and the State of Minnesota
REGULAR SESSION
MARCH 19, 1974

Call to order The Brooklyn Center Parks and Recreation
Commission was called to order by Chair-
man Zerban at 7:05 p.m.
Roll Call Chairman Zerban, Commissioners Bogle, Roche,
Brenny, Pickering, Grannes and Johnson. Also
present were Director of Parks and Recreation
Gene Hagel, Councilman Tony Kuefler and Admini-
strative Assistant James Lacina.
Approval of Minutes: Motion by Commissioner Grannes and seconded
2-19-74 by Commissioner Bogle to approve the minutes
of the February 19, 1974 meeting. The motion
passed unanimously.
Park Service Area Chairman Zerban introduced the first item of
Committee Appointment business on the agenda. He welcomed the Park
Service Area Committee members to the meeting
and thanked them for volunteering their time
to help improve the Park and Recreation system
in Brooklyn Center.
The secretary handed out a copy of the enabling
legislation of the Parks and Recreation Commis-
sion accompanied by a map depicting the Commis-
sion areas. He reviewed the enabling legisla-
tion relative to the Park Service Area Committees.
Chairman Zerban introduced each Park Service
member and the area that they represented. He
also introduced the Commissioners and staff
members. He further stated that the Mayor would
give a brief presentation to the new Park
Service Area members during the meeting. He
reserved further comment until the Mayor arrived.
Kaleidoscope Commissioner Grannes presented a brief survey
Presentation that will be used at Kaleidoscope. She stated
that the questionnaire was put together with
the help of Mr. Hagel. The secretary commented
that he would have the survey retyped on an
off-set master and would run copies.
• Parks and Recreation Director Hagel commented
on the handouts that he would be using and the
procedures to be followed at the Kaleidoscope
presentation. The secretary reviewed the loca-
tion of the Parks and Recreation Commission's
booth.
Councilman Kuefler gave a brief presentation
on a Kaleidoscope concept for the Park Service
Area members.
The secretary commented as to arranging times
for the Commissioners to be at the Parks and
Recreation booth so that some one would be
there at all times to answer questions regarding
the Parks.and. Recreation Commission and its
involvement with the,park system.
The following schedule was set up:
Commissioners Grannes and Zerban:
11:00 - 1:20
Commissioners Pickering and Johnson:
1:20 - 3:40
Commissioners Brenny and Bogle:
3:40 - 6:00
"Pride in Your Chairman Zerban introduced the next item of
City" Report business on the agenda, the "Pride in Your
City" report.
Commissioner Roche reviewed the "Pride in
Your City" project for the benefit of the
Park Service Area Committee members. A
lengthy discussion ensued relative to the
involvement of the Parks and Recreation
Commission and the Park Service Area Com-
mittee members in the "Pride in Your City"
project. Commissioner Roche stated that
the main concern of the Parks and Recrea-
tion Commission and the Park Service Area
Committee members would be to insure the
cleaning up of the parks. She stated
that flyers and letters would be sent out
to schools and the scout groups to solicit
their active support for the project.

Commissioner Roche then commented on two new
aspects of the "Pride in Your City" project
that she had discussed with Parks and Recrea-
tion Director Gene Hagel. She stated that some
groups would be interested in planting flowers
in the parks and that Mr. Hagel would arrange
for places in the parks for these flowers to
be planted. Another aspect regarding the "Pride
in Your City" project would be the painting of
trash barrels. The use of land for setting up
garden plots was also brought up for discussion.
There seemed to be a need and a great amount of
concern on the part of the senior citizens for
some spring activity regarding gardening.
Mr. Hagel commented that this matter would re-
quire further study but that he felt it was an
excellent idea. He offered a suggestion as to
a plot of land near the civic center that is
unused park ground which could be used by the
senior citizens to set up garden plots.
The Parks and Recreation Commission recessed at
8:00 p.m. and resumed at 8:20 p.m.
Mayor Cohen arrived at 8000 p.m.
Mayor Presentation Following the recess Mayor Cohen gave a brief
presentation to the Park Service Area members.
He welcomed them and again thanked them for
their interest in the community by volunteering
to help on the Park Service Area Committees.
He commented on the concept of community input
into the park development and stated that the
Park Service Area Committees played a vital
part in this park development. He stated that
the use of money for park development and the
ideas of park development would have to come
from the citizens and that through this method
the Park Service Committees, the City and the
staff could get the ideas of the citizens.
He also stated that this concept of Park Ser-
vice Area Committees was a model idea of solic-
iting community input. Chairman Zerban thanked
the Mayor for his comments to the Park Service
. Area members.
Mayor Cohen left the meeting at 8:45 p.m.

Commissioner Johnson questioned Mr. Hagel as
to the expenditures in the Parks and Recrea-
tion budget. Mr. Hagel commented that much
of the Parks and Recreation budget was self-
supporting through the fees charged for
classes. He stated that he did not have a
detailed breakup with him but that all expen-
ditures were based on need in the parks and
that they tried to spread the money out equally
in all the parks.
Councilman Kuefler commented that this would
be a very educational process for the Park
Service Area members and would take some time
for them to realize the full impact and the
realm of their duties regarding the Parks and
Recreation Commission. He also welcomed them
and thanked them for their interest in the
Parks and Recreation Commission.
Twin Lake The secretary introduced the next item of
Report Status business on the agenda, the Twin Lake Report
status. He handed out a joint resolution
that was passed by the Parks and Recreation
Commission and the Conservation Commission
to the Park Service Area Committee members.
Councilman Kuefler commented on the procedure
that will be followed regarding the recommen-
dations that were made to the City Council.
He stated that the staff would contact the
cities of Crystal and Robbsindale regarding
these matters and that the final outcome or
recommendations would be presented to the
County since they were the delegated body
with jurisdiction over the lake.
The secretary stated that the City Council
was very impressed with the report and the
recommendations and that they approved the
report and resolution.
Other Business Commissioner Grannes commented on a letter
that she had received from School District
No. 281 regarding Community Education Program
and use of the schools. Mr. Hagel stated that
he had also receved the same letter from
School District No. 281 and that the program
they were endorsing was the same as that al-
ready being carried out in the Osseo School
District. He further stated that he visualized
no change in the operation of the Parks and
Recreation Department's programs with respect

to this letter. Chairman Zerban asked for a
volunteer to attend the meeting described in
• the letter. Commissioner Grannes said that
she would attend if at all possible and Parks
and Recreation Director Gene Hagel said that
he would also be there.
Councilman Kuefler briefly summarized the
intent of the Community Education Program and
the Parks and Recreation Department involve-
ment in this situation for the Park Service
Area Committee members.
Football Field Chairman Zerban commented on a contact that
he had made with the Football Association
regarding condition of football fields and
the possibility of setting up a separate
field. Commissioner Brenny stated that the
Football Association®s main interest was
providing one separate field to be used only
for football. He further stated that this
field could operate in the same way that the
Little League situation works with their
fields. Councilman Kuefler stated that the
Football Association was interested in a
single purpose field and that this concept
had been tried in Fridley. Mr. Hagel re-
sponded and a brief discussion ensued rela-
tive to the use of Park property for single
purpose uses.
Commissioner Roche left at 9:00 p.m.
Chairman Zerban appointed a committee of
himself and Commissioner Pickering for getting
in contact with the Football Association and
report back to the Parks and Recreation Com-
mission on the football field matter.
Adjournment Motion by Commissioner Pickering and seconded
by Commissioner Grannes to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Parks and Recreation Commission adjourned
at 9:05 p.m.
