Call to Order The Brooklyn Center Park and Recreations Commission
reset in regular session and was called to order by
Chairman Zerban at 7.05 P. m_

which would be a guidelines for the development of a

Babe Ruth League ® and Football League which have a
special interest in the park- and also from any citizens

noted that at the Anvil 26 and May I1 Park and
Recreation Commission meetings opportunities for

Public Hearing Chairman Zerban opened the meeting for public comment
relative to the Park Policy Plan. It was noted that no
one spoke regarding the document. He then closed the
public hearing.

The Chairman stated that the Commission, at its June 15,
1976 meeting, would develop a formal recommendation to
be passed on to the City Council regarding the plan. He
extended an opportunity for further input by explaining
that written statements, comments or recommendations
could be submitted to Commission members, or to the
Secretary, prior to the June 15 meeting to be considered
during the Commission's deliberation of a recommendation.
The Secretary introduced the next item of business, that
of discussion of the Park Policy Plan with the Conservation
Commission. He stated that both the Park and Recreation
Commission and the Conservation Commission had
mutually agreed to establish such a meeting to discuss
matters of common concern.
Chairman Zerban stated that presently the Park and
Recreation Commission has not yet considered the task
of assigning priorities for development or redevelopment
of the park system, which would include financial matters
He further stated that the Policy Plan would be the guide-
line under which other tasks would be accomplished.
Conservation Commission member Barb Jensen inquired as
to how the Park and Recreation Commission proposed to
implement policy number 24 which states that the Park
and Recreation Commission will keep other advisory
commissions informed of any major issues or improvements
which may be applicable to that advisory commission.
Chairman Zerban responded that this would be done in a
manner similar to that of the previous request put forth to
all advisory commissions for input relative to the Park
Policy Plan. He explained that park issues that relate to
the City's Comprehensive Plan would be referred to the
Planning Commission for their comment, as would matters
relating to human rights be referred to the Human Rights
Commission for their comment. He stated that the
Commission also expects to inform the Conservation
Commission, and receive their feedback, relative to
matters involving developing the Environmental Preserve
and the Twin Lake and Palmer Lake open space areas
He pointed out that the Park and Recreation Commission
will seek as much input from other advisory commissions
as possible, but that the Park and Recreation Commission
will be expected to make the final recommendation to the
City Council on matters relating to parks.

Further discussion ensued relative to the use of con-
sultants, the power lines through the Palmer Lake area,
and the Center for Community Action summer project in
the Environmental Preserve.
Conservation Commission member Winkelman expressed
the Conservation Commission's interest in the Palmer
Lake and Twin Lake open space areas and inquired as to
plans for development of these areas. Chairman Zerban
responded that the Park and Recreation Commission has
not yet reviewed plans for these areas and stated that
the Commission would be glad to review and consider
any suggestions the Conservation Commission may have
for these areas. Further discussion ensued relative to
Conservation Commission input involving recommenda-
tions for Palmer Lake and Twin Lake. Chairman Zerban
explained that Conservation Commission requests
should be in writing and would be considered when the
Park and Recreation Commission makes its recom-
mendations to the City Council.
Conservation Commission Chairman Mary Ellen Vetter
inquired if capital improvements would be piecemeal in
each park or if they would be done one park at a time.
Chairman Zerban responded that at this time plans are
to look at the overall deficiencies of the park system
and to then address to them. He stated•tliat the recom-
mendation as to how to proceed will be based on this
review of deficiencies.

Following further discussion it was agreed that the
Commissions would attempt to work closely with each
other on areas of mutual concern.
The Secretary introduced the next item of business, that
of discussion relating to a proposed ordinance banning
the possession, consumption and use of alcoholic
beverages in all City parks. He stated that the City
Council had a first reading of this ordinance on May 3,
1976. He explained that the Council at that time had
requested the Park and Recreation Commission to seek
further comment on this proposed ban prior to the second
reading which would be before the June 15, 1976
effective date of the ordinance. The Secretary then
proceeded to review a survey developed at the Commission°s
request.
A brief discussion ensued relative to the survey and the
system of permits prpvioed for in the ordinance:.
Chairman Zerban opened the meeting for purposes of
public comment on the proposed ordinance and recognized
Mr. William Price of 5555 Dupont Avenue North, a member
of the Conservation Commission, who stated that alcoholic
beverages should be completely banned from all City
parks. Mr. Price briefly reviewed the policy of the City
of Minneapolis pertaining to alcoholic beverages in parks.
Chairman Zerban next recognized Sylvia Winkelman of
5337 Orchard Avenue North, a member of the Conservation
Commission, who noted the abuses of the privilege to
drink in the parks and expressed the opinion that alcohol
should be banned in all City parks.
Chairman 7,erban next recognized Richard Forstrom of
4526 Kathrene Drive, also a member of the Conservation
Commission. Mr. Forstrom spoke in opposition to the
ordinance saying that it goes far beyond the problem it is
intended to rectify. He stated that he is also not in favor
of the permit system contained in the ordinance which
limits permits to local nonprofit civic organizations with
a constitution and bylaws. He recommended that the
entire ordinance be reviewed by the City Attorney as to
its constitutionality. Mr. Forstrom also recommended
that the Park and Recreation Commission pay a little
attention to the results of the Jaycee Community Attitude
Survey question relating to regulating the use of alcohol
in the parks, because the question was poorly worded.
He concluded by stating that he hoped a scheme could
be worked out which would solve the alcohol related
problems in the parks without relying on the drastic
measures in the ordinance.

Discussion ensued relative to distribution of the
proposed Park and Recreation Commission survey and
other provisions of the new park ordinance. Following
the discussion it was the consensus of the Commission
to direct the Secretary to prepare 500 surveys to be
distributed to Park and Recreation Commissioners,
members of the Park Service Area Committees, and to
anyone interested in expressing an opinion regarding
the proposed ban.
Recess The Brooklyn Center Park and Recreation Commission
recessed at 8022 p.m. and resumed at 8:45 p.m.
Adjournment Motion by Commissioner Whittaker and seconded by
Commissioner Johnson to adjourn the meeting. The
motion passed unanimously, The Brooklyn Center Park
and Recreation Commission adjourned at 9:30 p.m.
