Brooklyn Center in the County of Hennepin
and State of Minnesota
REGULAR SESSION
JUNE 13, 1973

Call to Order The Parks and Recreation Commission met in
regular session and was called to order by
Chairman Zerban at 8:10 p.m.
Roll Call Chairman Zerban, Commissioners Pickering,
Johnson, White and Grannes. Also present
were Director of Parks and Recreation Eugene
Hagel and Administrative Assistant Daniel
Hartman.
Introduction of Chairman Zerban introduced Mr. Daniel Hartman,
Staff Personnel Administrative Assistant to the City Manager,
who will act as staff liaison to the Commis-
sion. He also introduced Mr. Gene Hagel,
Director of Parks and Recreation, who will be
available as a resource person to the Commis-
sion.
Duties and Respon- A discussion ensued relative to the duties
sibilities of the and responsibilities of the Parks and Recrea-
Parks and Recreation tion Commission as outlined in its enabling
commission resolution.
Commissioner Roche arrived at 8:27 p.m.
The discussion of the duties and responsibili-
ties of the Park and Recreation Commission
continued with Chairman Zerban outlining each
point in the resolution for the Commission.
He stated that the most important duty of the
Commission was to develop a Comprehensive Park
Plan for Brooklyn Center.
Tour of Brooklyn Interest was expressed by the Commissioners
Center Parks that they have an opportunity to tour the
City parks in the near future. Commissioner
Johnson stated that it would be his desire
to visit all of the parks to gain an under-
standing of the total park system. Commis-
sioner Roche added that it would be advanta-
geous to visit the parks during times when

activities are in progress. Commissioner
Pickering stated that it would be important
for the Commissioners to have a grasp on the
neighborhood makeup to relate to the type of
facilities required in the parks.
Orientation Program Chairman Zerban then noted that the next few
for the Commission meetings of the commission will be devoted
to an orientation program for the Commission.
He stated that the City Manager and Mayor
have been invited to the next meeting of the
Commission to discuss local government and the
role of the Commission in the operation of the
City. He also stated that the Director of
Parks and Recreation has expressed a desire
to discuss park planning concepts with the
Commission.
Park Service Areas A lengthy discussion ensued relative to the
Park Service Areas and the formation of the
Park Service Committees. Chairman Zerban
concluded the discussion by instructing the
Commissioners to make recommendations to the
Mayor for appointments to the Park Service
Committees and also to develop techniques to
be used in attaining the desired goals of the
Park Service Copurittees as outlined in the
enabling resolution.
The School Districts Chairman Zerban then emphasized the need for
in Brooklyn Center the Commission to develop a close relationship
with the school districts in Brooklyn Center.
He stated that this relationship could be
developed through Community Education Program
in the school districts.
Organizational Chart Chairman Zerban distributed an organizational
;chart for the Parks and Recreation Commission.
He stated that the chart was for the informa-
tion of the Commission. He also stated that
it showed the relationship of the Commission
to the Park Service Areas and the City staff.
Meeting with the The Commission expressed a desire to meet'in

Citizen Input into the Chairman Zerban then stated that the Commis-

opinions of the citizens in Brooklyn Center
as they relate to the Park and Recreation
program to be able to provide the City
Council with the needed citizen input.
Recess The Commission recessed at 9:02 p.m. and
resumed at 9:21 p.m.
Bylaw Committee Chairman Zerban established a committee to
draft bylaws for the parks and Recreation
Commission. He appointed Commissioners
Grannes and White to the committee to draft
the proposal.
Schedule Next Meeting It was the consensus of the Commission that
a regular meeting schedule not be established
at this time. Chairman Zerban established
July 17, 1973, at 7:00 p.m. as the next
meeting of the Commission.
Adjournment Motion by Commissioner White and seconded by
Commissioner Roche to adjourn the meeting.
The motion passed unanimously. The Brooklyn
Center Parks and Recreation Commission
adjourned at 9:43 p.m.
