Park and Recreation Commission of the
CITY OF BROOKLYN CENTER in the COUNTY
OF HENNEPIN and the STATE OF MINNESOTA

The Park and Recreation Commission met in regular session and was
called to order by Chairman Don Reichel at 7:30 P.M.
Members present were Don Reichel, Henrietta Anderson, Wayne Finley,
Earl Larsen, Ruth Lind, and Bruce Morrow. Also present were
Gene Hagel, Arnie Mavis, and Kathy Flesher.
The first item on the agenda was a discussion of park vandalism
and police patrolling in the parks. Jim Lindsay, Deputy Chief of
Police, presented his observations regarding the problems of
vandalism. Discussion followed. Arnie Mavis and Kathy Flesher
reported on new programs that were tried and it is strongly
recommended that this approach be expanded to include other parks
where problems exist. It is presently being conducted at Kylawn
and Garden City Parks. There was strong agreement that program
leaders at the parks are more effective than police patrol in
program approach now being used.
The Commission next discussed formulation of policy for the oper-
ation of the Swimming Pool and Community Center. Considerable
time was given for discussion of rates for season family member-
ships. The Board was unanimous in its concern for keeping the
rates as low'_as possible. No agreement was reached. The members
of the Board agreed to discuss rates with people,in the community
before making a final recommendation.
Among the other items discussed were non-resident family season
rates, individual season rates for both residents and non-resi-
dents, and general admission charges. Also discussed was whether
rental to private groups and parties should be considered and if£
so, the charges to be made. Rental of the Social Hall for private
parties was also discussed.
Since a consensus regarding the various subjects could not be
reached it was agreed to postphone final decisions and recommend-
ations until the October meeting when the above items would be
placed on the agenda.

Member Earl Larsen distributed copies of the minutes of the meet
ing of the Brooklyn Center Hockey Association and noted the
recommendation contained therein. The minutes"of the meeting of ,

the Hockey Association are reprinted as follows:
"A special meeting of the Brooklyn Center Hockey
Association was held at Brooklyn Center City Hall on
Thursday, August 20. Earl Larsen, a member of the
Park and Recreation Commission, gave a briefing on
the current status of the covered ice shelter. Arnie
Mavis of the Park and Recreation Department was also
present and added to Earl's comments.
The Association resolved that the following recom-
mendation be made to the Park and Recreation Commis-
sion:

That Whereas the voters of Brooklyn Center,
in November of 1967, passed a bond issue
specifically authorizing the building of
a covered ice shelter,that such ice shelter
be built with funds available to the Park and
Recreation Department and on a site that would
be adaptable to the conversion of such ice
shelter into an artificial ice arena.
That the Association further resolves that
it will work towards the placing and pass-
age of a bond issue on the November, 1971,
ballot. That said bond issue be in an
amount to convert the ice shelter into an
artificial ice arena and to reimburse the
Park and Recreation Department for the
additional funds that are necessary at
this time to build the covered ice shelter."
Discussion of the recommendation followed.
The meeting was adjourned at 10:30 P.M.
No action was taken.
