HomeMy WebLinkAbout1971 06-09 PRMMinutes of the proceedings of the Park and Recreation Commission of the CITY OF BROOKLYN CENTER in the COUNTY OF HENNEPIN and the STATE OF MINNESOTA June 9,1971 The Park and Recreation Commission met in regular session and was called to order by Chairman, Don Reichel at 8 o'clock P.M. Members present were: Don Reichel, Henrietta Anderson, Ron Coop, Earl Larsen, and Ruth Lind. Also present was Gene Hagel. Members absent were Wayne Finley and Bruce Morrow. The minutes of the previous meetings of April 14, and May 5,1971 were approved as recorded. Mr. Reichel read a letter he received from the chairman of the Crystal Park and Recreation Commission requesting that the Brooklyn Center Commission consider the prohibition of motorized water craft above seven and one half (7) horse power on Twin Lakes. After discussion Commissioner Earl Larsen introduced the following resolution and moved its adoption: RESOLUTION RECOMMENDING PROHIBITION OF CER -,IH, TJE? "E"ER C c1F' Oi?_ -WIN LAKES WHEREAS, it is the opinion of the Park and Recreation Commission that the Twin Lake area is too small and unsafe for large motorized water craft, and WHEREAS, the noise level and reckless manner in which water craft are operated is annoying to nearby residents and interferes with other water conveyances, and WHEREAS, large motorized watercraft have a harmful affect on the lake by reintroducing elements which have settled to the mud and sand on the bottom, and WHEREAS, the restriction of horse power would increase the recreational use of the lake for fishing, swimming and other water craft users, and WHEREAS, the CITY OF BROOKLYN CENTER is presently acquiring property on Twin Lakes for the purpose of promoting water related recreation activities, -2- NOW, THEREFORE, BE IT RESOLVED by the Park and Recreation Commission of the CITY OF BROOItLYN CENT3R that it recommends to the City Council that it take appropriate action to prohibit the use of motorized water craft above seven and one half (712-) horse power on Twin Lakes. The motion for the adoption of the forgoing resolution was duly seconded by Commissioner Ruth Lind and upon vote being taken thereon the following voted in favor thereof: Don Reichel, Henrietta Anderson, Ron Coop,; Earl Larsen and Ruch Lind. And the following voted against the same: none, whereupon said resolution was u.eclared duly passed and adopted. The next item on the agenda was the discussion of board membership in the Minnesota Park and Recreation Association. The Director outlined benefits of membership, which include subscriptions to the MRPA quarterly: special reports, annual reports, participation in conferences, and participation in VmPA operation. The annual dues are $25.00. After discussion, a moi.-ion was made by Comriiissioner Henrietta Anderson and seconded by Commissioner Earl Larsen to recommend that the board obtain a membership in th7e .Minnesota Recreation and-Park Association. The motion was carried. The next item on the agenda was the discussion of a proposed priority schedule for park development. The director outlined the plans for a comprehensive study and recommendations. A discussion of priorities followed. No official action was taken. The meeting was adjourned at 3:40 P.M.
