Park and Recreation Commission of the
CITY OF BROOKLYN CENTER in the COUNTY
OF HENNEPIN and the STATE OF MINNESOTA
July 22, 1969
The Park and Recreation Commission met in regular session and was
called to order by Don Reichel, Chairman, at 8:05 P.M.
Members present were Don Reichel, Les Hagen, Roger Hansegard, Earl
Larsen, Ruth Lind, Bruce Morrow, and Warren Olson. Also present
were Mayor Phil Cohen, City Manager Don Poss, Gene Hagel and Ray
Ecklund.
The minutes of the previous meeting were approved as corrected.
The Mayor and City Manager discussed the role of the Park and Rec-
reation Advisory Commission pointing out that the Board should
concern itself with long range planning such as the future opera-
tion of the Pool and Community Center, policy recommendations
regarding development and use of park properties, and age changes
in neighborhood populations affecting programs and facilities.
The need for greater communication was also discussed.
A group of men representing the Youth Football program were pre-
sent to inquire about the progress of athletic field lighting.
The group was informed of all plans, including bid date and pro-
jected time scheduling. It was noted that the football field at
Grandview Park would not in all probability be completed in time
for the 1969 season but that every attempt would be made to move
the Grandview lights to Evergreen as early as possible to provide
lighting for the football program in that area.
The Director then reviewed the preliminary designs for-Riverdale
and Dupont Parks and discussed improvements completed and in pro-
gress.
The Director presented a list of names suggested for the park at
65th and Dupont. The names were a result of a "Name-The-Park
Contest conducted at the playground. After discussion a motion
was made by Bruce Morrow and seconded by Earl Larsen to adopt the
name "Firehouse Park". Motion carried.
Chairman Don Reichel named Roger Hansegard as the Brooklyn Center
delegate to the Suburban Recreation Association for the term ex-
piring December 31, 1969.

The operating budget for 1970 was presented and
discussion a motion was made by Earl Larsen and
Hagen to approve the 1970 budget as proposed.

The Director next discussed with the Board his proposal for re-
structuring and re-classifying of positions within the department
and the designation of separate divisions for recreation and parks.
After discussion a motion was made by Bruce Morrow and seconded
by Warren Olson to recommend that serious consideration be given
to the proposal. Motion carried.
The Director announced that Ray Ecklund has accepted the position
of Director of Parks and Recreation at Crookston, Minnesota, and
will be resigning effective September 5. A motion was made by
Don Reichel and seconded by Ruth Lind to accept his resignation
with regret and to commend him for his outstanding work in Brook-
lyn Center. Motion carried unanimously.
The Director reported that he has accepted an invitation to dis-
cuss Community-School Relations and Indoor-Outdoor Pools at the
C Mid-Continent Park and Recreation conference to be held in Water- 40
loo, Iowa August 17-20.
After a report of park development progress the meeting was ad-
journed at 11:15 P.M.
