1982

CALL TO ORDER
The Brooklyn Center Park and Recreation Commission met in regular session and
was called to order by Chairman Sorenson at 8:05 p.m.
ROLL CALL
Chairman Sorenson, Commissioners Kiefer, STreitz, Bradford and Bloomstrand. Also
present were Councilman Bill Hawes, Director of Parks and Recreation Gene Hagel
and Administrative Assistant Tom Bublitz.
Chairman Sorenson noted that Commissioners Albright and Denissen were absent from
this evenings meeting and. were excused.
Chairman Sorenson introduced new Commission member Dale Bloomstrand, 6218 Lee
Avenue North. Mr. Bloomstrand has lived in Brooklyn Center for 731 years, has
been a member of the Jaycees for 7 years and is the treasurer for the Citizens
for Better Government.
APPROVAL OF MINUTES - April 19, 1982
There was a motion by Commissioner Streitz and seconded by Commissioner Bradford
to approve the minutes of the April 19, 1982 meeting as submitted. Voting in
favor: Cahirman Sorenson, Commissioners Kiefer, Streitz and Bradford. Voting
against: none. The motion passed.
REPORT ON MARLIN AND LAKESIDE PARKS NEIGHBORHOOD SURVEY .
Commissioner Bradford reviewed the results of the door to door survey conducted
in the Lakeside Park neighborhood on the neighborhoods' attitude regarding "
installation of playground apparatus. He pointed out that, of the residents
surveyed in the area 21 persons were in opposition to the installation of play-
ground apparatus, 17 were in favor, 5 would accept either, and 14 families were
not at home.
The Director of Parks and Recreation explained that his initial mail-out survey'
was intended to survey only the.people bordering on Lakeside and'Marlin parks.
He explained that playground apparatus was budgeted as part of the bond issue
for park improvements but that in the case"s of Marlin and Lakeside parks; since
they were such small areas, the survey was conducted to determine'what the
attitude of the neighbors directly abutting the parks would be to playground
:apparatus.
Commissioner Bradford pointed out that most of-the residents surveyed'in.the
Lakeside area had no small children. Cduncilmember Hawes and Commissioner
Bradford agreed that the residents in the area around Lakeside Park were grate
ful that the Commission was concerned enough to request their input on the issue
of playground apparatus.
Chairman Sorenson asked for a motion regarding the installation of playground_
apparatus in Lakeside Park. Commissioner Bradford stated that he would recom-
mend the park remain as it is. Commissioner Kiefer commented that Lakeside Park
is very small and does not seem conducive to playground equipment.

There was a motion by Commissioner Streitz and seconded by Commissioner Kiefer
to recommend to the-City Council that playground apparatus not be installed in
Lakeside Park and that the park remain in. is present state of development.7.
Commissioner Kiefer reported that,,in the survey of residents*in the Marlin Park.
area, 18 were in favor of installation of playground apparatus and of these, 9
were strongly in favor.. She noted that 10 of the residents in the area requested.
the park-be left as it is and of these 10, 3 were strongly opposed to the installa-
tion of playground apparatus. 'She added that 5 people wanted other equipment
such as volleyball and basketball areas. She added that many people abutting the
park suggested -lighting be installed in the back portion of the park. She added
that the children have made a makeshift softball diamond in the park and that the,
residents surveyed generally wanted to keep this area as it is and not place-
playground equipment in it.
CQmmissioner Kiefer also pointed out that people surveyed suggested placing a
sign in the existing pathway to the park which would point to the park so that
people will use the path and not cut through yards. She added that very favorable
comments were received on the maintenance of the area including grass cutting.
She added that people surveyed also had positive comments on the police patrol in
neighborhood parks.
Chairman Sorenson pointed out that one person expressed a concern about trees
lost in the area to windstr-oms and wanted the trees replaced. He added that
other people surveyed were concerned about access to the park and suggested the
play equipment should be placed at the northeast end of the park to mark the
entrance to the park. He added that requests for other equipment varied with
the age of the individual and included such things as volleyball and horseshoe
courts. He added that the overall response of the residents surveyed was posi-
tive towards the installation of play equipment if there are enough children to
use the equipment.
There was a motion by Commissioner Kiefer and seconded by Commissioner Streitz to
recommend to the City Counci that playground apparatus be installed in Marlin Park.
OTHER BUSINESS
Commissioner Streitz mentioned that traditionally the Commission would have a
summer break and he inquired as to when would be a good time to hold the next
meeting. Chairman. Sorenson recommended setting the next meeting for August 17
or August 24. Administrative Assistant Bublitz stated that he would discuss
the matter of the budget with the City Manager to see what type of format he
would want to present to the Commission.
There was a general consensus of Commission members to set the next Park and
Recreation Commission meeting for August 24, 1982 and to recess for the months
of June and July.
Commissioner Kiefer thanked Chairman Sorenson and the Director of Parks and
Recreation for the Arboretum opening and added that she had received very
positive feedback on the Arboretum and that the event turned out very well.
She also noted that the Jaycee Women have gotten funding to finance the puppet
wagon for the summer. The Director of Parks and Recreation stated he is trying
to find someone to run the puppet program but has not been able to find a
qualified person yet, but is still looking.
