HomeMy WebLinkAbout1971 01-13 PRM4! • i Minutes of the proceedings of the Park and Recreation Commission of the CITY OF BROOKLYN CENTER in the COUNTY OF HENNEPIN and the STATE OF MINNESOTA January 13, 1971 • The Park and Recreation Commission met in regular session and was called to order by Chairman Don Reichel at 7:45 P.M. Members present were Don Reichel, Henrietta Anderson, Ron Coop, Ruth Lind, and Bruce Morrow. Absent was Earl Larsen. Wayne Finley arrived later as hereinafter indicated. Also present were Gene Hagel and Arnie Mavis. The minutes of the previous meeting of December 9, 1970 were approved as recorded. The first item on the agenda was a report of action taken by the City Council with regard to snowmobile regulations in city parks. A resolution will be forthcoming from the City Council which will permit snowmobiling on marked trails within the Palmer Lake Basin. The trails will traverse a north to south direction within the basin with specific access trails from Test Palmer Lake Drive on the west and Oliver Avenue North on the cast. Snowmobiling will also be permitted on a trail running parallel with 69th Avenue North. The regulations regarding Central Park and Shingle Creek Park belt remain the same as the 1969-70 season. In response to a request from the Planning Commission the Park and Recreation Commission next studied the proposal for construction of apartment dwellings to the south of Lions Park. It was noted that the present acreage of Lions Park is approximately 17 acres. It was further noted that Lions Park is designated as a neighbor- hood playground which has a recommended size of from 10 to 15 acres. It was generally agreed by the Park and Recreation Commis- sion that it would be desirable to acquire the subject property to the south thereby providing additional open space and unre- stricted access to both Russell Avenue on the east and 53rd Avenue to the south. The Commission recognizes that the possibility of acquiring the property is extremely remote in view of the cost of the land. The Commission suggests as an alternative that the lana to the west of the property and contiguous to Shingle Creek be retained for public park purposes. After further discussion a motion was made by Henrietta Anderson and seconded by Ruth Lind to recommend that appropriate action be taken for the City to acquire approximately 100 feet of the westerly portion of the pro- perty for public park purposes. The motion was carried unanimously. Commissioner Wayne Finley arrived at 8:,~5 P.M. C -2- The Director informed the Commission that negotiations for the acquisition of Twin Lake properties were in process but that no land had been acquired as of this date. . In response to questions regarding the study report for a proposed covered ice facility - ice arena, the director responded that the study is nearly completed and would be presented to the City Council within the next couple of weeks. It was reported that Paul Fjare, landscape planner with Brauer and Associates, has been invited to speak at a joint meeting of the Brooklyn Center and Crystal Park and Recreation Commissions, Plan- ning Commissions, and Conservation Commissions at Fair Oaks School on January 25. Mr. Fjare will discuss "nviromental Park Design." Notices will be sent to all Commission members. The remainder of the evening was give to a discussion of the recreation program and departmental operations. In addition to various program activities, also discussed were such things as programming for men, including special men's nights and women's nights at the Community Center, the ongoing Teen Programs in the parks, programs at Evergreen School, scheduling of activities at the Community Center, location of Park and Recreation offices, the design of the brochure, including the possible use of pictures, the projected need for gymnasiums and handball courts and future additions to the Community Center.
