CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
REGULAR SESSION
NOVEMBER 25, 1975
CITY HALL
Call to Order 'The Brooklyn Center Park and Recreation Commission met
in regular session and was called to order by Chairman
Zerban at 7:00 p.m.
Roll Call Chairman Zerban, Commissioners Hickman, Hendrickson,
Pickering, Johnson, Bogle and Whittaker. Also present
were Director of Parks and Recreation Gene Hagel, Park
Policy Consultant Pete Jacobson and Administrative
Assistant James Lacina.
Councilman Kuefler noted that he would be absent from
tonight's meeting.
Park Service Area Chairman Zerban then reviewed a list of Park Service Area
Appointees appointments and a roster of Commissioners and Park
Service Area members. He stated that in those areas
• where there still rim, ined Park Service Area vacancies
the respective Commissioners should seek out additional
appointees.
Continued Review Mr. Jacobson then continued with a discussion of policy
of Draft Policy statements in the Coordination, Implementation, Develop-
Statements ment Operation and Maintenance areas, He stated that
a major decision would have to be made as to how the
Comprehensive Plan relates to other agencies or bodies
of government and that to some degree this policy would
also affect the inter-relations among departments within
the City. He next commented about the question of
applying the same standards throughout the park system
as are applicable to commercial or industrial development
stating that emphasis and direction in this area should
probably be towards applying the same basic standards.
The Director of Park and Recreation commented relative to
the encroachment on parks by other City uses. He briefly
reviewed one example of a pump house located in Evergreen
Park. The secretary stated that in most cases the question
of encroachment of this nature relies mainly on the economic
factors involved such as cost and availability of land, and
whether or not the encroachment can be made to be com-
patible. A brief discussion ensued relative to this topic.
Chairman Zerban then inquired as to the feasibility of common
use of buildings for schools and park services. Mr. Hagel
briefly reviewed the joint arrangements that the City now has
with the schools and use of facilities. He also stated that
he did not feel it was practical for the school building itself
to serve as a park structure building in all cases, but that
he did encourage joint coordination of programs where possible.
The next areas of discussion evolved around providing services
in competition or coordination with the private sector. Mr.
Hagel stated that to some degree the City competes in providing
recreational program services in the Community Center with
just about every program it offers. He stated, however, that
this was necessary to provide an alternative as long as the
programs were cost effective. He pointed out that there were
additional program services which the Community Center or
the City in no way could provide, such as bowling.
Mr. Jacobson then briefly reviewed the differences between the
Comprehensive Plan and the capital improvements program. He
stated that the Comprehensive Plan was a need statement and
that the capital improvements program was a vehicle by which
the need statement recommendations were implemented and
involved capital expenditures or budgetary items that would
meet these recommendations.

at 8:17 p.m. and resumed at 8:40 p.m."'
Mr. Jacobson then continued with the Implementation Develop-
ment and Operation and Maintenance sections. He stated that
a plan would have to be reviewed as far as its improvements
projects and should be set up on a yearly improvements basis.
He briefly commented as to the priorities for development and
user charges.
He also stated that a policy should be considered in the matter
of maximization of outside funding assistance where applicable.
The secretary briefly reviewed the City°s philosophy in parti-
cipating in such outside funding, especially from the federal
level.
Mr. Jacobson then concluded his remarks by stating that the
next portion of the review would consist of policy statements
and narrative explanation.
Motion by Commissioner Bogle and seconded by Commissioner Adjournment
Hickman to adjourn the meeting. The motion passed unani-
mously. The Brooklyn Center Park and Recreation Commission
adjourned at 9:15 p.m.
