Park and Recreation Commission of the
CITY OF BROOKLYN CENTER in the COUNTY
OF HENNEPIN and the STATE OF MINNESOTA
November 15, 1967
The Park and Recreation commission met in regular session and was
called to order by Paul Bullen, Chairman, at 7:45 p.m.
Members present were Paul Bullen, Leslie Hagen, Francis Irvin, Ruth
Lind and Donald Reichel. Also present were Eugene Hagel and Raymond
Ecklund.
The minutes of the previous meeting of September 27, 1967, were
approved as recorded.
Mr. Ed Theisen, Chairman of the Capital Improvements Review Board,
was present to discuss the report of the C.I.R.B. After Mr. Theisen':
presentation numerous questions were asked and a lengthy discussion
followed.
Motion made by Ruth Lind and seconded by Frank Irvin to request a
meeting with the City Council to discuss the C.I.R.B. report and
proposed recreational facilities. Motion carried.
to The Director reported on the progress of the land acquisition program
with regard to the Palmer Lake area, east of Lyndale and south of the
cemetery. Discussion followed regarding the need to complete the
acquisition of property for Lions Park and Willow Lane Park. It was
noted that the Edling property at Lions Park prevents the "joining"
of the south and north parcels and prohibits the completion of a
regulation ball diamond, as well as causing an unsightly condition
on the southern half of the park.
Accordingly it was pointed out that the house and lot facing 69th
Avenue and located south of the tennis courts at Willow Lane Park is
for sale and has been recommeded by city and park planners as a
proposed acquisition to further "open" the park to 69th Avenue.
Following discussion it was moved by Les Hagen and seconded by Ruth
Lind to recommend to the City Council that the two above mentioned
parcels be acquired as soon as possible. Motion carried.
Ray Ecklund reported on the winter schedule of activities which will
be mailed early in December. Mr. Ecklund stated that in addition to
a change in format the schedule will contain several new features
and classes. These include a listing.of civic clubs and organizations
and a new teen club for students in the Anoka School District being
sponsored cooperatively by the Brooklyn Center and Brooklyn Park
Park and Recreation Departments.

The Director reported that re ests were bein received for additionaP

skating rinks. The Board reaffirmed its policy of providing skating
rinks only on park property and where a warming house and supervision
can be provided.
A movie, "People... Parks... and Recreation", was shown. The movie was
developed by the National Recreation and Park Association and was
designed to inform the viewer of the structure and work of the
organization.
The meeting was adjourned at 10:45 p.m.
