RECREATION COMMISSION OF THE CIrZ OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
REGULAR SESSION
SEPTEMBER 18, 1973
CITY HALL
Call to Order The Brooklyn Center Park and Recreation Commission met
in regular session and was called to order by Chairman
Zerban at 7:04 p.m.
Roll Call Chairman Zerban, Commissioners Pickering, Roche, and
Grannes. Also present were Councilman Tony Kuefler,
Director of Parks and Recreation Gene Hagel, Super-
intendent of Recreation Arnie I'vavis, Assistant
Superintendent of Recreation Doug Bryant, Program
Supervisor Kathy Desteian, Administrative Assistants
James Lacina and Daniel Hartman.
Approval of Minutes Motion by Commissioner Pickering and seconded by
Commissioner Roche to approve the minutes of the
August 21, 1973 meeting. The motion passed unani-
mously.
Master Planning for Chairman Zerban introduced Mr. Gene Hagel who made
Parks a presentation 'on park concepts and classifications used
in park planning.
Mr. Hagel stated that there are four major classifications
of parks: 1) Neighborhood Parks (playlots, playgrounds,
and playfields), 2) Community Parks, 3) Linear Parks,
and 4) Special Use Parks.
Mr. Hagel also discussed the Palmer Lake area and its
proposed development. He stated that Palmer Lake was
to be developed into an active and passive recreational
center. He also commented that the Shingle Creek Trail
system would link Palmer Lake to Central Park. He
stated that the plan for Central Park was to develop a
community-wide active recreational facility.
Mr. Hagel also discussed the tennis courts planned for
Brooklyn Center. He stated that the city was in the
process of constructing tennis courts in certain parks
throughout the community.

Rules and Regulations A discussion ensued as to the development of rules and
for Recreation regulations for recreation organizations using the
Organizations Brooklyn Center park facilities. Mr. Arnie Pv.avis stated
• that many of the organizations were cooperating with
the Park and Recreation Department to make sure park
facilities are not abused.
Chairman Zerban thanked Mr. Hagel for his presentation
and his staff for their attendance.
Recess The Commission recessed at 7:56 p.m. and resumed at
8:29 p.m.
Commissioner Johnson arrived at 8:10 p.m.
Tour of the Parks The Secretary stated that arrangements have been made
for a tour of the city parks on September 25, 1973.
Happy Hollow Park Commissioner Grannes inquired as to the possibility
of having tennis courts constructed at Happy Hollow
Park. Mr. Hagel replied that Happy Hollow Park was
too small to justify tennis court construction.
Park Service Area Chairman Zerban then stated that he would like to see
Committee the Park Service Area Committees in operation by
• November. He commented that the names of interested
individuals should be submitted to the IVayor as soon
as possible.
Establish Regular The Commission established the third Tuesday of each
Meeting Night month as the regular meeting of the Park and Recreation
Commission.
Formal Expression to Motion by Commissioner Roche and seconded by
the Conservation Commissioner Grannes to thank the Conservation
Commission Commission for hosting the joint meeting between the
Park and Recreation Commission and the Conservation
Commission. The motion passed unanimously.
Power Boats on Twin A discussion ensued relative to power boats on Twin
Lake Lake. Commissioner Grannes stated that she was in the
process of contacting Commissioner Jensen of the
Conservation Commission to develop a method
whereby the opinions of the citizens of Brooklyn Center
could be expressed on the topic.
Adjournment Iviotion by Commissioner Grannes and seconded by
Commissioner Pickering to adjourn the meeting. The
motion passed unanimously. The Park and Recreation
Commission adjourned at 9:04 p.m.
