HomeMy WebLinkAbout1966 02-16 PRMMinutes of the proceedings of the Park and Recreation Commission of the Village of Brooklyn Center in the County of Hennepin and the State of Minnesota February 16, 1966 The Park and Recreation Commission met in regular session and was called to order by the Acting Chairman at 8:35 P.M. Roll Call: Present were Paul Bullen, Gerald Gilbertson, Leslie Hagen, Francis Irvin, Ruth Lind and Bruce Morrow. Also present were Mayor Cohen, Eugene Bagel, Raymond Ecklund and Ester Hammen. Member absent was Polly Hartin. The first order of business was an election of officers. The following officers were elected. Chairman Paul Bullen, Vice Chairman Bruce Morrow. Motion made by Gerald Gilbertson and seconded by Ruth Lind to establish 7:30 P.M., the third Wednesday of each month as the regular meeting day of the commission. Motion carried. Mayor Cohen discussed the objectives and responsibilities of the Commission and outlined the Capital Improvements committee as follows t A. Park and Recreation Commission to serve as the task force of the Committee. B. Park and Recreation Commission to study and recommend Capital Park needs: 1. Land acquisition 2. Park development and equipment C. Park and Recreation Commission to review, study, and recommend recreational requirements: 1. Swimming Pool 2. Ice Arena 3. Roller Skating Arena 4. Community-Recreation Center 5. Other After discussion the following sub-committees and chairman of each was named to study the specific f Swimming Pool: Ice Arena: Roller Skating and Community Recreation Centers Golf Course acility: Frank Irvin, Chairman Bruce Morrow, Chairman Ruth Lind, Chairman Leslie Hagen, Chairman Mr. Cohen also asked the Commission to review and recommend a policy regarding the need and provision of playlots in apartment building complexes. 00 page 2 The "Concession Fund" which contains profits from vending machines was discussed. It was pointed out that these monies are used to purchase such things as Public Address Systems at the shelter buildings, record players for use at various department activities and classes, tape recorder for use in the Puppet theater, department camera, ping pong, pool tables and game equipment for the Teen Clubs and other non-budgeted program needs. After discussion a motion was made by Leslie Hagen and seconded by Francis Irvin to request that the Village Council continue to allow for separate accounting for the fund, and to allow the Park and Recreation Commission to use the monies for such items as those mentioned above. Motion carried. After discussion of the need for park identification signs and considering materials and design, it was agreed to work toward getting rustic style signs at all the parks as soon as possible. A motion was made by Gerald Gilbertson and seconded by Bruce Morrow to recommend that-the Village Council allow the purchase of a "Cutaletter" Sign Machine at a cost of $986.00. Motion carried. Francis Irvin was nassed as delegate to the Suburban Recreation Association. Ruth Lind was named as alternate. Motion made by Leslie Hagen and seconded by Gerald Gilbertson to recommend that Mr. Hagel, Mr. Ecklund, and Miss Hammen be allowed expenses to attend the Great Lakes District Recreation Conference in Rochester, Minnesota, April 17 - 20, 1966. Motion carried. The need for bike paths in the parks and throughout the Village was discussed. No official action was taken. The meeting was adjourned at 11:15 P.M. 40
