HomeMy WebLinkAbout1976 08-17 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION AUGUST 17, 1976 CITY HALL Call to Order The Brooklyn Center Park and Recreation Commission met in regular session and was called to order by Chairman Zerban at 7:05 p.m. Roll Call Chairman Zerban, Commissioners Bogle, Pickering, and Whittaker. Also present were Councilman Tony Kuefler„ Director of Parks and Recreation Gene Hagel, Landscape Technician Bob Hill, and Administrative Assistants Ron Warren and Leon Beasley. Chairman Zerban reported that Commissioner Hickman had informed him that she would be unable to attend this evening°s meeting and was, therefore, excused. Approval of Minutes Motion by Commissioner Pickering and seconded by Commissioner 0 5-11-76 Whittaker to approve the minutes of the May 11, 1976 meeting as submitted. The motion passed unanimously. Approval of Minutes Motion by Commissioner Whittaker and seconded by Commissioner 5-18-76 Bogle to approve the minutes of the May 18, 1976 meeting as submitted. The motion passed unanimously. Approval of Minutes Motion by Commissioner Whittaker and seconded by Commissioner 6-15-76 Pickering to approve the minutes of the June 15, 1976 meeting as submitted. The motion passed unanimously. Approval of Minutes Motion by Commissioner Bogle and seconded by Commissioner 7-20-76 Whittaker to approve the minutes of the July 20, 1976 meeting as submitted. The motion passed unanimously. Park Policy Plan Chairman Zerban stated that the purpose of this meeting was to discuss, review and answer questions regarding the Park Policy Plan for the Council. The Chairman asked the Commissioners if there existed a need for further discussion prior to the joint session with the Council, which was scheduled later on in the evening. There being no questions, the Chairman briefly re- viewed the progress of the Park Policy Plan. • -1- 8-17-76, The next item of business was introduced by the Chairman. Archery Range Problem He reported that he had received a call from Mr. Henry Anderson concerning the behavior of youth around the archery range located in the western sector of Central Park. Chairman Zerban then recognized Mr. Henry Anderson, 6501 Brooklyn Drive, who expressed con- cern in regards to the speeding and drinking that occurs in the area of the archery range. He stated that the Police are giving good service when called, however, the youth can see them coming. He suggested a modi- fication of the access to the archery range to help relieve the problem. Chairman Zerban noted that discussion for plans regarding the development of Central Park have not yet been reviewed and further commented that they will be upcoming shortly and invited Mr. Anderson to attend. Further discussion ensued relative to the park and the related problems associated with the congregating of youth at the archery range. The Director of Parks and Recreation discussed plans for limited parking at the archery range and the possibility of the installation of tennis courts at the site. Mr. Anderson also ex- pressed the need for limiting the amount of parking space at the site, lie further noted that a group of youth are usually present in the parking area every night from 8 - 9:30 p.m. in approximately four or five cars making excessive noise and speeding down the gravel road adjacent to the parking area. The Chairman next recognized Mr. Clarence Johnson, 6413 Brooklyn Drive, who stated that he has resided at his current address for 17 years. He proceeded to state that the problem is not new and further sub- stantiated the opinion of Mr. Anderson. Further discussion ensued relative to the development and usership of the park. Councilman Kuefler suggested that a possible solution to the problem might be the implementation of a curfew for that area of the park, to which a citizen replied the problem was not necessarily limited to after dark, hours, Following a brief discussion of possible alternatives for auto access to the archery range, Chairman Zerban closed the discussion. 8-17-76 Joint City Council/Park and. The next item on the agenda was a joint session with the Recreation Commission review Council on the topic of the Park Policy Plan. In attendance of the Park Policy Plan from the City Council were Mayor Cohen, Councilmen Kuefler and Jensen. Mayor Cohen reported that Councilman Britts had informed him that he would be unable to attend this evening's meeting and was, therefore, excused. Chairman Zerban briefly reviewed the development of the Park Policy Plan to the Councilmen. He reported that a few years ago the Park Service Area Committee reviewed each park and devised a classification system. He proceeded to cite th(:)sfe who were responsible for the formulation and presentation of the Park Policy Plan to the Council. Among those so cited, were Mr. Peter Jacobson, Consultant, City staff and the Park and Recreation Commission members, following Chairman Zerban's brief presentation, Mayor Coh z stated that he would like to be updated on how the Park P011c7 Plan was developed and asked Chairman Zerban for a step by step review of the plan. Chairman Zerban then presented to the Council members a reading of introduction of the Park Pollic Plano He then proceeded to review each of the policies as o-at_. lined in the plan. In response to a question by Mayor Cohen regarding the establishment of priorities, Chairman Zerban stated that the Commission would use the Park Policy Pian as a guide towards the establishment of priorities and costs, Following further review of the plan, Mayor Cohen expresser his appreciation to the Commission for the logical fashion in which they formulated the Park Policy Plan. Mayor Cohen also stated that he would like Chairman Zerban to affp.nrl til,, np-3-t City Council meeting when the Park Policy Plan will be discussed. Following a brief review of the park classification: system, t e Director of Parks and Recreation, Mr. Gene Hagel, briefly reviewed various park drawings. .adjournment Motion by Commissioner Whittaker and seconded b°i Commissioner Bogle to adjourn the meeting.
