HomeMy WebLinkAbout1980 11-18 HCMMINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA Phil Cohen arrive at 8:05 p.m. REGULAR SESSION NOVEMBER 18, 1980 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order at 7:42 p.m. by Chairman Plummer. ROLL CALL Chairman Plummer, Commissioners Hastings, Ainas, Turner, Cilke and Williams. Also present were Councilmember Bill Fignar and Administrative Assistant Brad Hoffman. Excused were Commissioners Haroldson and Duenow. Commissioner Cohen indicated he felt that we should make an assessment of where the City was overall with its housing stock. He expressed some concern with the impact upon sales of homes in Brooklyn Center if repairs were made mandatory. A brief discussion then ensued relative to such philosophies. Commissioner Ainas indicated he supported the concept of health safety compliance with the rest being simple disclosure. Commissioner Turner indicated the City needed to take some action to protect housing and that he preferred the St. Louis Park approach. Commissioner Cohen indicated that he felt there was a need to have a public hearing to get their reaction. Commissioner Cilke indicated that he felt the prospective on approach from the buyer would be dependent upon whether the indi- vidual was a buyer or a seller. He indicated that he perhaps preferred the St. Louis Park approach. Discussion of time limits for repairs then ensued. It HOUSING INSPECTION ORDINANCE Councilmember Fignar requested that each of the members be given copies of the St. Louis Park code for their review. Administrative Assistant Hoffman indicated that he would have such available for the December meeting. A brief discussion then ensued relative to various approaches to housing inspection ordinances. Essentially the City could have one of mandatory compliance or one of consumer awareness. Councilmember Fignar indicated we should do an extensive review of the two approaches and select perhaps the best aspects of each. Chairman Plummer indicated that in reviewing the memorandum sent to the Council it was the Commissions position that the health safety items would be mandatory and that the other items noted by inspectors would be just informative. Commissioner Williams inquired if we could have the housing inspections done in conjunction with the energy audit. Administrative Assistant Hoffman indicated that while that might be desirable he would assume the individual conducting the inspection would be qualified for both. He further indicated that it is necessary for the Commission to determine its objectives of the housing inspection ordinance and on making a determination of those objectives it would be easy to tailor an ordinance to'meet those objec- tives. Commissioner Hastings indicated the Commissions philosophy to maintain the City" housing staff. Councilmember Fignar inquired if the Minneapolis Truth in Housing provided buyer beware protection. He indicated that would be one position. was the consensus that 90 days would be the maximum. Following a brief discussion it was requested that the Commissioners get a copy of the New Hope plan and that two realtors be present for the next meeting. Chairman 1 then asked if there was a consensus that most agreed upon a compliance fo.tm of inspection ordinance. The Commission generally supported that approach. Commissioner Cohen indicated it would be important to develop a financing plan also in conjuction with a mandatory inspection program. A brief discussion then ensued and it was stated that it would be the goal of the Commission to bring such an ordinance to the Council in March or April. Chairman Plummer indicated that she felt the Commission could provide information on an ims;Dection ordinance at the Klaidescope. OTHER BUSINESS None. ADJOURNMENT There was a motion by Commissioner Hastings and seconded by Commissioner Turner to adjourn the meeting. The motion passed unanimously and.the Brooklyn Center Housing Commission adjourned at 9 :05 p.m. Chairman
