AND RECREATION COMMISSION OF THE CITY
OF BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
MARCH 16, 1976
CITY HALL
Call to Order The Brooklyn Center Park and Recreation Commission met
in regular session and was called to order by Chairman
Zerban at 7:00 p.m.
Roll Call Chairman Zerban, Commissioners Pickering, Hendrickson,
Hickman, Whittaker and Johnson. Also present were Paris
and Recreation Director Gene Hagel, Landscape
Technician Bob Hill and Administrative Assistant Ron
Warren.
Approval of Minutes Motion by Commissioner Hickman and seconded by
2-17-76 Commissioner Pickering to approve the minutes of the
February 17, 1976 meeting as submitted. The motion
passed unanimously.
Commissioner Bogle arrived at 7:05 p.m.
Councilman Kuefler arrived at 7:06 p.m.
Review of Park Policy by Chairman Zerban introduced the first item of business,
Concerned Citizens that of citizens' comments relating to the park policy
document. He stated that it was the Commission's
intention to expose this policy document to as many
citizens' groups and concerned citizens as possible,
in an attempt to receive feedback, input and comments
about the proposed park policy plan. He next briefly
reviewed a list of groups that had been sent copies of
the park policy plan.
Chairman Zerban recognized Mr. Michael Metz,
Treasurer of the Brooklyn Center American Little League,
who stated that he has not had an opportunity to review
the entire plan but was concerned about the possibility
that there would be user fees charged groups using
park facilities.
The Director of Park and Recreation responded that user
fees will only be charged for use df .park facilities by
. adult leagues and groups from outside Brooklyn Center
using park facilities or for activities which require
special maintenance or operational costs. He referred
to Page 10, the second paragraph, of the Park and
Recreation Policy Plan :relating to user fees. He
explained that this policy is not a departure from what
has been the City's policy for user fees.
Chairman Zerban recommended for discussion purposes r M
later in the meeting, a possible change in the policy
statement which would specifically list the groups and
activities which would not be charged user fees.
Q,ha4rman Zerban next recognized Mr. Henry Bogucki
who stated that he was a member of the Brooklyn Center
Chamber of Commerce but was not speaking this
evening on behalf of the Chamber but as a concerned
citizen. He further stated that he has reviewed the
document in its entirety and appreciates the work that
has been done by the Park-and Recreation Commission
in putting 'this document together. He reported that
he supported the document in its entirety and that he
intends to introduce a motion at the next Chamber of
Commerce meeting supporting the Park Policy Plan.

an& : pathway and walkway network through the
Shingle Creek greenstrip to Palmer Lake basin.
He stated that there are plans to clean up Shingle
Creek for the possibility of canoeing. He further
stated that it was the consensus of the Commission
not to include a hockey rink and skating facilities
in Central Park, but to'locate these facilities in
'the neighboring Garden City Park.
Chairman Zerban next recognized Mrs. Markhem, who
has children involved in the local Babe Ruth League.
She stated that she would like to see a more specific
listing of groups that will not be charged user fees
for park facilities. Mr. Bogucki suggested the possibility
of requiring performance bonds from all groups utilizing
park facilities to insure that these facilities are main-
tained and properly used. He stated performance bonds
are relati-,,,ely inexpensive and would provide a measure
of protection.
In response to a comment about the possibility of an
ice arena in the Palmer Lake Bb sin, Commissioner
Whittaker referred to policy statement #39, which states
that any development of Palmer Lake Park and Twin Lake
Park areas shall be limited to only those recreational
uses which will not deteriorate the natural environment.

Chairman Zerban thanked everyone that appeared at
this evening's meeting for their input and stated that
the Commission will be attempting to contact more
groups and concerned citizens and that the agenda will
be kept open at the next Park and Recreation Commission
meeting for more comments on the proposed Park Policy
Plan.
Additions to Park Policy Plan The Director of Park and Recreation presented the Com-
mission with a proposed addition to the second to the
last paragraph on Page 1, which is more specific as
to the type of activities and programs people seem to
prefer. Following a brief discussion, it was the con-
sensus of the Commission that the recommended addi-
tion be included in the Park Policy Plan.
It was further the consensus of the Commission that the
Director of Park and Recreation develop more specific
lang,~_age for the Park Policy Plan relative to which
groups and activities will not be charged user fees.

Review of Park Plans The next item of business on the agenda was a review
of proposed park plan drawings by the Director of
Park and Recreation and Landscape Technician Bob Hill.
The Director of Park and Recreation proceeded to review
tKa proposed plans for Firehouse Park, noting the theme
of the park, equipment, shelters, picnic area, baseball

field and other features on the proposed plan.
The Brooklyn Center Park and Recreation Commission Recess
recessed at 8010 p.m. and resumed at 8°25 p.m.
The Director of Park and Recreation proceeded to review Continued Review
the proposed park plan drawinqs for Evergre; n Park and of Park Plans
Riverdale Park, noting the theme of the perks, equipment,
shelters, picnic areas, ball fields, and other features
of the proposed plan
The Director of Park and Recreation next distributed a Review of Park
packet of information to the Commissioners containing Classification
a park classification system. He briefly reviewed the System
document, noting the addition of a classification for
Nature Interpretive Park (Page 2, IV) . Chairman Zerban
recommended deferring action on the classification system
until the next meeting,
The Director of Park and Recreation next briefly reviewed Review of Priority

Motion by Commissioner Hendrickson and seconded by Adjournment
Commissioner Hickman to adjourn the meeting. V,°e
