MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION
OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND THE STATE OF• MINNESOTA
REGULAR SESSION
MAY 13, 1980
CITY HALL
CALL TO ORDER
The Brooklyn Center Housing Commission met in regular session and was called
to order by Chairman Plummer at 7:35 p.m.
ROLL CALL
Chairman Plummer, Commissioners Williams, Ainas, Hastings, Turner, Haroldson
and Duenow. Also present was Administrative Assistant Brad Hoffman. Council
member Bill Fignar and Commissioner Phil Cohen indicated prior to the meeting
that they would be unable to attend and were excused.
APPROVAL OF MINUTES 4 -8 -80
Motion by Commissioner Turner, seconded by Commissioner Hastings to approve
the minutes of the April 8, 1980 Housing Commission meeting. The motion
,passed unanimously.
SPEAKER
Chairman Plummer noted that Becky Yust would not be able to be here because of
a conflict with her schedule. She indicated that Becky Yust had left some
information that had been referred to the Committee of 100 in doing their
energy study. Chairman Plummer recommended and it was the consensus of the
Commission that they would not again invite Becky Yust to the meeting.
COMMISSIONER'S COMMENTS
There were no comments from the Commissioners.
SEMINAR REVIEW
A discussion then ensued relative to the workshop that had just been jointly
sponsored by the Housing Commission and the Conservation Commission. Com-
missioner Haroldson noted that the comments on the solar presentation were
very unfavorable. He also added that the presentation on insulation and home
weatherization by Bill Davis from the Energy Agency were very favorable.
Commissioner Hastings noted that there was a poor reception for Van Kline's
presentation on landscaping. Commissioner Haroldson indicated several people
wanted comment sheets. Commissioner Hastings indicated that in the future
the Commission should plan further in advance and try to listen to the speakers
prior to inviting them as guest speakers. Commissioner Ainas indicated that
a number of his employees monitored the comments of the various speakers.
He reported that they indicated that Van Kline was too basic. He also stated
that they were disappointed with discussion of exterior structures but were
very favorable on the electrical and custom interior. He also indicated that
Bill Fignar's presentation on plumbing was extremely good. Chairman Plummer
indicated that she felt that should. the Commission again take on such a
seminar that it should be a one time offering and not presented in the series
form. Commissioner Haroldson indicated that he agreed with Commissioner
Hastings that in the future we should try to take notes on potential speakers
for future reference. Again, Commissioner Duenow indicated'that she felt that
we should take advantage of the Community Education bulletin and be able to
eliminate a lot of the work that was done in the fall and spring.

Discussion then ensued relative to the attendance of the workshops. Commissioners
indicated that they were disappointed in the low turnout. Commissioner Haroldson
suggested that the Commission should stop putting on workshops or try tof41 in
where others are not providing such seminars. Commissioner Williams inquired
if we would be able to find out what others are putting on given the large
number of groups putting on such workshops. A brief discussion then ensued and
it was the consensus of the group that the Commission would not likely put on
a future workshop.
SUMMER SCHEDULE
Commissioner Plummer indicated that for the summer schedule the Commission would
not be meeting in July or August, but would meet June 10.
RECESS
The Brooklyn Center Housing Commission recessed at 8:15 p.m. and reconvened at
8:30 p.m.
Commissioner Cilke arrived at 8:30 p.m.
GRANT REVIEW
Administrative Assistant Brad Hoffman reviewed the Brooklyn Center rehab
grant program. He briefly indicated to the Commissioners the types of projects
that were being undertaken and stated that in the fall of the year a more
detailed report would be given to the Commissioners on the income backgrounds
and various demographic and personal profiles of the grant recipients.
OTHER BUSINESS
Commissioner Haroldson indicated that Leo Beikler had passed away two weeks
ago. He noted that he was a former Housing Commission member.
ADJOURNMENT
Motion by Commissioner Williams and seconded by Commissioner Haroldson to
adjourn the meeting. The motion passed unanimously and the Brooklyn Center
Housing Commission meeting adjourned at 8:55 p.m.
