Minutes of the proceedings of the
Park and Recreation Commission of the
CITY OF BROOKLYN CENTER in the COUNTY
OF HENNEPIN and the STATE OF MINNESOTA
June 3, 1969
The Park and Recreation Commission met in regular session
and was called to order by Don Reichel, Chairman, at 8:00
P.M.
Members present were Don Reichel, Les Hagen; Roger Hanse-
gard, Bruce Morrow and Warren Olson. Also present were
Gene Hagel and Ray Ecklund. Member Ruth Lind arrived
later as hereinafter indicated.
The request for jogging tracks in the parks was considered.
After discussion it was moved by Bruce Morrow and seconded
by Roger Hansegard to accept the recommendation of the
Director and lay out a jogging trail, complete with signs
and distances, at Northport Park on an experimental basis.
Motion carried.
The request by the Brooklyn Center Concert Association for
support was received. The Director outlined the formation
of a proposed Arts Council that would encompass all such
groups working with and out of the Community Center when
completed. As an interim measure it was proposed that
the Board consider budgeting annually for "Cultural Arts
Programs" as a first step toward giving support to groups
such as this. It was concluded that the Board generally
support the request of the Concert Association.
Member Ruth Lind arrived at this point.
Assistant Director Ray Ecklund reviewed plans for the
summer program, including teen activities. It was noted
that a part time person was employed to direct teen pro-
grams during the summer and a permanent, full-time person
will begin work in the Fall.
Motion made by Les Hagen and seconded by Ruth Lind to
approve the purchase of band risers and a public address
system for the newly constructed bandwagon, payment to be
made from the Concession fund. Motion carried.

The Director reported that the application to HUD for
open space acquisition has been submitted. The location
of proposed acquisitions on Upper and Lower Twin Lakes
were pointed out to the Board.
The Park development schedule was reviewed. The Direc-
tor noted revisions on the schedule with regard to black-
topping of play areas, and followed with a progress re-
port of improvements completed and in progress at the
various parks.
The question of whether or not to consider the operation
of Twin Lake Beach as a public beach was discussed. The
Director pointed out that swimming instruction classes
are scheduled for afternoons throughout the summer and
over 800 children are already registered. Opening the
beach to public swimming would automatically cancel out
all instruction classes. Concern was also expressed re-
garding traffic and parking and the question was raised
regarding the condition of the bath house for public use.
At least one member felt that since the beach is there it
should be used to a larger extent. Others expressed con-
cern over having a beach with no supervision. The general
feeling of the Board was that the buildings, parking, ac-
cess, and relatively.small size of the property do not
lend themselves to a full-scale public beach operation.
The Board then reviewed the plans for the Community Center
and Swimming Pool.
