SPECIAL SESSION

CALL TO ORDER
The Brooklyn Center Park and Recreation Commission met in special session arid
was called to order by Chairman Johnson at 7;38 p.m,
ROLL CALL
Chairman Johnson, Commissioners Hickman, Bogle, Schroeder, Velasco, and
Kiefer. Also present were Councilmember Tony Kuefl.er, Park and Recreation
Director Gene Hagel and Administrative Assistant Brad Hoffman.
Chairman Johnson noted that Commissioner loan Skomra was in the hospital and
was, therefore, excused.
ANNOUNCEMENTS
Chairman Johnson announced that there would be a public hearing November 16,
1978 at 8:00 p.m. in City Hall on the Critical Areas Planning Act, Chairmen

in commenting on any plans for the area should attend that public hearing.
Chairman Johnson then commented on the residents reactions from the Twin Lake
Par;,: neighborhood relative to reducing skating time at the rink a He noted that
neighborhood residents had agreed teat their rink was not being used and should

open on Friday nights, Saturdays and Sundays a He also noted that the Twin Lake
group was happy with the Commission's action relative to the. parking problems
around the neighborhood park. He noted that they had recommended that we
continue the policy of signing the area fcr no parking during the months of May
through August
PARK DEVELOPMENT PLAN FINALIZATION
Chairman Johnson requesters the Commissioners' comments on the finalized park
development plan submitted by Park and Recreation Director Gene Hagelo Com-
missioner Velasco noted cost differences between prior submissions and this
final submission. He inquired if that were nitre to infla•iiono Director Hagel
indicated- that the figures were current and in fact were due to inflation estimates
Commissioner Schroeder indicated he wus concerned with the continual increase
i.n the cost of the entire package. Chairman Johnson then noted that the figures
for some construction items were higher-than thcse that he was familiar with in
his trade. Counciimember Kuefl :r noted it had bcen the practice to make sur,°:
that cost projections were on the high side rather than on the low side. Chair-

man Johnson then .noted an inconsistency in dating some of the pages from the
plan. He noted that on pages one and three, the date should be changed to
reflect the November date as opposed to the July date. Commissioner Schroeder
then indicated his concern starting with- page three that the priorities established
by the Commission were not so stated. He did state that while the items listed
were in proper order, it was not so noted that that was the priority order. Following
a brief discussion, it was agreed that a priority sheet would be added to the plan,
Commissioner Schroeder then requested that an updated maintenance cost write
down also be included in the plan prior to any submission to', the Council. Park
and Recreation Director Hagel agreed to include a maintenance cost breakdown.
Following a lengthy discussion, Councilmember Kuefler noted that the grant monies
did not reflect the City's matching share. He noted that the monies accounted for
under grants reflected the total grant project cost of which a percentage of the
money would come from the City. The cost projections were then amended to
reflect the City share of the grant projects,
Commissioner Schroeder noted that for the Palmer Lake Basin area, the projected
development costs were $240,000. He added that he was under the assumption
that the City was not going to do anything with that area. Fallowing a brief
discussion, it was noted that what had been proposed was a significant cutback
from the original Brauer Plan, however, it was recommended- that it be developed
with a minimal amount of interruption of the area, Coznmiss;over Bogle indicated
that it was his recollection that the plan submitted for the Palmer Lake Basin
area provided walking paths and parking. He indicated that there are some
sug es ons for a building on the property, but no real significant development.
A brief discussion `then ensued relative to the type of building proposed for the
PL mer make area, Director Hagel briefly described the building noting that it
would have a walkout overlooking the Plamer Lake area. There was an inquiry
as to whether or not the building would be staffed by Commissioner Schroeder.
Park and Recreation Director Hagel noted that i:here were no flans to staff the
building, Director Hagel then reviewed the proposed buildings at Riverdale,
Freeway and Brooklane. He indicated that he felt that the buildings at Riverdale
and Freeway should just be remodeled,, He noted that they were basically in
good condition, Commissioner Bogle inquired what the leasE: was on Freeway
Park, Director Hagel indicated that it's for seventy-five: ye&rs. A brief discussion
then ensued relative to the projected life of the buildings in the parks, Following
that discussion, Commissioner Bogle indicated he felt it would be proper to
replace the buildings at this time, as opposed to remodeling them.
Discussion then turned to the Twin Lake peninsula, Commissioner Schroeder
inquired what a theme development was, Park and Recreation Director Hagel
indicated that a theme such as frontier days was selected foi- a park. The park
was developed to reflect that type of theme. He noted that it was his recom-
mendation that the Twin Lake peninsula be left alone at this point in time.
There was then a brief discussion on the Twin Lake North ar6a. Commissioner
Schroeder inquired if the Jaycees were still going to do some' hing in that park.
Director Hagel indicated that he had been in contact with th m and that they had
planned to start working in the park in the next year. ~~ost robable projects
would be parking, signing 4nd pathways.

The Commission then completed its reviewal of the park development plan
Chairman Johnson noted that suggested changes had been minor. Commissioner
Schroeder then moved that with the changes as noted, that the document be
;gassed on to the Council for their cOnsiderati.on as tho recommended Park

Commissioner Bogle seconded the motion and the motion was passed' unanimously,
Chairman Johnson then inquired when the item would be. before the City Council.
The Secretary replied that it would be on the November 20, 1978 agenda,
ADTOURNMENT
Motion by Commissioner Hickman and seconded by Commissioner Schroeder to
adjourn the meeting. The motion passed unanimously and the meeting was
adjourned at 8:30 p.m.
