HomeMy WebLinkAbout1976 02-17 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 17, 1976 CITY HAIL Call to order The Brooklyn Center Park and Recreation Commission met in regular session and was called to order by Chairman Zerban at 7:05 p.m. Roll Call Chairman Zerban, Commissioners Bogle, Whittaker, Hendrickson, Hickman, Pickering and Johnson. Also present were Park and Recreation Director Gene Hagel, Landscape Technician Bob Hill and Administrative Assistant James Lacina. Approval of Minutes Motion by Commissioner Whittaker and seconded by 1-13-76 Commissioner Hickman to approve the minutes of the January 13, 1976 meeting as submitted. The motion passed unanimously, Approval of Minutes Motion by Commissioner Pickering and seconded by 1-20-76 Commissioner Hendrickson to approve the minutes of the January 20, 1976 meeting as submitted. The motion passed unanimously. Report from Park Chairman Zerban introduced the first item of It Service Area business on the agenda, a report from the Park Committee Meetings Service Area meetings. He suggested that each of the Commissioners review the date, time and input that was offered at each of the meetings of the Park Service. Area Committee members. Commissioner Hendrickson stated that Park Service Area V met on February 9, 1976 .in the Library Conference Room of City Hall at 7:45 p.m. She briefly reviewed the input from the three park service area members who attended stating that generally they were in favor of the policy document and offered no suggestion for change or additions Commissioner Hickman then reviewed the meeting + of Park Service Area II which was held on February 4, 1976 in the Library Conference Room of City Hall at 7:00 p.m. She also stated that the Park Service Area Committee members had very little input regarding the policy document. She commented, however, that there were questions relative to park activities which were outside the realm of the policy document. The next park service area reviewed was that of Park Service Area M by Commissioner Bogle. He stated that Park Service Area III met on February 12, 1976 in the Library Conferep ce Room of City Hall at 7:00 p.m. He pointed out that the concern of this Park Service Area Committee was the lack of a classification plan itself attached to the policy document. The secretary briefly stated that a classifica- tion plan would be attached and become part of the entire comprehensive planning document but was not a specific portion of the policy plan itself. Commissioner Pickering then reviewed the com- ments of Park Service Area I which held its meeting on February 16, 1976 in the Community Center at 8:30 p.m. He stated that his Park Service Area Committee likewise had little comment relative to changes or additions but did have questions regarding a trail system. I Councilman Kuefler arrived at 7:25 p.m. Chairman Zerban then reported on Park Service Area IV's Committee meeting which was held on February 11, 1976 in the Library Conference Room of City Hall. He stated that there was relatively little comment relative to the policy document itself but that an interested citizen attending this meeting questioned the user fees concept and whether or not it related to direct user fees to use the parks. Mr. Hagel briefly responded to this stating that the user fee as described in this context would be for only those areas which involve special use groups or activities and is not intended to be directed toward a use fee for general citizen park use. The secretary then commented relative to policy statement #29 regarding the priority status. A lengthy discussion ensued relative to this state- ment. The Commission suggested leaving off classification no. 5 under priority statement no. 29 and changing the word "assignment" to "consideration" in the body of the policy state- ment. The secretary stated that he and Mar. Hagel would get in touch with Peter Jacobson, the con- sultant from National Biocentric, to clarify this matter prior to the next Commission meeting. V :W 2-17-76 -2- r r Councilman Kuefler then stated that in conjunction with this activity, highlights of the policy plan should also be presented in the Post for general citizen participation. 'He then pointed out that the following procedure might also involve a public hearing at the Commission level before presenting a final policy document to the City Council for adoption. Recess The Brooklyn Center Park and Recreatim Commission recessed at 8®00 p.m. and resumed at 8020 p.m. Review of Mr. Hagel then presented a brief review of cost Cost Estimates estimates based on initial comments and recom- mendations relative to the inventory process completed by the Park and Recreation Commission during the summer of 1975® He emphasized that these were only estimates and were not to be used in making developmental recommendations. He pointed out that they only represented costs associated with those items that were listed as desired or desirable in specific parks, Adjournment Motion by Commissioner Bogle and seconded by Commissioner Hickman to adjourn the meeting.
