Call to Order The Brooklyn Center Park and Recreation Commission
met in regular session and was called to order by
vice-Chairman Pickering at 7®15 p.m.
Roll Call Vice-Chairman Pickering, Commissioners Grannes,
Bogle and Brenny. Also present were Councilman
Tony Kuefler, Director of Parksand Recreation Gene
Hagel and Administrative Assistants Ron Warren
and James Lacina.
Approval of Minutes Motion by Commissioner Bogle and seconded by Com-
1®21®75 missioner Grannes to approve the minutes of the
January 21, 1975 meeting. The motion passed unani-
mously.
Review of The Director of Parks and Recreation Gene Hagel
Parks Study continued with his review of capital items and
maintenance items that were recommended in the
park study inventories,
A lengthy presentation followed relative to these
recommendations on each of the parks.
He commented that Freeway Park, considering its
size and location, was not designated as a major
recreational activities park. He noted that
building replacement and rest rooms were recom-
mended for this area. He then commented on West
Palmer Lake Par;,-. He stated that there were some
very good concepts suggested in reviewing this
park.
A brief discussion ensued relative to placing a
polyethylene surface under the skating rink area.
Mr. Hagel stated that this was one of the recom-
mendations for the park. He further stated that
there are advantages and disadvantages to such a
subsurface. He noted that although it did hold
the ice for a longer skating period it was also
very expensive. He also stated that the recom-
mendations called for a walkway around the peri-
meter of the park utilizing a bird observatory
in the Palmer Lake area.
Garden City Park was the next park discussed by
Mr. Hagel. Commissioner Brenny noted a concern
for the soil conditions in the park and inquired
as to whether the possibility of reworking that
soil might be part of the recommendations. Mr. Hagel
stated that he did feel the soil was in bad shape be- •
cause of the peat in this area and that he did also
feel the soil in this whole general area would be
reworked if and when Central Park were developed.
A brief discussion ensued relative to the condition
of the soil in Central Park and Garden City Park®
Mr. Hagel noted that because of the soil condition
the cost of installing regular flush type toilets
would be prohibitive. He noted that the Commission
might consider recommending chemical permanent type
facilities in parks with this type of soil. Mr. Hagel
thenrevi.ewed the recommendations for Brooklane and
Kylawn Parks.
The Brooklyn Center Park and Recreation Commis. Recess

Mr. Hagel then continued his review of the recom- Continued Review
mendations by noting that Orchard Lane Park was of Park Studies
recommended for a wading pool. He briefly reviewed
the philosophy and concepts regarding the wading
pool program. He noted that initially wading pools'
were a very popular item but that now very rarely
are wading pools installed and that the demand has
decreased considerably. He then stated that the
type of pool that Brooklyn Center has is very costly
to operate because it is not on a filtering system®'
He stated that to meet the minimum health require-
ments it is required that one of the members of the
park crew add chlorine to the water occasionally
throughout the day. He stated that if the system was
a reusable system, this chlorine could not be monitored
the water could be filtered,
Vice-Chairman Pickering requested that Mro Hagel
check into the wading pool trends and the costs
of providing a filtering system for the existing
poolso
Mro Hagel then proceeded with a review of Grandview
Park. He noted that this park did provide police
problems during the summer but that this problem
seemed to be under control at this time. He also
commented that the recommendations for Grandview
consisted of general landscaping and the addition
of trees. He concluded his review by noting the
recommendations for Lions Park and Bellvue Park®
Mro Hagel then stated that at the next, meeting the
Commission should review the Twin Lake properties,
River Ridge Park, Central Park and the Shingle
Creek trailways as part of its recommendations
for the Comprehensive Llano
Ski Tour The secretary noted that the cross-country ski
tour had been set for February 28, 1975 at
8930 p.m. He stated that the tour would commence
from the recently moved shelter building at the
end of 61st Avenue. He noted that invitations
were sent to all members of the Park and Recrea-
tion Commission and Conservation Commission.
Kaleidoscope The secretary next commented that Kaleidoscope
would be held April 6, 1975 and that he felt the
Park and Recreation Commission should again parti-
cipate in a similar manner as it did last year.
He noted that the Commissioners should consider
recommendations for involvement and be prepared
to put together a Kaleidoscope program at the
March meeting
