HomeMy WebLinkAbout1972 06-28 PRMMinutes of the proceedings of the Park and Recreation Commission of the CITY OF BROOKLYN CENTER in the COUNTY OF HENNEPIN and the STATE OF MINNESOTA June 28, 1972 The Park and Recreation Commission met in regular session and was called to order by Chairman Don Reichel at 7015 P. M. Members present were Don Reichel, Conly Hill, Roger Pickering, Earl Larsen, and Ruth Lind. Also present were staff members Gene Hagel, Arnie Mavis and Doug Bryant. The minutes of the previous meeting of May 10, 1972, were approved as recorded. Chairman Reichel reported briefly that he had talked with Mayor Cohen regarding the proposed Park Improvement Survey and that it is being held pending a decision regarding Neighborhood Task Ad- visory groups. He stated that the Mayor favors such groups and would be preparing further recommendations and a format for meeting with the groups. Chairman Reichel also reported that the Park and Recreation Com- mission had been asked to withhold any further proposals for the use of bond monies pending study and determination by the City Council. The Director of Parks and Recreation next reviewed the City Council minutes dated may 22, 1972, and dealing with Commission recommen- dations for Park. improvements. No action was taken. The next item on the agenda was a review of the budget proposal for 1973. The Director summarized that there were no single major expansions proposed and that most increases were related to an extension of the Community School Program with the Brooklyn Center School District. It was further noted that no major capital im- provement program is submitted due to taxing restrictions imposed by the legislature and pending further discussion with the City Council. After discussion a motion was made by Commissioner Ruth Lind and seconded by Commissioner Conly Hill to accept the 1973 budget as proposed and recommend its approval to the City Council. The motion was carried. The Commission next adjourned to the Council Chambers to discuss planning concepts for the development of the Shingle Creek Park area from 69th Avenue to County Road 10. -2- Present were Mr. Paul Fjare and Miss Phyllis Gottsche from Brauer and Associates, plus members from the Conservation Commission, the Palmer Lake Task Force and interested citizens. After a review by the Director of the purpose and events leading to the present time, Mr. Fjare opened the discussion stating that his firm was interested in comments and reactions of the people. A series of slides was shown of the Creek as it is now, plus sketches showing types of development. Concerns were posed regarding the preservation of the natural character of the Creek along with providing the function of a public walkway linking the Civic Center with northern Brooklyn Center. The problems of erosion caused by dredging were noted as was the water carrying capacity of the creek. After all comments and suggestions were made, the meeting was adjourned at 10:00 P. M.
