MINUTES OF THE PROCEEDINGS OF THE PARK AND
RECREATION COMMISSION FOR THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
REGULAR SESSION
SEPTEMBER 21, 1976
CITY HALL
Call to Order The Brooklyn Center Park and Recreation Commission
met in regular session and was called to order by
Chairman Johnson at 7:05 p.m.
Roll Call Chairman Johnson, Commissioners Bogle, Hickman,
Whittaker, Nyquist, and Schroeder. Also present
were Councilman Tony Kuefler, Park Service Area I
Committee member Dorothy Boman, Director of Park
and Recreation Gene Hagel, Landscape Technician
Bob Hill, and Administrative Assistant Ronald Warren.
Approval of Minutes Motion by Commissioner Bogle and seconded by
8-17-76 Commissioner Whittaker to approve the minutes of
the August 17, 1976 meeting as submitted. The motion
passed unanimously.
Park and Recreation Councilman Kuefler reported that Mayor Cohen had
Commission appointed, and the City Council had confirmed,
Appointments Gerald Johnson as Chairman of the Park and Recreation
Commission and Mr. Michael Schroeder as Commissioner
at the September 20, 1976 Council meeting. He next
introduced Mr. Schroeder, 3400 72nd Avenue North,
and briefly reviewed his background noting that he
had been a member of the Park Service Area III Com-
mittee for the past two years.
Appointment of Chairman Johnson announced his appointment of
Vice-Chairman Commissioner Bogle as Vice-Chairman. He stated
that, due to changes in the Commission membership,
Commissioner Whittaker would be the Commission
representative to Park Service Area Committee IV and
that Commissioner Schroeder would be the Commission
representative to Park Service Area Committee III.
Councilman Kuefler commented that the Commission
still has a vacancy for a person living in the southeast
area of the City to replace former Commissioner Roger
Pickering.

The Director of Park and Recreation referred to
citizen concerns expressed at the August 17 Park
and Recreation Commission meeting regarding the
the access to the archery range at Central Park and
the disturbance problems associated with the area.
He stated that the matter of modifying the access
to the archery range, as was suggested, has been
reviewed quite extensively the past month. He
reported that presently there is no feasible way to
modify the access to the archery range that would
have an effect on the problem. He explained that
the matter of speeding, reckless driving, and drink-
ing in the park has been referred to the Police
Department. He further stated that the police have
kept the area under close observation and have
attempted to curtail the nuisance problems as much
as possible.
The Director of Park and Recreation next reviewed the
criteria for a proposed Park Logo Contest. He stated
that the contest would be a means of addressing park
policy statement No. 20 which calls for the develop-
ment of a park system logo for all park and recreation
areas, buildings, and equipment. He explained that
he is attempting to solicit donations for awarding prizes
to successful participants. He suggested that the
Park and Recreation Commission act as judges for the
event. He further stated that he also intends to work
closely with local school administrators and teachers
and that possibly an art class may undertake the de-
velopment of a park logo as a class project.
A brief discussion ensued relative to the proposed park
logo contest. It was the consensus of the Commission
to act as judges for this contest. The Director of Park
and Recreation stated that the Commission would be
kept informed as to the final arrangements for the contest.
The next item of business on the agenda was a review
of a preliminary drawing for Central Park. The Director
of Park and Recreation and Landscape Technician Bob
Hill proceeded to review the preliminary plan noting the
proposed equipment, shelter building, tennis courts,
softball fields, baseball field, soccer field, football
fields, shuffleboard courts, horseshoe courts, walkways,
and plaza area. A lengthy discussion ensued with the
Commissioners commenting on the preliminary plans.
The Director of Park and Recreation stated that these
plans are not the final proposal for Central Park and that
it is anticipated that there will be further modifications
to these preliminary plans before a finalized version is
submitted.

• Park Classifications The Chairman introduced the next item of business
and Improvements on the agenda, that of a work session relative to a
review of park classifications and improvements.
The Director of Park and Recreation suggested that
the Commission, prior to reviewing and establishing
priorities for park improvements, first prioritize the
deficiencies in the overall park system. He referred
to the system deficiency and priority assignment work-
sheet and suggested that the Commission establish
a priority of deficiencies that can be addressed to.
A lengthy discussion ensued relative to the way to
proceed with the review of the park system. It was
suggested that the Commission might want to address
neighborhood park development and that through such
a review other overall system deficiencies might be
determined. Following further discussion it was the
consensus of the Commission to establish a priority
for system deficiencies that will be considered for the
Commission's determination at the October meeting.
Park Service Area Chairman Johnson requested that each Commissioner
Committees that serves as the Chairman for his or her respective
Park Service Area Committee, review the membership
of that Committee and update them as to the present
status of the Commission's comprehensive review
of the park and recreation system. He explained
. that it is important that members of the Park Service
Area Committees be prepared to provide as much
input as possible.
Evergreen Park Councilman Kuefler reported that the City Council
had agreed to include tennis courts for Evergreen
Park as a capital outlay item for the 1977 Parks
Department Budget.
October Meeting Chairman Johnson stated that the next Park and
Recreation Commission meeting would be at 7:00 p.m.
on October 19, 1976 at which time the Commission
will determine the priority for addressing deficiencies
in the overall park and recreation system.
Adjournment Motion by Commissioner Hickman and seconded by
Commissioner Whittaker to adjourn the meeting. The
motion passed unanimously. The Brooklyn Center
Park and Recreation Commission adjourned at 9:15 p.m:.
