and the State of Minnesota
REGULAR SESSION
JANUARY 15, 1974
CITY HALL
Call to Order The Brooklyn Center Parks and Recreation
Commission met in regular session and was
called to order by Chairman Zerban at 7:15 p.m.
Roli Call Chairman Zerban, Commissioners Roche, Grannes,
Bogle, and Johnson. Also present were Parks
and Recreation Director Gene Hagel, Council-
man Tony Kuefler and Administrative Assistant
James Lacina.
Approval of Minutes: Motion by Commissioner Bogle and seconded by
12-18-73 Commissioner Johnson to approve the minutes
of the December 18, 1973 meeting. The motion
passed unanimously.
Chairman Zerban introduced the new Commission
member, Mr. Don Bogle and congratulated him
on his appointment. He also congratulated
Commissioner Roche on her reappointment to
the Commission.
Twin Lake The secretary introduced the first item on
Recommendations the agenda, recommendations for Twin Lake
Proposal. He reviewed the Conservation
Commission's action and procedures.
A lengthy discussion ensued relative to the
recommendation and procedures of the Conser-
vation Commission. Chairman Zerban stated
that he completely favored banning motors
on the lake, but also realized that this
possibility might be difficult to get
cooperation on. Commissioner Roche stated
that she agreed with the recommendations
made by the Conservation commission and felt
that they were fair to all concerned. She
stated that lowering the horsepower and
limiting the area for use of motorized
watercraft would greatly enhance the recrea-
tional possibilities.

Chairman Zerban questioned Commissioner Grannes
on the number of people who had higher horse-
power motors at lake property on different lakes.
Commissioner Grannes responded that in many
cases while taking the survey it was noted that
people had lake property on other lakes and used
higher horsepower motors on those lakes. Commis-
sioner Grannes also offered her support to the
recommendations made by the Conservation Commis-
sion.
Commissioner Roche questioned the effect of
lowering horsepower rating or completely banning
motors on the land and the sale of it. Chairman
Zerban responded that something of this nature
might work both ways. He stated that although
people may be interested in the land for the
recreational possibilities with motors there
certainly may be other instances where people
would be interested in L.he land for recreational
possibilities with no motors.
Commissioner Johnson commented on the use of a
time restriction for motors on the lake. commis-
sioner Bogle responded that he did not feel it
was necessary since the horsepower limit was cut
to 10. He felt this would also dictate use
because of the necessary lights required on boats
to operate at night.
Councilman Kuefler agreed with this stating
that on most small motors there were no battery
or generator capabilities to handle the neces-
sary lights for night use.
Motion by Commissioner Johnson and seconded by
Commissioner Bogle to adopt the recommendations
made by the Conservation Commission and to draft
a joint resolution outlining the recommendations.
Motion passed unanimously.
BC Kaleidoscope - 74 Chairman Zerban introduced the next item on the
agenda, BC Kaleidoscope - 74. A brief discus-
sion ensued relative to the involvement of the
Parks and Recreation Commission in BC Kaleido-
scope - 74. Mr. Hagel explained the concept
of Kaleidoscope - 74 and some of the thoughts
he had regarding the Parks and Recreation
Department's display. Chairman Zerban com-
mented that it was necessary for the Parks

and Recreation Commission to in some way
portray the concept of the Commission and
• make people aware of exactly what a Parks
and Recreation Commission does.
Commissioner Roche suggested the use of a
brief survey or questionnaire to be handed
out at the display booth which people could
respond as to the use of parks, what they
like about the parks or what they would
like to see in the parks in the future.
Chairman Zerban appointed a committee to
develop the Kaleidoscope - 74 involvement.
Commissioners Roche and Grannes were appointed
to develop the questionnaire and to coordinate
and plan the involvement of the Parks and
Recreation Commission in Kaleidoscope - 74.
Recess The Commission recessed at 8:00 p.m. and
resumed at 8:20 p.m.
Park Building The secretary reviewed the action that was
Relocation Report taken on the proposal to move the park
• building. He stated the City Manager had
recommended moving the building in the
spring and that contact hab been made with
the City of Crystal regarding moving the
building to the Kylawn Preserve.
Cross Country Chairman Zerban introduced the next item on
Ski Party the agenda, the Cross Country Ski Party.
He urged participation from all the members
of the Commission. Councilman Kuefler stated
that he would be in charge of the refresh-
ments and that the starting time should
probably be between 8:30 and 9:00.
Non-Use of Public Chairman Zerban commented on the article
Parks: Why? distributed by Mr. Hagel on the non-use of
public parks. He stated that he felt the
article was very informative and interesting.
Mr. Hagel commented on the idea of park
planning and park design. Commissioner
Roche noted that parks must be aesthetically
pleasing as well as being functional.
• Chairman Zerban commented on the use of wood
forms in the parks and the use of mounds of
dirt, straying from the traditional concept

of flat parks. He also stated that any new
® concepts or new material would be very help-
ful in the development of a park comprehen-
sive plan by the Parks and Recreation Com-
mission.
Mr. Hagel commented on professional planning
in parks stating that it was necessary for
effecient park planning.
"Pride in Your City" Commissioner Roche presented the "Pride in
Your City" Project. A lengthy presentation
followed relative to the planning and in-
volvement in the "Pride in Your City" Project.
She stated that the City would be divided by
the Park Service Areas and that schools, parks
and open spaces would be the areas of concen-
tration. She further stated that the use of
Boy Scouts and Girl Scouts and other civic
groups would be solicited for help in cleaning
up the parks and open areas. She stated that
publicizing the event would have to be done
and could be approached by two methods:
• 1. By newspaper advertising
2. By flyers and posters
She stated that there was a possibility of
using school art groups or classes to draw
a poster depicting the "Pride in Your City"
week and thus encouraging involvement from
these schools. She stated that the "Pride
in Your City" week was tentatively set for
the week of April 27 through May 4.
Commissioner white expressed concern of
Parks and Recreation Commission involvement
and stated that he felt involvement should
only be in the areas of the parks. Chairman
Zerban agreed with his concept.
It was the consensus of the Commission to offer
full support of the project.
Chairman Zerban then appointed Commissioner
Bogle to help Commissioner Roche in planning
the "Pride in Your City" concept. Commis-
sioner Bogle stressed the importance of
planning to make the event successful.

Park Service Chairman Zerban stated that the Park Service
Area Committees Area Committees would be appointed soon and
is that it would be necessary for the Commis-
sioners to contact the Committee members.
Adjournment Motion by Commissioner Roche and seconded by
Commissioner Grannes to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Parks and Recreation Commission ad-
journed at 9:20 p.m.
