HomeMy WebLinkAbout1972 04-12 PRMMinutes of the proceedings of the Park and Recreation Commission of the CITY OF BROOKLYN CENTER in the COUNTY OF f E-RITEPIN and the STATE Oi- MINNESOTA PUBLIC'MEETING April 12, 1972 The Park and Recreation Commission met in joint session with the Brooklyn Park Parks and Recreation Commission and the Brooklyn Center Cnnservation Commission. Present from the Recreation Commission were Don Reichel, Ruth Lind, Henrietta Anderson, Roger Pickering, and Bill-Anthony. Also present were Maurice Britts, Councilman, Jack Mauritz,H.ead of the Department of Interpretive Services and Chief Naturalist at Carver Park Reserve, Clifton French, Superintendent of Hennepin County Park Reserve District, Dan Hartman, Administrative Assis- tant, and staff members Gene:Hagel and._Doug Bryant. The purpose of the meeting was to discuss the proposed nature center at Elm Creek Park Reserve and its relationship to the proposed nature center at Palmer Lake. After a brief slide presentation and introduction on objectives, operation, and management of nature centers by Jack Mauritz, the meeting was opened for questions and answers of a general nature. Comments received were as follows and were primarily directed at Jack Maurita.. I~ Don Reichel Q.: "Do you have Federal Funds for more promotion?" Jack Mauritz A.: "All funds come from Hennepin County. We can go jointly at a School Districts request for Federal Funds." Cliff French A.: "Extension of the Education Program depends entirely on the ability to obtain educational dollars from school districts." Gene Hagel Q.: "Could you dwell on similarities of Elm Creek and Palmer Lake. Also the differencesr Jack Mauritz A.: "Palmer Lake is a much smaller area that will serve different functions than Elm Creek. The advantage of Palmer Lake will be short, quick visits of value by local schools. I can see after school science clubs, conserva- tion clubs, and nature clubs meeting there. Hennepin County Parks are restricted because of transportation and use. Palmer Lake will contribute a great deal locally." Cliff French A.: "Certain cautions should be considered. Any facilities will be an impingement or will impair the natural state. Adminstrators and planners must understand the resource and protect it fm m athletics, day camping, and picnicing to protect the investment." Pete Jacobson Q.: "How supportive do you feel the Park Reserve District will be to a program by municipalities Cliff French A.: "We would like to be very co-operative. This would need coordinative dfforts. We can help in planning and leadership of programs and facilities." Cliff French Q.: "What is Brooklyn Pares interest here?" D. Palm A.: "We are most interested in working with Brooklyn Center on this property. We hope to work together in development and we would discourage any development that would threaten the nature park. Cliff French Comment: "Adjacent land is really needed and will safeguard Brooklyn Center's land. Cliff French "We would like to present our Multiple Use Trail Plan to Brooklyn Center and/or Brooklyn Park. Valuable in the aesthetic sense." The meeting was adjourned at 10:00 P.M. _D_
