Call to Order The Brooklyn Center Park and Recreation Commission met
in regular session and was called to order by Chairman
Johnson at 7:10 p.m.
Roll Call Chairman Johnson, Commissioners Hickman, Schroeder and
Nyquist. Also present were Councilman Tony Kuefler, Park
and Recreation Director Gene Hagel and Administrative
Assistant Brad Hoffman.
Approval of Minutes Because Commissioner Kiefer had not yet arrived, Chairman
Johnson reversed items 3 and 4 on the agenda and reviewed
the minutes of the past meetings.
Commissioner Kiefer arrived at 7:14 p.m.
Motion by Commissioner Schroeder and seconded by Com-
e missioner Velasco to approve the minutes of the March 15,
1977 meeting. The motion was passed unanimously.

Motion by Commissioner Velasco and seconded by Commis-
sioner Schroeder to approve the minutes of the April 19, 1977
meeting. The motion passed unanimously.
Motion by Commissioner Hickman and seconded by Com-
missioner Nyquist to approve the minutes of the May 17,
1977 meeting. The motion was passed unanimously with
Chairman Johnson abstaining.
Park and Recreation Director Gene Hagel noted two (2)
corrections necessary in the June Park and Recreation
Commission minutes. On page 3, line 9, the word approved
to be changed to improved, and on page 4, line 5, the word
football to be changed to softball.
Motion by Commissioner Vela sco and seconded by Commis-
sioner Schroeder to approve the minutes of the June 21, 1977
meeting as corrected. The motion passed unanimously.
Introduction of New Chairman Johnson then introduced the new Commissioner,
Commissioner Dawn Kiefer. He further noted that Commissioner Kiefer
• was replacing former Commissioner Margaret Whittaker from
Park Service Area IV. Commissioner Kiefer added that she
had been a resident of Brooklyn Center for approximately

seven years. Commissioner Kiefer further stated that
in the past she and her husband had been active in the
Jaycees and Mrs. Jaycees. She indicated that she had
three children who contributed to her interest in the
Park and Recreation Commission.
The next agenda item was an update of the park priority
cost estimates from Park and Recreation Director Gene
Hagel. Chairman Johnson inquired if the cost estimates
by park classification were the same as the cost estimates
by priorities. Park and Recreation Director Gene Hagel
affirmed that they were the same except that the estimates
by the park classification system had been rounded off.
He further stated that the figures for the Park shelter build-
ings at Parks such a-s Riverdale assume the total develop-
ment of the building. He stated that if it were necessary
to cut costs at a future point, that this would be the likely
place.
Commissioner Schroeder requested an explanation for the
figures for the Palmer Lake basin. Gene Hagel replied that
the first figures they had received were estimates for dis-
cussion purposes only. A brief discussion followed relative
to the plans for Palmer Lake area with Park and Recreation
Director Gene Hagel noting what improvements were in-
cluded in his cost estimates. Commissioner Schroeder in-
quired as to the effect the proposed stadium would have on
the trailways system. Again, Park and Recreation Director
Gene Hagel- replied that the trailways system as proposed
was on land owned by the City. He acknowledged that he
was of the opinion that a stadium, if it were to be located
in Brooklyn Center, would bring a significant increase in
the number of people using the Palmer Lake area and the
trail system. Councilman Kuefler stated that it was to early
to concern ourselves with the possibility of the stadium.
Commissioner Schroeder indicated that he felt that the linear
parks, the interpretive parks, and the arboretum had not been
fully discussed prior to the decision on them. Chairman
Johnson stated that it had been discussed previously, but
that it had been a long time since they were discussed.
Park and Recreation Director Gene Hagel inquired if it was
the intention of the Commission to include the linear parks,
the nature interpretive parks and the arboretum in the bond
issue. Councilman Kuefler replied that it was contingent
upon the final report from the staff and that the priorities would
be placed upon the neighborhood parks and the community park
prior to any consideration of the linear parks, interpretive
parks and the arboretum. A brief discussion then ensued re-
lative to potential grants that could be utilized in financing
the park development program. Councilman Kuefler suggested
that it was time to forward the working papers and report to
the City staff for financing proposals, in the mean time, he

H suggested that the Commission continue to further study
the linear parks, the special use parks and the nature
interpretive parks. He further noted that the City is re-
strained by certain bonding limits, but he indicated that he
was confident that the cost estimates before them would
fall well within the range permissible. However, he re-,
served final consideration until the final staff report.
Chairman Johnson inquired if the cost estimates received
from Park and Recreation Director Gene Hagel were based
upon the drawings that had been shown to them by Landscape
Architect Bob Hill. Park and Recreation Director Gene Hagel
replied that they did and that they were as close as possible
without going to specifications. He indicated that he was
well satisfied with the figures he had received and indicated
that some of the figures he had received were actually lower.
Chairman Johnson inquired if the maintenance costs would
be included in the submission to the staff. Councilman .
Kuefler indicated that he felt that it would be best to handle
the two separately.
Recess The Brooklyn Center Park and Recreation Commission. recessed
at 8:05 p.m, and resumed at 8:20 p.m.
Chairman Johnson requested the Secretary to read a motion
into the minutes to include all the working papers, dollar
estimates and priority sheets for each of the parks. The
following motion was read.into the minutes.
Motion: To forward to the City Manager all park comprehen-
sive plan working papers for:
1. Verification of dollar estimates for;
a. Capitol expenditures
b. Associated annual operating costs
2. Recommendations for financing methods;
a. Bonding
b. Federal and state grants
c. Operating budgets, etc.
3. Other comments and recommendations relative.to the
park comprehensive plan.
The Commission has reviewed and is tentatively recommend-
ing all of the items listed for the playlots, playgrounds,
playfields and community park. The Park and Recreation
Commission is in the process of reviewing all facilities
listed for the other park classifications, but desires the
staff to review the entire proposal. Commissioner Schroeder
moved the adoption of the motion seconded by-Commissioner
Velasco. The motion was passed unanimously.
Chairman Johnson noted that the proposal was probably six
months or more from being taken to the voters. , He requested
plans for the arboretum and linear parks for.the August meet-
ing.

Councilman Kuefler explained that Mayor Cohen Twin Beach Park Review
had requested the Commission to review with the
concerned citizens in the area of Twin Beach the
park development plans. Diane Schake, 4740
Twin Lake Avenue, indicated that the people in the
area would like to see something done with the
park. Specifically, they would like to see the
beach developed, with a lifeguard present. They
would like to see a charge for parking to defray the
cost of the lifeguard. She also indicated a need
for toilet facilities. Park and Recreation Director
Gene Hagel noted that two satellites were placed
at the beach last May. Councilman Kuefler indi-
cated that he would like the Commission to review
the park plans with the people from that area at the
August meeting. Commissioner Hickman noted that
most problems associated with that park area were re-
lated to power boating on the lake. Diane Schake
suggested that she would recruit people for the
meeting in August.
Commissioner Hickman noted that at the June meeting Other Business
clarification 11ad been requested for the two 13's on
the priority rating sheets for Evergreen Park. She
noted that the tennis court lighting for Evergreen Park
should have been a 3 as opposed to 13. Park and
Recreation Director Gene Hagel added that the tennis
courts at Evergreen Park were just about done and
suggested that someone from the park service area
officially open the tennis courts.
Commissioner Hickman moved and Commissioner Adjournment
Schroeder seconded the adjournment of the meeting
at 8:45 p.m. The motion was passed unanimously.
