HomeMy WebLinkAbout1973 12-18 PRMMinutes of the Proceedings of the Parks . and Recreation Commission of the City of Brooklyn Center in the County of Hennepin and the State of Minnesota REGULAR SESSION DECEMBER 18, 1973 CITY HALL Call to Order The Brooklyn Center Parks and Recreation Commission met in regular session and was called to order by'Chairman Zerban at 7:05 p.m. Roll Call Chairman Zerban, Commissioners Grannes and Pickering. Also present were Director of Parks and Recreation Gene Hagel and Administrative Assistant James Lacina. Approval of Minutes: Motion by Commissioner Grannes and seconded 11-13-73 by Commissioner Pickering to approve the minutes of the November 13, 1973 meeting. The motion passed unanimously. Twin Lake Power The secretary introduced the first item Boat Report on the agenda - the Twin Lake Power Boat Report. He reviewed the procedures that would be-followed for recommendations. He then outlined the recommendations that the Conservation Commission proposed and the justifications for these recommendations. Chairman Zerban stated that due to the sparse attendance at the Commission meeting he would like to defer the matter of making recommendations until all the Commission members can get a copy of the recommendations proposed by the Conservation Commission for study and reviewal. It was the consensus of the members present to defer this matter for recommendations until the January 15 meeting of 1974. "Pride in Your City" The next item on the agenda - "Pride in • Your City" - was introduced by Chairman Zerban. He stated that Commissioner Roche had been in contact with Commissioner Winkelman of the Conservation Commission and that they have compiled some preliminary procedures. Chairman Zerban then commented as to the scope of the Parks and Recreation Commis- sion involvement. He stated that the Parks and Recreation Commission should be primarily con- cerned with the clean-up and pick-up of the park areas. He stated that Commissioner Roche had a written report that would be submitted to the secretary for duplication and distribution to the Commis- sion members for reviewal at the January 15 meeting of 1974. BC Kaleidoscope - 74 Chairman Zerban introduced the next item on the agenda - BC Kaleidoscope - 74 and a brief discussion ensued relative to the Commission's involvement. Chairman Zerban stated that he felt the Commission and the Parks and Recrea- tion Department could work jointly on a dis- play. He also stated that he felt the Parks and Recreation Commission should have a separate part of the display related specifically to the philosophy and functions of the Parks and Recreation Commission and the process for in- volvement in Park and Recreation decisions and projects. Brooklyn Center - The secretary reviewed the procedure that was Crystal Environmental followed for the Conservation Commission meeting Task Force Proposal explaining the report and findings. He stated for Relocating Park that upon approval by the Parks and Recreation Building Commission the proposal would be submitted to the City Manager. A brief discussion ensued relative to moving the park building to the Kylawn area. Mr. Hagel commented on the maintenance of the building stating that he felt that Brooklyn Center Parks and Recreation Department would be able to handle maintenance of the building due a to the fact that there were no heating or plumb- ing requirements in the building and that the maintenance and upkeep would be minimal. The secretary commented on the map attached to the report stating that in the event the building would not go under the freeway on Brooklyn Blvd., an alternate route of Zane Avenue could be used. -2- 12-18-73 Motion by Commissioner Pickering, seconded by Commissioner Grannes to approve the Brooklyn Center - Crystal Environmental Preserve Task Force proposal for Relocation of Park Building. The motion passed unani- mously. Development of the Mr. Hagel commented on future projects of Park Comprehensive involvement for the Parks and Recreation Plan Commission. He noted that one of the functions of the Commission was to make recommendations regarding park planning. A brief discussion ensued relative to park planning throughout the City. Mr. Hagel stated that Palmer Lake basin and Central Park were two areas of major concern being undeveloped as they are. He noted that the influx of people in the Shingle Creek Towers highrise would add usage to the facilities of Central Park. He further stated that in park development it is de- sirable for a theme to be consistant throughout the park. Councilman Kuefler arrived at 8:30 p.m. Snowmobile Usage Chairman Zerban commented on the usage of snowmobiles in the City. A brief discus- sion ensued relative to the possibility of eliminating snowmobiling if that action were necessary because of the increasing number of complaints. Councilman Kuefler stated that action by the Council might be warranted if the num- ber of complaints regarding snowmobile misusage became too great. He further stated that he noticed a considerable amount of snowmobiling in unauthorized areas of Palmer Lake basin. Cross Country Councilman Kuefler proposed a cross country Ski Party ski party for the Kylawn area. He suggested inviting the Conservation Commissioners, Mayor Cohen and Mary Jane Gustafson and their spouse or guest. The party would be sponsored by the Parks and Recreation Commission on January 18, 1974. The ski tour would start -3- 12-18-73 at 8:30 at the Kylawn Park shelter building. After the tour, Councilman Kuefler suggest..' that hot refreshments be served at the Pax'ks and Recreation building. The'secretary stated that he would send out notices to people invited requesting a reply of attend- ance. Adjournment Motion by Commissioner Grannes and seconc!(<-' by Commissioner Pickering to adjourn the meeting. The motion passed unanimously.
