HomeMy WebLinkAbout1974 02-19 PRMMinutes of the Proceedings of the Parks and Recreation Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION FEBRUARY 19, 1974 CITY HALL Call to Order The Brooklyn Center Parks and Recreation Commission met in regular session and was called to order by Chairman Zerban at 7:05 p.m. Roll Call Chairman Zerban, Commissioners Roche, Grannes, Johnson and Pickering. Also present were Parks and Recreation Director Gene Hagel, Councilman Tony Kuefler and Administrative Assistant James Lacina. Approval of Minutes Motion by Commissioner Pickering and seconded by 1-15-74 Commissioner Grannes to approve the minutes of the January 15, 1974 meeting. Motion passed unanimously. Commissioner Bogle arrived at 7:08 p.m. Twin Lake Resolution The secretary introduced the first item of business on ® the agenda, the Twin Lake Power Boat Resolution. He stated that the resolution is presented to the Parks and Recreation Commission for adoption, and if is so received would then be presented to the Conservation Commission. A brief discussion ensued relative to the resolution. Mr. Hagel questioned the fact that there was no mention of swimming activities in the resolution. The secretary responded by stating that the resolution did contain nonmotorized recreational activities. It was the consensus of the Commission that swimming and other activities of nonmotorized type would be classified under that heading. Member Gerald Johnson introduced the following resolution and moved its adoption: RESOLUTION RECOMMENDING CERTAIN CONTROLS FOR THE USE OF MOTORIZED WATERCRAFT ON TWIN LAKE The motion for the adoption of the foregoing resolution was duly seconded by member Don Bogle, and upon vote being taken thereon, the following voted in favor thereof: Chairman Zerban, Commissioners Johnson, Bogle, Grannes, Pickering and Roche; and the following voted against the same: none, whereupon said resolu- tion was declared duly passed and adopted. Park Service Area Chairman Zerban introduced the next item of business Appointments on the agenda. He stated that Park Service Area appointments would probably be made in the very near future. He commented that he had been in touch with the Mayor on this matter. He reviewed the names that had been submitted as Park Service Area Committee members. He also stressed the importance of getting the rest of the positions filled so that the Mayor could make the appointments and the Park Service Area Committees would be at full staff. Kaleidoscope Report Chairman Zerban then introduced the next item on the agenda, the Committee reports. He referred to Commissioner Roche who explained the procedures to be followed with respect to the Kaleidoscope involve- ment. Commissioner Roche stated that she had been in contact with Mr. Hagel and that they had tentatively proposed a brief survey regarding the park system, to be passed out on Kaleidoscope Day and filled out at the Park and Recreation Booth. Mr. Hagel then outlined part of the survey. Commissioner Roche • stated that ,a more lengthy detailed survey would be passed out later in the spring, presumably May, with the summer booklet of the Parks and Recreation Department. Councilman Kuefler suggested using space on the survey for a question regarding the Park Service Area Committee members. He stated that he thought it would be an excellent idea for interested persons to be contacted by the Commission for possible appointment for Park Service Area Committee members and that this could be accomplished by simply providing a box for them to check if they were interested. Mr. Hagel then listed the types of materials that would be presented that day at the booth along with the numerous lists of handouts. He stated that drawings of parks and park plans would be available for display. Councilman Kuefler suggested that in the conversation • with the citizens the Commissioners talk about the broad concept of the parks and try to find out from the citizens what their areas of interests are with respect to the park system. -2- 2-19-74 Commissioner Bogel suggested that the survey be a list of not more than ten or twelve questions and be only one-half page long to ensure a better response in answering all the questions. Commissioner Johnson suggested that a large map be used showing the park service area committees and the name of the Commissioner who is from each Park Service Area. Councilman Kuefler added that maybe a list of the duties and responsibilities of the Commission could be attached to the other handouts that Mr. Hagel spoke of. The secretary stated that he would get a large map with the Park Service Areas drawn on it and the Park and Recreation Commissioner in each appropriate area indicated. "Pride in Your City" Commissioner Bogel summarized the progress of the "Pride in Your City" project. A brief discussion ensued relative to the concept of "Pride in Your City" and the organization of the project. Commissioner Roche noted a list of areas to be cleaned up during the "Pride in Your City" week and stated that the members of the Committees would be in contact with all the schools • and civic groups that would be helping out on this project. She also stated that this would be an excellent opportunity for Park Service Committee members to get involved with the Parks and Recreation function. Commissioner Bogle supported this suggestion by saying that the Park Service Area Committee members would be in charge of one area of the Park Service area to make sure that it is cleaned up appropriately. Councilman Kuefler suggested that the Parks and Recreation Commission solicit help for the "Pride in Your City" project at the Kaleidoscope booth. It was the consensus of the Commission to follow up on this suggestion. The Park and Recreation Commission recessed at 8:05 p.m. and resumed at 8:25 p.m. Park Planning Mr. Hagel then showed a lengthy slide presentation on park concepts and park development. He noted the different use of materials and architectural design in park planning. • Chairman Zerban commented on the concept of the Comprehensive Park Plan. He reviewed a handout which was directed to the Park Service Area needs. -3- 2-19-74 He stated that this handout could be followed by each Commissioner with respect to their Park Service Area. He emphasized the process of explaining the function and scope of the park system to each park service area committee member and the importance of soliciting their responses to the needs of the park system as a whole. He also stated that input from all citizens regarding parks and the park system would be greatly appreciated. A brief discussion ensued relative to the philosophy of park planning. Chairman Zerban stated that he would appreciate feedback on the park planning concept no later than their May meeting. Winter Hike in Commissioner Grannes stated that the Conservation Palmer Lake Basin Commission would be holding their winter hike in the Palmer Lake Basin on Sunday ® February 24 ® 1974 ® from 1®00 p.m. to 4:00 p.m. She urged attendance if at all possible. Parks and Recreation The secretary noted that the Commissioners would be Magazine receiving a copy of the Parks and Recreation Magazine monthly through the curtesy of the Park and Recreation Department and Mr. Gene Hagel. He suggested that this magazine might be helpful in getting concepts and ideas regarding park planning. • Adjournment Motion by Commissioner Grannes and seconded by Commissioner Bogle to adjourn the meeting.
