He recognized Mrs. Fontanilla, 4020 51 st Aveenule North,
who expressed her concern relating to the use and sale
of drugs and alcohol in the open space areas on the
south side of Twin Lake. She noted that there has also
been a great deal of vandalism in the area. Chairman
Zerban responded that there has been a recommendation
to ban the use of alcoholic beverages in all City parks,
and that this matter will be discussed later in this
evening's meeting.
The Chairman next recognized Mrs. Sylvia Wir°~. lman,
6337 Orchard Avenue North, who inquired as to a time-
table for a capital improvement plan. Chairrhian Zer-roan
responded by reviewing the prccedure tl^~ a we assign

plained that a timetable for capital im.prolvemn nts cannot
be feasibly developed until priorities for im, ,vem rents
are established. He stated that this will commence
once the guidelines have been approved.

the Human Rights Commission expressed its 4apr%reciation
of and support for the Park Policy Plan..
Chairman Zerban announced that the Park and Recreation
Commission plans to hold another public input meeting
on May 18, 1976 at 7:00 p.m., at which time the
Commission will seek further comments relating to the
Park Policy Plan.
Following a brief discussion Chairman Zerban closed
the public hearing
The Secretary introduced the next item of business
He stated that the City Council, at their May 3, 1976
meeting, had held a first reading of an ordinance which,
among other things, would ban the possession, con-
sumption, and use of alcoholic: bev-arages In P-11 City
parks. He explained that the Council had requested
the Park and Recreation Commission to seok furt~ier input
and comment on this subject prior to the? ordinance's
second reading,.
Chairman Zerban suggested that ciao:, t -?f the Got. missioner.
attempt to solicit as much feedback as poi-,sible relative
to banning alcohol in City parks. He turther suggested
the possibility of conducting a survey to attempt to
measure the reaction of citizens to the proposed ban.

r Chalrinan Zeroan opened the meeting to persons in
attendance that w:,,shed to be heard and recognized the
resident of 6516 Willow Lane. fie stated that he has
noted a lot of late night activity in River Ridge Park
such as cars leaving the parking lot in a wreckless
manner and at a high speed. He suggested that a
physical barrier be erected which would prohibit this
dangerous activity, and also questioned if it were
possible to have curfew at that park.
The Director of Parks end Recreation responded that the
City Council, by resolution, can establish a curfew for
individual Parks. He explained that this has been done

further tated that R C"er Ridge Park is State property
which the City uses for park purposes, and that one of
the :stipulations of the agreement the City has with the
State is that the park be kept open at certain times.
He ex °lained that this agreement would have to be
looked at carefully prior to instituting curfews or
erecting barriers. A brief discussion ensued relative to
curfews and the criteria utilized for instituting them in
City parks.
Ci a.rr".an Zerban next recognized Mrs. Sylvia
40 Winkelman, who stated that she is in favor of a total
ban on the use of alcoholic beverages in City parks.
Further discussion ensued relative to the park related
problems associated with the consumption and use of
alcoholic beverages. The Director of Parks and
Recreation stated that the number of drinking related
coniplalnt& has been increasing as has the cost for
park clean-up and maintenance due to the use of
alcoholic beverages in the parks.
Commissioner Whittaker inquired if the organizations
authorized under the proposed ordinance to obtain a
permit to use alcohol in the parks would be responsible
for cleaning them up. The Director of Parks and
Recreation responded that it is possible that a deposit
may be required when obtaining a permit to assure that
the area is cleaned up.
Following further discussion Chairman Zerban requested
the Secretary to develop a survey to be reviewed by the
Commission at its next meeting for the purpose of
soliciting citizen input relative to the proposed
ordinance banning alcoholic beverages in -G.ity parks.

Motion by Commissioner Hickman and seconded by Adjournment
Commissioner Hendrickson to adjourn the meeting. The
motion passed unanimously. The Brooklyn Center Park
and Recreation Commission adjourned at 9:59 p.m.
