Hennepin and the State of Minnesota
REGULAR SESSION
APRIL 16, 1974
CITY HALL
Call to Ordcr The Brooklyn Center Parks and Recreation
Commission met in regular session and was
called to order by Chairman Zerban at
7;10 p.m.
Roll Call Chairman Zerban, Commissioners Pickering,
Roche, Bre.nny, Bogle, Johnson and Grannes.
Also present were Director of Parks and
Recreation Gene Hagel, Community Center
Director Betty Anderson, Judy Hovis, Intern,
Councilman Tony Kuefler, Jim Knight, repre-
senting the Football Association and Admini-
strative Assistant James Lacina.
Approval of .Minutes Motion by Commissioner Pickering and seconded
® 3-19-74 by Commissioner Roche to approve the minutes
of the March 19, 1974 meeting. The motion
passed unanimously.
"Pride in Your Chairman Zerban introduced the first item of
City" Report business on the agenda. He stated that the
"Pride in Your City" project would be coming
up April 27th and that the final coordination
for this project should be under way.
Commissioner Bogle then gave a brief review
of the recent happenings concerning the project.
He stated that he had been in contact with
Commissioner Winkelman of the Conservation
Commission about the final procedures for the
"Pride in Your City" project. He further
commented that he would like to see good coop-
eration from the Parks and Recreation Commission
members. He then gave a brief presentation on
the progress of the "Pride in Your City" project.
He stated that it would be necessary for each
Commissioner to contact the Park Service Area
members and coordinate their efforts on
Saturday, April 27, to help clean up the parks.
He stated that each Commissioner would be
responsible for one Park Service Area and
that through the utilization of the Park
Service Area Committee members each park
would have someone in charge.
Commissioner Roche then gave a brief pre-
sentation on the makeup of the larger
posters. She stated that if anyone was
interested in helping make posters or knew
of someone who was interested in helping
make posters they should contact Commis-
sioner Bogle.
The secretary noted that letters had been
sent to the churches, schools and elemen-
tary schools and that flyers for the elemen-
tary school children would be delivered to
the schools by April 24th for distribution
to the children on Thursday..
Commissioner Bogle again emphasized the
aspect of coordination between the Park
Service Area Committee members and the
Commissioners to assure a successful pro-
ject in the parks.
• Football Chairman Zerban introduced Mr. Jim Knight
Association from the Football Association. Mr. Knight
Report presented the proposals the Football Asso-
ciation is making regarding new football
fields.
Mr. Knight gave a brief background of the
Football Association's program and involve-
ment in Brooklyn Center. He teen outlined
the three proposals of the Foot~all Asso-
ciation. Each proposal was situated in a
different park. He stated that because of
the intense use of Grandview Park the Foot-
ball Association felt it was necessary that
another field be developed to relieve this
pressure, and any of the three proposals
would definitely help the situation. He
then outlined each proposal showing macs
and drawings for the respective parks. The
three proposals were in 1) Evergreen Park,
2) Freeway Park and 3) Willow Lane Park. A
lengthy discussion ensued relative to each
proposal. Councilman Kuefler questioned
Mr. Knight as to the use of the fields.

Mr. Knight responded by saying that the Foot-
ball Association plays three games a night on
two nights a week.
The secretary asked Mr. Knight for approximate
dollar costs for the proposed field. Mr. Knight
responded by saying that he felt the field
could be constructed with lights for around
$6,000. A brief discussion ensued relative to
the Fridley field which had recently been com-
pleted. The cost for that field was in the
neighborhood of $9,000®
Mr. Hagel commented as to the use of the
School District°s fields for possible football
use. Mr. Knight responded by saying that he
had not been in contact with the School Dis-
trict yet but that he had anticipated some
contact with them in the future.
Chairman Zerban thanked Mr. Knight for his
presentation and stated that the Commission
would take their proposals under advisement.
The Parks and Recreation Commission recessed
at 8®20 p.m. and resumed at 8:35 p.m.
Presentation by Mr. Hagel then proceded with the next item of
Mr. Hagel on business on the agenda, procedures for park
Procedures for development. A lengthy presentation ensued
Park Development relative to park development, focusing on
Central Park. Mr. Hagel reviewed the Central
Park plan as it had originally been proposed.
He enumerated a list of possible embellish-
ments to the park and the park system,
Chairman Zerban then questioned Mr. Hagel with
regard to cost for each of the items in the
park and for the development of the total park
as it was planned. Mr. Hagel responded that
he did not have figures for each item or for
the total development of the park at this time,
but that if it were the wish of the Commission,
he would gather some estimates for Central Park
development. Councilman Kuefler questioned
Mr. Hagel as to tr(- use of park development
money for the total park system rather than
for the development of Central Park. Mr. Hagel
stated that at this time he felt it was necessary
to develop Central Park and that the other parks
in the City seemed in fairly good shape.

It was the consensus of the Commission to have
Mr. Hagel solicit development costs for Central
Park,.
Community Education Commissioner Grannes gave a brief report on
in School District Community Education School effort in School
No. 281 District No. 281. She stated that the School
District plans to use Northport School for
their Community Education program in 1975 and
that they solicited input from the City Parks
and Recreation Department regarding the pos-
sible uses.
Mr. Hagel commented that he could see no change
in the Community Education program regarding
District No. 281 in the foreseeable future.
Adjournment Motion by Commissioner Bogle and seconded by
Commissioner Grannes to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Parks and Recreation Commission ad-
journed at 9:20 p.m.
