HomeMy WebLinkAbout1975 07-22 PRMMINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION OF THE CITY • OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JULY 22, 1975 CITY HALL Call to order The Brooklyn Center Park and Recreation Commission met in regular session and was called to order by Chairman Zerban at 7:05 p.m. Roll Call Chairman Zerban, Commissioners Pickering, Grannes, Harvey, Johnson and Bogle. Also present were Director of Park and Recreation Gene Hagel and Administrative Assistant James Lacina. Approval of Minutes Motion by Commissioner Harvey and seconded by 6-24-75 Commissioner Grannes to approve the minutes of the June 24, 1975 meeting. The motion passed unanimously. The Director of Park and Recreation Gene Hagel then introduced Mr. Don Little, an intern from the University of Minnesota who is working with the Park and Recreation Department. Resolution No. 75-1 Member Robert Harvey introduced the following resolution and moved its adoption: RESOLUTION RECOMMENDING CONSIDERATION OF PARK CAPITAL IMPROVEMENTS FOR BUDGET YEAR 1976 The motion for the adoption of the foregoing resolution was duly seconded by member Jan Grannes, and upon vote being taken thereon, the following voted in favor thereof: Robert Zerban, Roger Pickering, Robert Harvey, Gerald Johnson, Jan Grannes, Don Bogle and James Brenny; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. Resignation of Chairman Zerban noted that two Commissioners would Commissioners be leaving the Park and Recreation Commission. He indicated that both Commissioners Harvey and Grannes would be moving from the City. He thanked them both for their input and commended them for their efforts on the Park and Recreation Commission. The Director of Park and Recreation then proceeded with a brief review of the Palmer Lake concept. He noted that the Brauer plan consisted of both park and naturalist areas. Chairman Zerban com- mented on input from the Conservation Commission regarding this matter. The secretary noted a resolution from the Brooklyn Center Chamber of Commerce urging acquisition and development of Palmer Lake basin. He noted this resolution was sent to both the Cities of Brooklyn Center and Brooklyn Park. Councilman Kuefler arrived at 7045 p.m. A brief discussion ensued relative to this resolu- tion. The secretary noted that the major focus was towards the acquisition of the remaining 80 some acres of the Palmer Lake basin to the north of Brooklyn Center. He stated that development in terms of the Chamber of Commerce did not neces- sarily mean progressive activity development but rather a design concept for the use of the entire area. Mr. Hagel then proceeded with a review of some of the design concepts on the original Brauer plan. He noted that the entrance to the area in the Brauer plan was located near 73rd and Penn Avenues North. He stated that he did not feel this was compatible with the residential neighborhood and suggested the use of the 69th Avenue entrance as the major entrance. Commissioner Harvey inquired as to the validity of the Brauer plan with today's concepts in mind. Mr. Hagel responded by noting that he felt the basic Brauer plan was valid with a few modifica- tions. He stated that through phase development Palmer Lake could be developed into both a park containing natural areas and active areas. He stated that the natural area played an important feature in this design concept. Motion by Commissioner Bogle and seconded by Commis- sioner Grannes to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Park and Recreation Commission meeting adjourned at 8:10 p.m. Continued Review of Palmer Lake Adjournment 0 0 0 Chairman 7-22-75 -2- Member Robert Harvey introduced the following resolution and moved its adoption: RESOLUTION NO; 75-1 RESOLUTION RECOMMENDING CONSIDERATION OF PARK CAPITAL IMPROVEMENTS FOR BUDGET YEAR 1976 r: WHEREAS, City Council Resjolution 73-25 outlines the Park and Recreation Commission's duties and responsibilities; and WHEREAS, one of the designated duties is to conduct a study of the parks for the purpose of drafting a comprehensive plan for the park system; and WHEREAS, part of this plan will consist of a capital improvements prograu ; and WHEREAS, the Park and Recreation Commission feels it to be in the best interest of the park system and community to provide for capital improvements in the parks while still in the process of compiling a comprehensive plan: NOW, THEREFORE, BE IT RESOLVED that the Park, and Recreation Commission for the City of Brooklyn Center recommends that consideration be given to park capital improvement appropriations for budget year 1976.
