HomeMy WebLinkAbout1971 09-08 PRMMinu-ces of the proceedings of the Park and Recreation Commission of the CI -N OF BROO.YMYN C131,7 ER in the COUN`,Y OF HENNEPIN and the ST&2E OF MINNESO`- A September 8,1371 `the Park and Recreation Commission met in regular session and was called to order by Chairman Don Reichel at 7:45 P.M. Members present were Don Reichel6 Lerl Larsoii Ruth Lind and Bruce Morrow. Also present were Gene Hagel;, Arnie Mavis and Doug Bryant. Absent were Ron Coop and Wayne Finley. The minutes of the previous meeting of July 14,1971 were approved as recorded. gthe chairman opened the meeting c-.7i-th a brief report of a joint meeting with members of the Planning Commission. Co.-,=on problems of planning were discussed with particular emphasis on studies for long range planning and traffic patterns around parks. ehe next item onthe agenda was a discussion of operation of adult athletic leagues and problems connected with enforcing player eligibility. It was noted that Brooklyn Center has a reciprocal agreement with bordering communties regarding participation in Athletic leagues and further that Minnesota State regulations define eligibility as living or working in -the community or in a bordering community that does not have a league. Problems connected with policing teams and retaining eligibility for state competition were discussed. r..he staff commented -that there is no way at the present time that complete eligibility could;be assured up to game time a#z state tournaments and -chat all teams are warned of the penalties for using ineligible players. It was also reported -that the department is planning to levy an additional fee for non-resident part-cipation. After discussion a motion was made by Earl Larsen and seconded by Henrietta Anderson that letters be sent to Mr. Lines and to Mr. Kojetin stating -iha-t the commission had discussed the problem and referred the matter to the Park and Recreation Dept. Staff. Motion carried. '.the staff next gave a report on fall program plans stating that -the regular fall schedule will begin the week of October 4th and that many new classes in a wide variety of activies including swimming, arts, crafts, dance, drama and music for all age groups are being added to the schedule. The chairman reported that he had been contacted by citizens in the I' -2- community who were concerned that the commission would recommend the construction of wading pools prior to the construction of tennis courts. A discussion followed where by it was acknowledged that the priorities for these facilities have changed due to population changes of various age groups and that wading pools generally were being given a lower priority. Tche construction of tennis courts is being recommended for the immediate future. Following a discussion of budget priorities a motion was made by Ruth Lind and seconded by Henrietta Anderson to request that the City Council meet with the Park and Recreation Commission prior to adoption of the 19072 budget. %he motion was carried. Member Henrietta Anderson introduced the following resolution and moved its adoption: RESOLUTION RECOMMENDING THE PROHIBITION OF UNAU'-T,7.ORIZED VEHICLES IN CITY PARKS C whereas, the use of mini bikes and motor bikes continues to increase in the parks causing damage to turf, newly seeded grass areas,and athletic facilities, and WF2REAS, mini bikes have been observed being driven in a dangerous manner around playground apparatus, around -the wading pool and in shelter buildings, and WHEREAS, such driving could result in bodily harm to persons in the park, NOW, %HEREFORE, BE IT RESOLVED by the Park and Recreation Commission of the City of Brooklyn Center-as follows: ghat the Park and Recreation Commission recommends that the City council take appropriate action to adopt an orc±inance prohibiting -the use of all motorized vehicles (excep-~ maintenance and emergency) in all city parks. • • :the motion for the adoption of -the foregoing resolution was duly seconded by Commissioner Earl Larsen and upon vote being taken -thereon the following voted in favor thereof: Don Reichel, Henrietta Anderson, Earl Larsen, Ruth Lind, and Bruce Morrow. And the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. The next, item was a discussion of the formation of a Commissioners section in the Minnesota Recreation and Park Associa-cion. Minutes of the first: planning meeting were distributed and a discussion followed. Considerable interest in -the section was expressed and the values of meeting with other commissioners thruout the state was recoginzed. Following discussion a motion was made by Ruth Lind and seconded by Henrietta Anderson to recommend to the City Council 'that consideration be given to allow expenses for members of the S, -3- Park and Recreation Commission to attend the Minnesota State Recreation and Park Association conference in Rochester this fall. The motion was carried. he Commission members wish to thank the Mayor for providing a recording secretary as promised. 'khe meeting was adjourned at 10;00 P.M. • r
