met in regular session and was called to order by
Chairman Zerban at 7o10 p.m.
Roll Call Chairman Zerban, Commissioners Grannes, Harvey and
Pickering. Also present were Councilman Tony
Kuefler, Director of Park and Recreation Gene Hagel
and Administrative Assistant James Lacinae
Approval of Minutes Motion by Commissioner Pickering and seconded by
3®18-75 Commissioner Grannes to approve the minutes of the
March 18, 1975 meeting. The motion passed unani-
mously.
Review of Park Plan Chairman Zerban introduced the first item of busi-
ness on the agenda, continued review of the parkso
• He noted that Mr. Hagel had compiled the recommended
improvements and developments in the various parkso
Mr. Hagel proceeded with an explanation of the
„information. He noted that in order to maintain
continuity in the recommendations he had suggested
staff recommendations in some places that were not
recommended by the Park Service Area Committees
He noted briefly that some of these consisted of a
hockey rink at West Palmer, volleyball courts and
tennis courts, entrance lighting and building
lighting, walks and parking lot lighting, playground
apparatus improvement, surfacing for walkways,
apparatus and parking lots, and signeryo He stated
that if an improvement were to be made in this area
in one park it most generally would be considered
as an overall improvement for all parkso
Commissioner Harvey then inquired as to the proposal
by the Brooklyn Center School District regarding
lighting of the tennis courts on the school property.
Mr. Hagel noted that he had been in receipt of a
proposal for joint lighting of the tennis courts
on the high school property on a pay as you go
basis for use. He briefly reviewed the philosophy
of tennis court construction and lighting by the
Brooklyn Center Park Department. He noted that
while this would be advantageous it could also
possibly create some negativism in lighting only
one area of the tennis facilities. He noted that
the neighborhood parks might also be considered in
lighting. He further commented as to other possi-
lities than l.ighti.ng
There was extensive discussion as to the lighting
of athletic facilities in the parks and the cost
of that program. Mr. Nagel commented on the
changing needs of the community. He noted that
ten or twelve years ago wading pools were a very
popular concept and tennis courts were not even
considered but now there seems to be a reverse in
that wading pools are not in demand. He noted that
he would further study this proposal from the
Brooklyn Center School District regarding joint
lighting and that it should be looked at as part
of the Comprehensive Plan.
The Brooklyn Center Park and Recreation Commission Recess
recessed at 8-.00 pomo and resumed at B.-30 p.m.
Mr. Hagel directed a tour for the Park and Recreation Tour of the
Commission of the Community Center. He noted that Community Center
the pool, deck had recently been finished and that the
exercise room had been carpeted along with tiling in
the shower rooms.
Mr. Hagel then continued with his review of improve.-
men.ts for Central Park. He reviewed a plan that had
been done depicting possible locations and improve-
ments regarding the Central Park area. He noted on
the plan that it comprehended for an archery range,
eight tennis courts, two lighted softball diamonds,
a lighted baseball diamond, utilization of the existing
Garden City Park and an outdor_,r band shell theater type
arrangement. He commented that there would aiso be
areas for passive recreat;ic anal picnicking and that
this total concept involved the realignment of the
Creek. He noted that the archery, range had already
been started and was i.n an ini,-_.tial use stage
A lengthy discussion ensued relative to the develop-
ment of Central Park, It was the general consensus
of the Commission tc further study the proposed plan
as depicted.
Mr, Hagel then noted that he would review the Shingle
Creek Trailway and Palmer Lake Basin at the next meeting.

Motion by Commissioner Pickering and seconded by Commis- Adjournment
sicner Harvey to adjourn the meeting. The motion passed
unanimously. The Brooklyn Center Park and Recreation
Commission adjourned at 9.45 p.m.
