Hennepin and the State of Minnesota
REGULAR SESSION
OCTOBER 16, 1973
CITY HALL
Call to order The Brooklyn Center.Parks and Recreation
Commission met in regular session and was
called to order by Chairman Zerban at
7:05 p.m.
Roll Call Chairman Zerban, Commissioners Pickering,
Roche, and Grannes. Also present were
Councilman Tony Kuefler, Director of Parks
and Recreation Gene Hagel, and Adminstrative
Assistants James Lacina and Daniel Hartman.
Approval of Minutes% Motion by Commissioner Grannes and seconded
9-18-73 by Commissioner Roche to approve the minutes
of the September 18, 1973 meeting. The
motion passed unanimously.
Vandalism in the Parks Chairman Zerban introduced Mr. Gene Hagel,
Director of Parks and Recreation, who made
a presentation on vandalism in the parks.
He stated that vandalism was prevalent in
any park system and that there were no
magic solutions for curtailing it.
Mr. Hagel reported the conclusion of a
Park and Recreation conference which was
that the very nature of a park yields an
ideal situation for vandalism. He out-
lined the two basic types of vandalism:
1) the overt act of destruction, and
2) prankish or nuisance destruction. He
then indicated that the nuisance type
destruction was generally accepted as part
of a park operation. He continued by
stating that there were two ways of con-
taining vandalism: 1) immediate maintenanc,
and repair, and 2) the purchase of vandal
resistant materials in construction.
Mr. Hagel explained that publicizing acts
of vandalism, even though it makes people
aware of the problem, should be kept to a
minimum. He stated that approximately 10%
of the maintenance budget for the Park
Department was used to repair vandalism
and that this figure was about average.
Chairman Zerban comrtiented on the use of
Park Service Committees to deter vandalism.
Mr. Hagel responded by stating that it was
not their place to harass vandals but rather
report the vandalism.
A brief discussion ensued relative to a
Parental Responsibility Legislation.
Councilman Kuefler commented that such
legislation could play an import.-ant role
in the control of park vandalism.
Chairman Zerban thanked Mr. Hagel for his
presentation.
Tour of the Parks Chairman Zerban also thanked Mr. Nagel J',,,
the informative tour of the parks and
suggested that it be done again to keep
the Commissioners aware of the activities
in the parks.
Commissioner Roche questioned Mr. H~:.gnl
on the possible expansion of Riverda- 1.3
Park due to the increased number of children
in that area. Mr. Hagel responded by
stating that the increase in the number of
children was having a direct effect on
Evergreen Park. Fie stated that exp Tasion
of Evergreen facilities was ant-icipatad
in the future.
Commissioner Johnson arrived at 7:40 p.m.
Commissioner Johnoon asked Mr. I?agzl if
there was preferential treatment given to
certain parks. Mr. Hagel responded by
stating that the type of park facilities
provided at a certain park were dependent
upon the park classification. He further
stated that preferential treatment existed
only in terms of the parks proximity to ".-he
orginally developed residential areas in
Brooklyn Center.
Recess The Commission recessed at 7:45 p.m. and
resumed at 8:15 p.m.
Park Service Area Chairman Zerban noted that the Park Service
Committees Area Committees should be in operation by
the November meeting of the Commission. it
was the chairman's desire to invite the
Park Service Area Committee members to the
November meeting of the Commission.

Chairman Zerban also ecmmented on the
importance of the Par; Service Area
Coadnittees. He stated that Park Service
Area Committees should bag*.n repotting
to the Commission by the December meeting.
Power Boats on commissioner Grannes then resorted on the
Twin Lake power boats on Win Lake. She stated that
she met with commissioner Jensen of the
Conservation Commission to discuss the
issue. She reported that the Boy Scouts
and the Northport Citizens Advisorv Group
have offered support for the project.
Commissioner Grannes solicited brief ccm•-
ments from the Parks and Recreatioa Com-
missioners regarding power boats on Train
Lake.
It was the consensus of the Commission to
have Commissioner Grannes and Commissioner
Jensen draft a position paper for presen-
tation at a joint meeting of the Conser-
vation Commission and the Parks and Recrea-
tion Commis. on.
Motion by Commissioner Roche and seconded
by Commissioner Johnson to support the
effort of providing controls on power
boats using Twin Lake. The motion passed
unanimously.
Establish the Chairman Zerban established the November
November meeting meeting of the Parks and Recreation
Commission for Tuesday, November 13, 1973.
M.P.R.A. Conference Mr. Hagel then stated that the Minnesota
Park and Recreation Association has
scheduled its fall conference for
November 2 and 3, 1973. The secretary
stated that he would look into the possibil-
ity of sending Commissioners to the con-
ference.
Adjournment Motion by Commissioner Roche and seconded
by Commissioner Pickering to adjourn the
meeting. The motion passed unanimously.
The Parks and Recreation Commission ad-
journed at St45 p.m.
