BROOKLYN CENTER IN THE COUNTY OF HENNEPIN
AND THE STATE OF MINNESOTA
REGULAR SESSION
NOVEMBER 16, 1976

Call to Order The Brooklyn Center Park and Recreation Commission
met in regular session and was called to order by
Chairman Johnson at 7:05 p.m.
Roll Call Chairman Johnson, Commissioners Bogle, Schroeder,
Velasco, Whittaker, Nyquist, and Hickman. Also
present were Councilman Tony Kuefler, Park Service
Committee members Richard Mika of Park Service
Area III, Nancy Latthammer of Park Service Area III,
Bob Oberstar of Park Service Area II, Mitch Mitchell
of Park Service Area V, Gary Evans of Park Service
Area V, Brian Mortenson of Park Service Area IV,
Dorothy Boman of Park Service Area II, Chuck Abrams
of Park Service Area II, and Harriet Markeson of Park
Service Area IV, Director of Parks and Recreation
Gene Hagel, Landscape Technician Bob Hill, and
Administrative Assistants Ron Warren and Leon Beasley.
Approval of Minutes The minutes of the October 19, 1976 session were
10-19-76 not available at the time of the meeting and, therefore,
were not ready for approval.
Logo Contest Mr. Hagel handed out to those present information
pertaining to the Park and Recreation logo contest.
He then proceeded to explain the nature of the contest.
He stated that since the Brooklyn Center Jaycees had
donated $25 for prize money, he asked if a member of
the Jaycees could be on the selection committee for
the contest. It was the consensus of the Commission
that a Jaycee be placed upon that committee.
Central Park Review Mr. Hagel then proceeded to direct the attention of
those present to the plans of the development of
Central Park. He stated that the main feature of
Central Park is relocation of Shingle Creek, which he
further explained was actually a restoration of the
original course of the creek.

He then proceeded to explain the various projects
proposed for the park; i.e. , picnic tables, hiking trails,
ballfields, etc.
Councilman Kuefler inquired as to the necessity of the
track in Central Park, especially since the track is
adjacent to homes. He stated that parking could become
a problem if such a facility was erected at that site.
Mr. Hagel, in response to Councilman. Kuefler's concern,
stated that the track might be placed elsewhere.
There was some discussion about having a flower
garden arrangement at Central Park. Mitch Mitchel of
Park Service Area V stated that the flower arrangement
should not be considered if the aesthetics were the
same as those derived from the flower arrangement in
front of the City Hall this summer. He then suggested
that the park would be better off without one.
There was further discussion relative to the projects
proposed in Central Park.
The next item on the agenda was introduced by Chairman
Johnson who stated that before the final park plans are
drafted more input is necessary. He further stated
that the Commission and Committee members should
meet together monthly to accomplish this end.
Chairman Johnson then proceeded to inform those
present of the nature of the system deficiency review
and the park classification plan. He stated that the
No. I priority of the plan is the development of the
neighborhood parks. He directed the Commissioners
and Committee members to prioritize their ideas on what
should be included in the parks.
The Brooklyn Center Park and Recreation Commission
recessed into small group discussions at 7:56 p.m.
Motion by Commissioner Bogle and seconded by
Commissioner Whittaker to adjourn the meeting. The
motion passed unanimously. The Brooklyn Center
Park and Recreation Commission adjourned at 9:33 p.m.
