Minutes of the proceeCings of the
Park and Recreation Commission of the
CITY OF BROOKLYN CENTER in the COUtT"f
OF HENNEPIN and the STATE OF MINNESOTA
July 12, 1972
The Park and Recreation Commission met in regular session and
was called to order by Chairman Don Reichel at 8:00 P. M.
Members present were Don Reichel, Henrietta Anderson, Ruth Lind,
and Roger Pickering. Also present were staff members Gene Hagel
and Doug Bryant. In addition, James Merila attended from the
Engineering Department and Mr. Paul Fjare and Miss Phyllis
Gottsche attended representing Brauer and Associates.
The minutes of the previous meeting of June 28, 1972, were ap-
proved as recorded.
IF For the first item on the agenda, Chairman Reichel reported
briefly of his talk with Mayor Cohen regarding a joint meeting
between the City Council and the Park and Recreation Commission.
Mr. Reichel suggested some possible topics for discussion at
the meeting and said a July date was being considered.
Next, Chairman Reichel expressed some concern about the token
and membership identification procedure at the Community Center
for admittance to the pool. Mr. Reichel questioned if everyone
claiming a membership was checked against the card file and,if
any violators were caught, whose responsibility it was to police
this. The Director of Parks and Recreation pointed out that
frequent checks are made and that the Recreation Department
follows up on violators.
Chairman Reichel next expressed concern over recent vandalism
in the parks and questioned what could be done to stop it.
Commission members observed that parks need more lighting in
the vicinity of the shelter buildings and apparatus and that
the parks now are too dark and shadowy which invites vandalism.
After discussion a motion was made by Commissioner Lind and
seconded by Commission Ar-&rson as follows: That the Park and
Recreation Commission asks that the City Council reconsider
at this time the former request of the Commission which allows
for a study to be made regarding the over-all design of parks,
including lighting, in order to cut down on vandalism and make
the parks more attractive to responsible people. The motion
was carried.

The last item on the agenda was to discuss planning concepts
for the development of the Shingle Creek Park area.
After a short review by the Director of the events leading up
to the present meeting, Mr. Paul Fjare and Miss Phyllis Gottsche
presented a series of slides and sketches showing the creek
area as it now exists and explaining the proposed development
concepts.
In the ensuing discussion, topics covered were recommended width
of bicycle paths, earth shaping, moundings, plant materials,
and general over-all development and use of the area.
After discussion a motion was made by Commissioner Lind and
seconded by Commissioner Anderson to accept the preliminary con-
cept of the Master Plan for the development of Shingle Creek
from 69th Avenue North to County Road 10, as prepared by Brauer
and Associates. The motion was carried.
