Members present were: Don Reichel, Henrietta Anderson, Ruth Lind, and Bruce Morrow. Also present were Gene Hagel and Arnie Mavis. Members absent were: Ron Coop, Wayne Finley and Earl Larsen. The minutes of the previous meeting of dune 9,1971, were approved as recorded. she Director presented his proposals for the 1972 budget considera- tions. The proposal included recommendations for the use of consultants, a capital improvements program and program changes. Following discussion a motion was made by Commissioner Henrietta Anderson and seconded by Commissioner Ruth Lind to recommend the adoption of the 1972 budget as proposed. The motion was carried. In response -to a request by -the Cicy Council, the Commission next studied the proposed street pattern as it pertains to Evergreen Park. After study and consoderation the following conclusions were reached: 1. Regarding Camden Avenue - it is essential that Camden Avenue be completed from. 70th Avenue northward to 73rd to provide access to the baseball diamond located in the northeast corner of the park. if Camden Avenue is not completed, traffic will be forced to the north end of -the park near the heavily used children's play area and past a wading pool and tennis courts to be constructed in the future. In addition the traffic will be routed through residential streets. 2. Regarding Bryant Avenue - it is strongly recommended that Bryant Avenue be opened from 70th avenue north to 72nd Avenue. This is essential to provide access to the two softball fields located on the western edge of the park. Access to -the softball fields would then be provided from both north and south. Bryant Avenue closed would again force all traffic through the residential area and past the small children's play area. It is concluded that Bryant Avenue closed serves no useful purpose and that traffic between the school and the park during the C -2- school day does not present a traffic hazard. 3. Regarding 70th Avenue - It is recommended that 70th Avenue be extended from Lyndale Avenue to Dupont Avenue, thus providing access to both Bryant and Camden Avenues. 4. Regarding public streets around parks - The Commission recommends that wherever possible parks should be surrounded by streets on all sides. Failure to do so results in limited public access and tends to establish the park as a private back yard for apart- ment dwellers. A street separation is essential ~o avoid conflict between public and private use of property. It is further recognized -that driving is a form of recreation for many people and absence of perimeter streets does, in effect, cheat the public from enjoying the vista of the park. It was further noted by the Commission than -the fear of speeding and -traffic problems alongside a park is not sufficient reason to deny such a road. Similar street patterns exist at several ocher parks in the City and no speeding or traffic problems have been evidenced. in view of the above considerations a'mocion was made by Commissionexo Henrietta Anderson and seconded by Co_*nmissioner Bruce Morrow to recommend to the City Council that the street pattern at Evergreen Park completely surround the park. Motion carried. The Commission next discussed -the desirability of having a recording secretary assigned for Board Meetings. After discussion it was determined to request that a recording secretary be provided. she meeting was adjourned at 10:25 P.M. 0
