Call to Order
The Brooklyn Center Park and Recreation Commission
met in regular session and was called to order by
Chairman Zerban at 7010 p.m.
Roll Call
Chairman Zerban, Commissioners Pickering,.
Hendrickson, Hickman, Johnson and Whittaker. Also
present were pirector of Park and Recreation Gene
Hagel, Councilman Tony Kuefler, Consultant Peter
Jacobson, Landscape Technician Robert Hill and
Administrative Assistant James Lacina.
Chairman Zerban then stated that Park _:rvice Area
Committee Member Michael Schroeder would be repre-
sentng park Service Area III for Commissioner
Bogle at the Commission level during Commissioner
Bogle's excused absence.

Mr. Jacobson then proceeded to review the requested
Policy Plan
changes that were made in the draft policy plan
subsequent to the Commission meeting held on
January 13, 1976. A lengthy review then proceeded
relative to those changes. He stated he reorganized
policy statement #29 to provide for more clarity
and include a priority for parks other than the
neighborhood classification.
It was then pointed out by Chairman Zerban that
the Commission had requested the deletion in
policy #32 which was not comprehended in Mr.
Jacobson's draft.
The secretary briefly stated that after a discus-
sion with Mr. Jacobson and Mr. Hagel on January 15,
1976, it was decided to include policy statement
#32 but delete the words "alb adult from that
policy. Mr. Jacobson again assured the Commission
that he would correct that policy statement.
A brief discussion ensued relative to the dif-
ferences between policy statement #32 and policy
statement #30. Mr. Jacobson clarified the dif-
ference by stating that policy statement #32
related directly to organized league activities
and singled them out. He then proceeded with his
continued review of the changes noting that policy
statement #35 also contained a typographical
error in that the second economical should
be expedient.
The Brooklyn Center Park and Recreation Commis- Recess
sion meeting recessed at 8:00 p.m. and resumed
at 8:20 p.m.
Chairman Zerban then thanked Mr. Jacobson for
his assistance and educational experience in
formulating a policy plan document. He stated
that the next step in the procedure would be to
present this document to the Park Service Area
Committees for their input and following that
publicize the policies in the newspaper and
provide for a public hearing at the Commission
level for the purpose of public input in the
park and recreation policy document.
Councilman Kuefler stated that the meetings for
the park service area committee members should be
held as soon as possible so that that input can
be transmitted at the February 17 regular meeting
of the Park and Recreation Commission. He also
stated that if the Commission members desired
assistance at these meetings from either Chairman
Zerban, staff members Jim Lacina or Gene Hagel,
or himself they should make previous arrangements.
He further commented that Commission members should
notify the secretary of the date, place and time
of the meetings for public notice.
The secretary stated that he would send copies
of the draft policy plan toeach of the Park
Service Area Committee members.
Chairman Zerban suggested sending a letter of Elm Creek
thanks to Mr. Bob Billetdeaux of Elm Creek Preserve Tour
Preserve for sponsoring a cross country ski
tour. It was the consensus of the Commission
to have the secretary draft a letter of thanks
to Mr. Billetdeaux.
Motion by Commissioner Pickering and seconded Adjournment
by Commissioner Hendrickson to adjourn the
meeting. The motion passed unanimously. The
Brooklyn Center Park and Recreation Commission
meeting adjourned at 8:40 p.m.
